HomeMy WebLinkAboutRes 0890 - Add City Administrator to Non-Represented Employee Salary Schedule RESOLUTION NO 890 amended by Resolution 902 A RESOLUTION OF THE CITY OF TUKWILA, WASHINGTON, ADDING THE POSITION OF CITY ADMINISTRATOR TO THE WAGE AND SALARY PLAN, AMENDING ATTACHMENT A OF RESOLUTION 810 IDENTIFYING CURRENT POSITION CLASSIFICATIONS AND AMENDING ATTACHMENT B OF RESOLUTION 867 TO ADJUST THE SALARY SCHEDULE. WHEREAS, Resolution #614, adopted 2/6/78, provides for a wage and salary plan for all full time permanent positions within the City of Tukwila, and WHEREAS, Resolution 614 also provides for the amendment of the position classification schedule, and WHEREAS, the City Council, by Ordinance #1295, adopted 7/18/83, created the position of City Administrator, which should now be reflected in the salary plan. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO RESOLVE AS FOLLOWS: Section 1. Attachment A to Resolution No. 810, identifying current position classifications is hereby amended to include the City Administrator position in Classification B. Section 2. Attachment B to Resolution No. 867 outlining the Salary Grade Schedule is hereby amended to include grades A B. PASSED BY THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, at a regular meeting thereof this 7th day of November 1983. Responsible for coordination of staff work, research and data compilation, policy development and program im- plementation. Serves as City Personnel Officer. Since the Mayor is Chief Executive Officer and Chief Administrative Officer of the City pursuant to RCW 35A.12.100, the City Administrator will carry out the duties and responsibilities, as described below or as later modified by the Mayor: 1. Performs a wide variety of administrative tasks in the management of the City, or supervises their performance by others. 2. Conducts research projects of a complex nature and maintains a central file of resource materials. 3. Reviews the work products of all departments and corrects or recommends cor- rections and changes as needed. 4. Assists the Mayor in all administrative duties. 5. Serves as Personnel Officer of the City with responsibility for administering the City's personnel policies and procedures and serving as advisor and coordi- nator of labor relations matters. 6. Provides direction and guidance in the preparation of the annual City budget; reviews proposed departmental budgets and mades recommendations to the Mayor. 7. Approves all budgeted expenditures above a dollar amount specified by the Mayor and obtains Mayor's approval in accordance with instructions. 8. Maintains continuing review of expenditures and revenues to assure prudent fis- cal management and budgetary control. 9. Reviews and approves department documents for inclusion with Council agenda prior to Mayor's review. 10. Coordinates with City Clerk concerning preparation of ordinances and other legal documents and resolution of legal issues. 11. Represents the Mayor at meetings both within and outside the City and in contacts with citizens, City officials, community leaders and other agency representatives.' POSITION DESCRIPTION, CITY ADMINISTRATOR Page 2 12. Drafts documents, correspondence, and proclamations as required to carry out the business of the City. 13. Attends meetings of the City Council and boards and commissions. 14. Performs other duties and carries out their responsibilities as directed. 1. EDUCATION POSITION SPECIFICATIONS Requires a minimum of a Bachelor's Degree in Public Administration, Busi- ness Administration, or a related field. A graduate degree is preferred. 2. EXPERIENCE Five (5) years successful experience in responsible management positions, preferably in municipal government, and including experience in personnel and labor relations. 3. KNOWLEDGE AND ABILITIES A thorough knowledge required of the principles and techniques of governmental administration, including expertise in budgeting, financial management, per- sonnel and labor relations. Special abilities required include ability to analyze, conduct research, supervise others, establish and maintain effective working relations, and present ideas effectively, both orally and in writing. 4. PLANNING A significant portion of time on the position will be devoted to planning, both short and long term, the effective utilization of City resources to meet established goals. 5. DECISIONS The position is responsible for making a large variety of administrative and personnel decisions under general guidelines established by the Mayor. 6. SUPERVISION Assists the Mayor in all administrative affairs, including the supervision of department heads and staff. Organizational Chart
