RESOLUTION NO. 1178 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON ESTABLISHING A FEE SCHEDULE FOR
PLAN REVIEWS AND LAND ALTERING PERMITS ISSUED IN
ACCORDANCE WITH ORDINANCE NO. 1591 AND PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, Section 2.10 of Ordinance No. 1591 provides that the City Council shall establish
fees for Land Altering Permits, and
WHEREAS, the fees for such permits are to cover the City of Tukwila's costs for processing
such permits and administering Ordinance No. 1591, and
WHEREAS, Ordinance No. 1591 was adopted by City Council on March 4, 1991 and will
become effective on March 25, 1991, and
WHEREAS, it is not yet known what level of effort will be required by City of Tukwila Staff to
process Land Altering Permits and administer the provisions of Ordinance No. 1591, and
WHEREAS, prior to the effective date of Ordinance No. 1591, the City of Tukwila has utilized
the provisions of Appendix 70 of the Uniform Building Code to provide regulatory control of grading and
filling activities in the City of Tukwila, and
WHEREAS, the purpose of Appendix 70 of the Uniform Building Code is sufficiently similar to
that of Ordinance No. 1591, and
WHEREAS, Appendix 70 of the Uniform Building Code contains a schedule of fees which can
be appropriately utilized in the administration of Ordinance No. 1591.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. When a plan or other data are required to be submitted to obtain a Land Altering
Permit, as required by Ordinance No. 1591, a plan review fee shall be paid at the time of submitting plans
and specifications for review. Said plan review fee shall be as set forth in Section 4 of this Resolution.
Section 2. A fee for each Land Altering Permit issued in accordance with Ordinance No. 1591
shall be paid to the City of Tukwila as set forth in Section 5 of this Resolution.
Section 3. For Land Altering Permits involving both excavation and fill, the fees for plan
reviews and permits shall be based on the volume of excavation or fill, whichever is greater.
Section 4. The fees for review of plans associated with the issuance of a Land Altering Permit
shall be as follows:
a) 50 cubic yards or less No fee
b) 51 to 100 cubic yards $15.00
C) 101 to 1,000 cubic yards $22.50
d) 1,001 to 10,000 cubic yards $30.00
e) 10,001 to 100,000 cubic yards $30.00 for the first 10,000 cubic yards, plus $15.00 for
each additional 10,000 cubic yards or fraction thereof.
f) 100,001 to 200,000 cubic yards $165.00 for the first 100,000 cubic yards, plus $9.00
for each additional 10,000 cubic yards or fraction thereof.
g) 200,001 cubic yards or more $225.00 for the first 200,000 cubic yards, plus $4.50 for
each additional 10,000 cubic yards or fraction thereof.
Section 5. The standard fees for Land Altering permits issued in accordance with Ordinance No.
1591 shall be as follows:
a) 50 cubic yards or less $15.00
b) 51 to 100 cubic yards $22.50
C) 101 to 1,000 cubic yards $22.50 for the first 100 cubic yards plus $10.50 for each
additional 100 cubic yards or fraction thereof.
d) 1,001 to 10,000 cubic yards $117.00 for the first 1,000 cubic yards, plus $9.00 for each
additional 1,000 cubic yards or fraction thereof.
e) 10,001 to 100,000 cubic yards $198.00 for the first 10,000 cubic yards, plus $40.50 for
each additional 10,000 cubic yards or fraction thereof.
f) 100,001 cubic yards or more $562.50 for the first 100,000 cubic yards, plus $22.50 for
each additional 10,000 cubic yards or fraction thereof.
Section 6. The fee for a Land Altering Permit authorizing work in addition to that which is being
undertaken pursuant to a valid permit shall be the difference between the fee paid for the original permit
and the fee indicated for the entire project.
Section 7. Holders of Land Altering Permits requesting inspections by City of Tukwila personnel
outside of the normal business hours of the City shall reimburse the City for the total hourly costs for such
inspections, to include: administrative overhead, supervision, equipment, and hourly wages with fringe
benefits for all employees involved.
Section 8. This Resolution shall be in full force and effect on March 25, 1991.
PASSED BY THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, at a
