RESOLUTION NO. 1041
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, ESTABLISHING A SALARY CLASSIFICATION AND
COMPENSATION PLAN FOR UNREPRESENTED NON- EXECUTIVE CITY
POSITIONS, GRANTING A COST -OF- LIVING ADJUSTMENT FOR
UNREPRESENTED EMPLOYEES FOR 1987, ENUMERATING FRINGE
BENEFITS FOR ALL NON -UNION CITY POSITIONS, AND REPEALING
RESOLUTION NO. 804.
WHEREAS. the City Council has undertaken a classification
and compensation study to assure that Tukwila City salaries are
internally equitable and externally competitive, and
WHEREAS, the study has made recommendations to address the
issue of internal equity (comparable worth) and external
competitiveness (market rate), and
WHEREAS, the policy of the City Council as set forth in
Resolution No. 999 is to establish a competitive position and
ability to select and retain a competent, qualified and
productive work force, and
WHEREAS, the City Council has adopted study recommendations
for city executive staff and has authorized the negotiation of
certain study findings into the collective bargaining agreements
of the city, and
WHEREAS, the City Council desires to grant unrepresented
employees a cost -of- living adjustment for 1987, and
WHEREAS, the City Council desires to further clarify the
fringe benefits received by all unrepresented city employees,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, DO RESOLVE AS FOLLOWS:
Section 1. Cost -of- living Adjustment. All unrepresented
regular full -time and regular part -time employees shall be
granted a two percent (2%) cost -of- living adjustment, effective
January 1, 1987.
Section 2. Classification and Conmpensation Plan. The
position classifications and salary ranges for unrepresented
non executive city staff shall be as follows:

The Salary ranges for unrepresented non executive city staff
is hereby established as contained in Appendix "A and by this
reference thereto incorporated herein as if fully set forth.
Section 3. Conversion to new Plan. Existing non represented
staff shall enter their new salary range at their existing
salary, adjusted by said two (2) per cent cost -of- living
adjustment. On their next anniversary date, and thereafter
annually, employees shall be eligible for a merit adjustment, as
provided by Resolution No. 1015 until the top salary rate is
achieved. Employees shall be held harmless such that 1987
compensation shall not be less than 1986 compensation plus said
two (2) percent cost -of- living adjustment, as a result of
conversion to said new plan.
Section 4. Annual Progression. Progression within the
salary range shall be on an annual basis depending upon
satisfactory performance.
Section 5. Employee Benefits. The employee benefits for all
unrepresented city employees are hereby established as contained
in Appendix "B and by this reference thereto incorporated
herein as if fully set forth.
Section 6. Repeal of Resolution No. 804. Resolution No. 804
is hereby repealed.
Section 7. Effective Date. This resolution shall take
effect upon passage by the City Council.

UNREPRESENTED EMPLOYEE BENEFITS
Uniform Allowance
An annual uniform allowance of $350.00 shall be granted to the
following employees: deputy fire chief, assistant fire chief,
assistant police chief, fire chief, police chief.

APPENDIX "B"
UNREPRESENTED EMPLOYEE BENEFITS
Social Security (FICA)
Social Security benefits shall be provided as contained in
Section 2.52.010 of the Tukwila Municipal Code.
State -wide employee retirement system (PERS)
Retirement shall be provided as contained in Section 2.52.020 of
the Tukwila Municipal Code.
Holidays
Holidays shall be provided as contained in Section 2.52.030 of
the Tukwila Municipal Code.
Sick Leave
Sick leave shall be provided as contained in Section 2.52.040 of
the Tukwila Municipal Code.
Medical Insurance
The City shall pay 100% of the premium for the regular full -time
employee and all dependents under the Washington Physician's
Service Plan "A" or Group Health Cooperative as administered by
the AWC Employee Benefit Trust. Regular part -time employees shall
be entitled to benefits on a pro -rata basis.
Dental Insurance
The City shall provide 100% of the premium for the regular
full -time employee and all dependents under Plan "A" of Program
No. 177 of Washington Dental Service (WDS) made available through
the AWC Employee Benefit Trust. Regular part -time employees shall
be entitled to benefits on a pro -rata basis.
Life Insurance
For regular full -time employees, the City shall pay the premium
for Plan C (Multiple of annual earnings) or similar group life
and accidental death and dismemberment insurance policy. Said
plan shall be at 100% of annual earnings rounded up to the next
$1,000.
Vision /optical /Hearing Care
The City shall reimburse the regular full -time employee up to a
cumulative maximum of $150.00 per year for vision /optical /hearing
care for the employee or any dependents. Regular part -time
employees shall be entitled to benefits on a pro -rata basis.
Disability Insurance
The city administrator and department heads shall to be provided
with the current or similar long term disability insurance plan.
Vacation
Annual vacation leave shall accrue at the rate of six (6) full
days (six 8 hour periods) following the sixth (6th) month of
continuous employment and after regular status has been granted,
and an additional one (1) day's annual leave shall accrue for
each month of continuous employment thereafter. Annual leave
shall accrue at the employee's anniversary date at the rate of
fifteen (15) days after the third (3rd), fourth (4th) and fifth
(5th) years. After five (5) years, the employee shall be granted
one (1) day per year additional annual leave to a maximum of
twenty days per year.
