HomeMy WebLinkAboutRes 1093 - Recycling Policy in City FacilitiesCITY OF TUKWILA AL S TO F,RM PASSED: //-.2I-Fr RESOLUTION: /093 WASHINGTON RESOLUTION NO. 1093 A RESOLUTION OF THE CITY OF TUKWILA, WASHINGTON ESTABLISHING A POLICY TO ENCOURAGE RECYCLING IN CITY FACILITIES. WHEREAS, The volume of waste has increased in recent years while sites for depositing that waste have become more scarce, and WHEREAS, methods of dealing with the problem of waste disposal range from reducing the amount of waste generated to land filling or building incinerators to burn the waste, and WHEREAS, reducing the waste stream by encouraging recycling and the conscious use of recyclable materials marks a commitment by Tukwila to actively pursue a positive solution to the waste disposal problem in the region, and WHEREAS, King County awarded the City of Tukwila a $20,000 grant for waste reduction /recycling, and WHEREAS, the City Council previously on September 19, 1988 by motion, authorized and directed the Mayor to enter into an agreement with King County, and WHEREAS, the City Council now wishes to formalize the action previously taken. NOW, THEREFORE, the City Council of Tukwila, Washington do resolve to formalize in Resolution form the action taken by motion on Sept. 19, 1988 and hereby ratify the action taken by the Mayor in executing with King County a Waste Reduction/ Recycling Matching Grant Program Agreement contained in Exhibit A. Harri Council President EXHIBIT A SCOPE OF WORK CITY OF TUKWILA The City of Tukwila will hire a Solid Waste Management /Recycling Consultant, and will contract for one Recycling Coordinator (.5 FTE) on the City's staff to 1) develop basic data on Tukwila's solid waste management situation, and 2) develop waste reduction /recycling programs for Tukwila City government and Tukwila's multi- family dwellings. Activities for each task are as follows: Data Collection 1. Determine solid waste Tanagement characteristics, including demographics housing types, etc. 2. Determine solid was 3ilection characteristics, i.e., haulers, routes, per day collected. provided. 3. Document collections •osts and rates. 4. Catalogue current r activities and opportunities. In -House Waste Reduction /Recycling 1. Develop and adopt policy to guide in -house program (i.e., thoughtful waste reduction practices including procurement, double -sided copying, re -use of waste paper, composting, shop practices, etc.) 2. Identify sources and types of waste materials being generated. 3. Design site specific source separation systems to collect recyclable and compostable materials (i.e., City Hall, Public Works Shops, Parks, Fire Department). 4. Develop program, including who will coordinate and administer (allocate specific staff, assign employee task force, other). Determine what materials will be included (i.e., paper, compost, litter, etc.) 5. Determine who will sort, consolidate, transport and process materials (i.e., employees, maintenance staff, contractors). 6. Secure and place recycling receptacles. 7. Educate employees and train maintenance staff about waste reduction and recycling. 8. Monitor performance and evaluate program. 9. Prepare report for Tukwila Mayor, City Council, other interested jurisdictions. Multi Familv Recvclinq Program 1. Gather data on solid waste, composition, markets, costs. 2. Investigate methods to collect recyclables in multi family dwellings. 3. Determine specific space, material needs. 4. Determine means by which materials will be collected, stored, and transported from residences to markets. 5. Contract with collector. 6. Conduct education program for residents. 7. Monitor and evaluate participation rate, revenues, costs and recovery rate. 8. Prepare report for Tukwila Mayor, City Council, other interested jurisdictions.
