WHEREAS, the City of Tukwila has an interest in the young
people of the area, and
WHEREAS, to best establish a need for this group of citizens
research should be done, and
WHEREAS, contracting with a Youth Services Counselor to do
this project is advisable.
NOW, THEREFORE, THE CITY COUNCIL OF TUKWILA, WASHINGTON,
DO RESOLVE AS FOLLOWS:
PASSED BY THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, at a regular meeting thereof this 16th day of August 1982.

A RESOLUTION OF THE CITY OF TUKWILA, WASHINGTON,
AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT FOR
CONTRACTUAL SERVICES.
The Tukwila City Council hereby authorizes the Mayor to
execute an agreement for contractual services with a Youth
Services Counselor. Said Contract is attached as reference.

AGREEMENT FOR CONTRACTUAL SERVICES
In consideration of the mutual agreements herein contained
Floyd Robbins
(Contractor) agrees to furnish the
City of Tukwila special research for the period commencing
August 30, 1982 and ending December 31, 1982
2. The research shall be for the purpose of identifying youth
related problems in the City of Tukwila and to provide data
and recommendations for addressing those problems if so
identified. The research is expected to include but not
necdssarily be limited to contacts with local youth, relevant
social service agencies, schools and local police.
3. The research will be conducted in two phases of two months
each. The second phase will commence after evaluation of the
first phase by the Mayor.
4. The work will be conducted on a part time basis (24 -25 hours
per week) and will be paid at the rate of $10.00 per hour.
It is agreed that the contractor is an independent contractor.
This agreement shall not constitute an employee /employer rela-
tionship and will not confer any employee benefits on contractor.
5. Contractor shall keep record of all time spent in performing of
special research and such record shall be maintained for review
at all time during the contract. Payment for work performed
will be by check on the 5th and 20th day of each month.
6. This agreement may be terminated upon the giving of written
notice at termination by either party. Such termination shall
not release contractor of the responsibility to complete any
work immediately in progress, unless the written notice so
provides.

PROGRAM GUIDE
Youth Services Project
PHASE I (2 months, 25 hrs. per wk.)
A. Compile resource list of service providers to youth in
Tukwila. Determine level and type of activities in
Tukwila.
B. Survey of Tukwila Residents (mailed)
Purpose:
(1) To identify use knowlege of existing
agencies
(2) To identify problem areas
C. Additional Data Gathering: Schools, individuals and
families, police departments, social service agencies.
(As relevant to project)
D. Compile data and report on results.
E. If justified, design appropriate "Phase II" work plan.
PHASE II (2 months)
B. Final Report to Mayor Council

A. Implement work plan from Phase I results.

Speaking /Education Program (drugs, etc.)
Counseling (individual, family)
