HomeMy WebLinkAboutRes 0889 - Special Task Force for Metro Regional Transit Center Site TUKWILA WASHINGTON RESOLUTION NO 889 A RESOLUTION OF THE CITY OF TUKWILA, WASHINGTON, CREATING A SPECIAL TASK FORCE RESPONSIBLE FOR FORMULATING A RECOMMENDATION ON THE SITING OF A TUKWILA REGIONAL TRANSIT CENTER BY METRO. WHEREAS, Metro is initiating the planning process for the development of a regional transit center to serve South King County transit needs, and WHEREAS, the City of Tukwila Comprehensive Land Use Policy Plan through general goals and specific objectives promotes an effective and viable mass transit system which ties the Tukwila area to the region, and WHEREAS, the City of Tukwila and Metro are seeking public involvement which reflects the spectrum of community interests and concerns with regard to this project proposal, and WHEREAS, the City of Tukwila and Metro desire to create a special task force to guide this effort to recommend the siting of a Tukwila Regional Transit Center. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO RESOLVE AS FOLLOWS: SECTION I. A Community Advisory Task Force is hereby established which will be composed of nine members. The Task Force will be assisted in its assignment by the Mayor and three Council members, by Metro staff, by Tukwila City staff, and by any technical consultants required to complete this effort. SECTION II. The composition of this special task force will be as follows: Two residents of Tukwila, one of whom must be a regular bus rider to be appointed by the Mayor; Two representatives of the Tukwila Chamber of Commerce to be appointed by the Chamber President; Four representatives of owners of major properties located in the commercial core area of the City of Tukwila to be appointed by the Mayor; One representative of Metro's Citizen Transit Advisory Committee to be appointed by the Chair of the C.T.A.C.; The Mayor of Tukwila as an ex officio member and chair of the Task Force; Three Tukwila City Council Members as ex officio members of the Task Force to be appointed by the Council President. SECTION III. The Community Advisory Task Force is charged with the following assignments: 1. Actively assist in the development of a creative solution for the Tukwila Regional Transit Center; 2. Attempt to reflect the spectrum of community interests and concerns with regard to this project; 3. Provide a forum for balancing the interests of individual property owners with the interests of the entire community; 4. Formulate a recommendation that will both support and enhance adopted City policies for land use and transportation and be operationally acceptable to Metro; 5. Formulate a recommendation that can subsequently be supported by the Mayor and Tukwila City Council, by the Metro Transit Committee and by the full Metro Council. SECTION IV. The Community Advisory Task Force is to be assisted in these tasks by the Metro Staff through the following assignments: 1. Assist the Community Advisory Task Force in designing and implementing an alternatives analysis. 2. Recruit and supervise any outside consultants required to complete the alternatives analysis. 3. Coordinate and jointly review all technical work products with Tukwila City Staff. 4. In cooperation with Tukwila Staff, organize and facilitate all public meetings /hearings necessitated by alternatives analysis. 5. Clearly articulate Metro's operational requirements and identify those alternatives that will not be acceptable to the Metro Transit Committee or the full Metro Council. SECTION V. The Community Advisory Task Force is to be assisted in these tasks by the Tukwila City Staff through the following assignments: 4. In cooperation with Metro Staff, organize and facilitate all public meetings /hearings necessitated by alternatives analysis. PASSED BY THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, at a regular meeting thereof this 7th day of November 1983. Approved as to Form: 1. Provide staff support for this study in consonance with transportation policy of the City of Tukwila. 2. Assist the Community Advisory Task Force in designing and emplementing an alternatives analysis. 3. Coordinate and jointly review all technical work products with Metro Staff. ATTEST: Daniel D.
