RESOLUTION NO. 1042 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, SETTING A POLICY FOR TRAVEL
AND TRAINING EXPENDITURES FOR CITY COUNCILMEMBERS.
WHEREAS, the City Council wishes to be responsible to Tukwila citizens
and maintain high ethical standards by detailing its policies for travel and
expenses; and
WHEREAS, citizens in Tukwila are best served by the Council exercising
prudence in incurring expenses on official City business; and
WHEREAS, regional or national seminars and conferences can offer unique
opportunities for contacts, new ideas, and innovative solutions to common City
problems, and Council representation on intergovernmental committees, boards and
organizations can serve the City's best interests in the region;
NOW, THEREFORE, the City Council of the City of Tukwila, Washington,
does hereby resolve as follows:
Section 1. Council representation at the local, regional and state levels
is encouraged to increase Tukwila's knowledge of and voice in intergovernmental
issues.
Section 2. Council representation on intergovernmental boards and commit-
tees shall be reported to the full Council, with information updates as work
progresses. Travel costs including meals, mileage and parking incurred in
attending such meetings shall be eligible for reimbursement unless the Council
finds such representation is not in the City's interest.
Section 3. Councilmembers who attend conferences, meetings and seminars
while in performance of duties which promote, develop, publicize or otherwise
serve the City's interests shall be entitled to reimbursement for their travel,
meals, registration fees, and program materials.
Section 4. Council attendance at meetings, conferences and seminars should
be planned as early as possible in order to coordinate travel plans among all
councilmembers.
Section 5. The procedures to use in attending classes, training,
conventions and conferences are as follows:
A. Councilmembers interested in attending a conference or convention in-
state shall announce their intention to the full Council. If the
Council states no objection the travel request will be approved at that
time.
B. Councilmembers who desire to attend a conference, training or a con-
vention out -of -state should submit their request to a vote of the
Council.
C. Where more than two councilmembers wish to attend an out -of -state con-
ference or seminar, the full Council will decide what representation is
appropriate.

D. Councilmembers interested in taking education and training classes
shall submit their requests to a vote of the Council.
E. Upon return from conferences, seminars and training classes, Council
members shall report to the Council verbally or in writing the results
of their travel.
Section 6. The Council will exercise prudent judgment in incurring expenses
on City business. Excessive or unnecessary expenses shall not be reimbursed.
