RESOLUTION NO 942
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, PROVIDING FOR CAPITAL IMPROVEMENT
PROGRAM POLICIES AND PRIORITIES FOR THE NEXT PLANNING
PERIOD OF 1986 1991.
WHEREAS, on the 7th of May, 1984, the Tukwila City Council adopted
Resolution No. 910 providing for an annual capital improvement planning pro-
cess, and
WHEREAS, the first step of said process called for review and defini-
tion in January of each year, of the Capital Improvement Plan (CIP) policies and
priorities for the planning period, and
WHEREAS, the Tukwila City Council is desirous of implementing the CIP
process as provided.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
DO RESOLVE AS FOLLOWS:
Section 1. Capital Improvement Policies. The capital improvement
planning policies for the 1986 -1991 program period shall be as follows:
1. No new taxes (except the standard 100% property tax adjustment)
will be added to undertake 1986 CIP projects.
2. Sewer and water rates may be adjusted to provide sufficient
revenue to undertake approved CIP utility projects.
3. Bonding and LIDs for approved CIP properties may be considered an
acceptable means of financing CIP projects.
4. City and intergovernmental projects shall be considered in light
of the efficiency of service provision, responsiveness to citizens' needs, and
impact on City plans.
5. All capital improvement projects will take into account main-
tenance and replacement requirements, and the impact on employee staffing and
support.
6. A proper balance will be maintained between current year and long
term requirements.

commercial projects.
Section 2. Capital Improvement Plan Priorities. The capital impro-
vement planning priorities for the 1986 -1991 program period shall be as follows:
1. Priority will be given to projects identified in the adopted
functional masterplans of the City (e.g. water, sewer, open space, TIP, etc.)
2. Consideration for new CIP projects will be given to projects
which enhance the entrances to the City.

emergency needs identified in special studies, plans, or with unique funding
