HomeMy WebLinkAboutRes 1000 - Amend 1985-1986 Police Officers Association Labor AgreementCITY OF TUKWILA WHEREAS, The City of Tukwila and the Tukwila Police Officer's Association, affiliated with the United Steelworkers of America, for and in behalf of Local 911, have met and conferred as required by Article XIV of the labor agreement between the parties to develop an incentive program for non- commissioned personnel, and WHEREAS, the City and Local 911 have negotiated an agreement to implement said Article XIV. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, THAT: Section 1. The attached Appendix "A" (Wage Schedule) is hereby adopted as if fully set forth herein, and by this reference thereto fully incorporated into the labor agreement between the parties. Section 2. The attached appendix "B" (Non- Commissioned Personnel Incentive Plan) is hereby adopted as if fully set forth herein, and by this reference thereto fully incorporated into the labor agreement between the parties. Section 3. The implementation of the Non Commissioned Personnel Incentive Plan shall be made retroactive to January 1, 1986. Section 4. The Mayor is hereby authorized and directed to enter into a memorandum of agreement implementing the provisions of this Resolution. The career path includes three (3) incentive positions. Eligibility for the three steps are as follows: STEP 3 STEP 1 Appendix "B" NON COMMISSIONED PERSONNEL INCENTIVE PLAN NON COMMISSIONED PERSONNEL INCENTIVE PLAN 1 Three and one half years of service with the Tukwila Police Department. N Two years college, (60 semester hours, 90 quarter hours) or a combination of 1 �ear of college and 90 hours of department approved training (exclusive of mandatory department training) Median or better performance appraisal. STEP 2 1. Six years service with the Tukwila Police Department. 2. Three years college (90 semester hours, 135 quarter hours) or 2 years of college (60 semester hours, 90 quarter hours) and 90 hours of department approved training (exclusive of mandatory department training) Median or better performance appraisal. 1. Eight years of service with the Tukwila Police Department. Four years of college (120 semester hours, 180 quarter hours) or three years of college (90 semester hours, 135 quarter hours) and 90 hours of department approved training (exclusive of mandatory department training). Median or better performance appraisal. Appendix "B" Continued Eligibility Each employee who believes (s)he may qualify should notify the department in writing during July and January of each year. The performance appraisal will be done during those months. Any employee who fails to meet the requirements shall be eligible to apply at the next opportunity (6 months later). All employees under the Incentive Plan will be evaluated in January and July of each year. If an Incentive Employee fails to meet the requirements two consecutive evaluation periods (s)he will be returned to their former highest non incentive position. (S)he shall be eligible to re -apply at the next evaluation period. Any employee may grieve the results of an evaluation up through Step Three (3) of the grievance procedure as contained in Article XX of the labor agreement between the parties. The decision of the Mayor in Step Three shall be final, however, and the grievance of a performance evaluation is not subject to final and binding arbitration.
