RESOLUTION NO. 1105
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, ACCEPTING THE REPORT OF
THE TUKWILA 2000 COMMITTEE AND DESCRIBING A
PROCESS FOR FURTHER PLANNING FOR TUKWILA 2000.
WHEREAS, the Tukwila City Council adopted Resolution No. 970, establishing
a Community Advisory Task Force, commonly known as the Tukwila 2000 Com-
mittee, to formulate recommendations on the future development of the City, and
WHEREAS, the Tukwila 2000 Committee has prepared a first report for
Council consideration, and
WHEREAS, said report recommends a number of implicit policies and goals of
the various subcommittees of the Tukwila 2000 Task Force, and
WHEREAS, the City Council commends the Committee's consideration, work
and time devoted to the study, and
WHEREAS, the Council will consider the recommendations within the Study
in their adoption of their 1990 budget priorities,
NOW, THEREFORE, be it resolved by the City Council of the City of Tukwila,
Washington, that:
SECTION I COMMITTEE REPORTS AND STUDIES ACCEPTED. The City Council
hereby accepts the report of the Tukwila 2000 Committee, as contained in Appendix
"A as the Committee's recommendations for the year 2000 in Tukwila.
SECTION II TUKWILA 2000 STRATEGIC PLAN AND IMPLEMENTATION
STRATEGIES. The City Council and Mayor will work to re- establish a new Tukwila
2000 Committee, including budget funds to work on expanding the report to include
reports on the residential areas and annexation areas in Tukwila, and on imple-
mentation strategies for the entire Tukwila 2000 report.

INGTON, at a regular meeting thereof this 15TH DAY OF mAY 1989.

The Tukwila 2000 Committee came together in August, 1985, as a
result of the perceived need to take stock in Tukwila and to make
recommendations on its path for the future. Resolution 910
(Attachment A) spelled out the Committee's basis, its composition
and assignments.
The Committee's initial responsibility focused geographically on
the Central Business District's development opportunities and
constraints, The Committee was also to develop a vision of what
the City can and should be in the year 2000, and to provide a
forum for discussion of overall urban development goals,
opportunities and roles for the public and private sectors.
One of its first tasks was contracting a marketing /feasibility
study by Bill Mundy and Associates. The study's primary
observations provided the Committee a starting point for
discussing and developing goals and objectives for Tukwila.
The Committee developed a vision statement which summarized its
hopes for Tukwila in the year 2000. (Attachment B) Using the
vision statement as a point of departure, the Tukwila 2000
Committee formed into three working sub committees. Each sub-
committee (Image of Tukwila; Business and Government; and Public
Improvements) worked to develop priorities for Tukwila based
within its topic area. The sub committees met regularly in the
Spring and early Summer of 1987.
The entire•Tukwila 2000 Committee reconvened in September, 1987
to review the sub committees' work and to reach consensus among
the entire group. The. attached priorities statements reflect the
entire Tukwila 2000 Committee's discussion, input and agreement.
These are forwarded to City Council for approval. (Attachment C)
A brief explanation of the Committee's comments on each priority
is also included (Attachment 0).
Developing strategies to implement these goals will become the
Tukwila 2000 Committee's focus in the coming months. It is our
intent to report back to you in early 1988.

VISION STATEMENT
By the year 2000, the City of Tukwila will strive to be
an even more vital and diverse regional center of
business and commerce, a quality place to shop, live,
work and play, with a responsive city government, which
will provide a high quality of public services.
I IMAGE ANO PROMOTION OF TUKWILA
Goals
1. The Committee felt this to be the Number One priority for City action
to promote this image and overall benefit of the citizenry and work
force.
2. Marketing the City's positive strengths, e.g., location,
is an important contribution to the City's image.
3. Some members wanted more parks, open space while others
were fine now.
4. It is the City's job to promote Tukwila. The Chamber of Commerce will
provide its assistance in this task.
5. The Committee wanted excellence in the gateways, perhaps concentrating
on only one, high traffic volume point if budget constraints demanded.
Ideally, all major gateways would receive consistent, attractive
treatment.
6. Differential freight rates may have played a role in Tukwila losing /not
regaining a dedicated zip code. This should be investigated and action
taken.
7. A new symbol should reflect Tukwila's dynamic, progressive image.
II ENCOURAGING ECONOMIC VITALITY
Goals
1. A positive marketing package is necessary to effectively market the
advantages for businesses to locate in Tukwila. That package includes
our positive growth environment and location unique in this region.
2. Land uses and development are changing to more office and service
business following the increased retailing in Tukwila. This trend
should be accommodated in City and community actions.
3. Maybe more assistance to starting business can be facilitated by the
City.
III COMMUNICATION BETWEEN THE BUSINESS, GOVERNMENT,
AND RESIDENTIAL COMMUNITY
Goals
1. The Committee recognized the need for improved communication tettween
the residential and commercial sectors.
2. Committee members wanted to stress the importance to the community of
good schools and to Show their strong support.
3. Time constraints prevent exhaustive study of the vision for Tukwila.
This report gives the first goals and objectives to start more researcn
therein. That will lead to more study and preparation of
recommendations.
Objectives
A. The broadly based and balanced membership on the Task Force recognized
that their perceptions need to be reviewed by the citizenry.
8. The Committee felt Tukwila needs its own newspaper or newsletter.
C. The Committee wished to underscore its commitment to high- quality,
community wools.
