CALL TO ORDER: The meeting was called to order at 5:18 p.m.
I. PRESENTATIONS

II. BUSINESS AGENDA
A. Grant Applications: WSDOT Pedestrian Bicycle Program
Staff is seeking Council approval to submit t\vo grant applications to the Washington State Department of
Transportation (WSDOT) Pedestrian and Bicycle Program. Applications are due by June 30, 2012. No City
matching funds are required.
If approved by Committee, staff vvill submit the following two projects for grant fimding:
Purchase of right- of -ivay acquisition for the Tukwila Urban Center Access Pedestrian/Bicycle
Bridge, funding request in the amount of $870,0u0u0.
Costs of the Boeing Access Road Corridor Study associated with the Tukwila Manufacturing
Industrial Center (MIC) "Street Smart" Non Motorized Project in the amount of $200,000.
Staff commented that this funding has been available previously but has been modified since previous grant
cycles. It is unknown hove projects will be reviewed for fimding awards. COMMITTEE APPROVAL.
SUBMIT GRANT APPLICATIONS.
B. Resolution: Six -Year Transportation Improvement Program 2()13 -2018
Staff is seeking Council adoption, via resolution, of the 2013 -2018 Six -Year Transportation Improvement
Program (TIP). The TIP is a list of regionally significant transportation projects that have grant funding
potential. This list does not commit the City to implement or construct any project. Generally, significantly_
large projects that are not listed in the TIP, are not eligible for grant funding.
An annual update to the TIP is required by the Revised Code of Washington (RCW). This annual rolling
program is generally modified to reflect the City's CIP, as the two are updated at different times of the year.
Differences between the two plans are often based on and reflective of the time between the adoptions of
each document as well as changes in priority- and fimding atirailability.
There are three project additions to this year's plan:
Cascade View Safe Routes to School
Thomdyke Safe Routes to School
Tukwila MIC "Street Smart" Non Motorized Project
Projects listed in the TIP are not listed in priority order as in years past; they are simple listed in
alphabetical order. Committee Chair Ekberg requested that staff summarize the project list on one page and

emphasize that the projects are listed in alphabetical order. This should make viewing easier for fill
Council.
Sharon Mann inquired as to vvhy mid -block crosswalks are not listed in the TIP. Staff explained that they
are -,vorking on mid -block cross walks for TUkNylla Village and -,ranted to ensure potential solutions are the
right solution prior to implementing city- -wide. Additionally, relatively small projects such crosswalks do
not necessarily need to be reflected in the TIP. Ms. Mann also asked about improvements to the 42
Avenue South hill area, staff replied that this project is included in the City's Capital Improvement Plan
(Project 40 -42 Avenue South) and is currently in the design phase.
Committee Member Hougardv asked clarifv*n(y questions regarding project locations. The Committee
inquired about the TUklylla International Boulevard speed study, N-,-hich staff responded is anticipated to be
complete by August. The speed study will be presented to Committee and fill Council as appropriate. Staff
Will conduct public outreach on the study as necessary. Currently, a public hearing for the TIP is scheduled
for June 18, 2012. UNANIMOUS APPROVAL. FORWARD TO JUNE II COW FOR DISCUSSION.
C. Develollment Agreement Procedures
Staff is seeking approval of a draft ordinance relating to procedures for development agreements. This draft
ordinance has been reviewed by_ the Planning Commission and the Commission recommends Council adopt
the ordinance.
The draft ordinance incorporates language into the Tukwila Municipal Code (TMC) to provide greater
transparency and set expectations for such agreements. Essentially, it codifies current processes and past
practice and addresses broad sections of TMC Chapter 18 relating to the zoning code.
In response to a Committee question, staff stated that rezones cannot be included /addressed through
development agreements; however, boundary modifications /changes are allovved. UNANIMOUS
APPROVAL. FORWARD TO JUNE II COW FOR DISCUSSION.
