HomeMy WebLinkAboutRes 1163 - Human Services Policy ILA 1906 CITY OF TUKWILA WASHINGTON RESOLUTION NO. 1163 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ADOPTING A HUMAN SERVICES POLICY. WHEREAS, the number of poor and disadvantaged people in society is growing, and WHEREAS, support for human services from traditional sources such as the federal government has been shrinking in recent years, and WHEREAS, the City of Tukwila wishes to meet the basic needs of Tukwila citizens, and WHEREAS, an approach is needed both to meet emergency service needs and to have a long term program to prevent future human service needs, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO HEREBY RESOLVE AS FOLLOWS: Section 1. The mission of Tukwila human services is to provide the help and assistance necessary for Tukwila residents to gain a level of self sufficiency and eventually become contributors sharing some of what they have been given. Section 2. The following policy statements shall guide the provision of human services in Tukwila: a) Citizen involvement is critical to an effective human service policy /plan. b) Education and prevention are important components of a human service policy /plan. c) A fixed percentage of the Annual General Fund should be designated for the provision of local human services to stabilize program funding. d) Periodic needs assessments and program evaluation will determine the direction of the human service policy /plan. e) Access to services including information and referral is central to the City's role as a facilitator and advocate for all citizens. f) Direct human services will be provided through a combination of city staff and contracts for service. g) The human service policy /plan will be integrated into all city policy development and provision of services. h) Tukwila will work with other local governments and service agencies to enhance regional responses to human service needs. i) Partnerships in the funding and provision of services are encouraged. j) For more than one time emergency assistance, Tukwila residency is required.
