HomeMy WebLinkAbout2002-03-25 Committee of the Whole MinutesTUKWILA CITY COUNCIL March 25, 2002 7:00 p.m. Tukwila City Hall Council Chambers COMMITTEE OF WHOLE MEETING CALL TO ORDER/PLEDGE OF ALLEGIANCE: Calling the meeting to order at 7:00 p.m., Council President Richard Simpson led the flag salute. COUNCIL ATTENDANCE: Present were Council President Richard Simpson; and Councilmembers Joe Duffie, Joan Hernandez, Pam Carter, Jim Haggerton, Pamela Linder, and David Fenton. OFFICIALS: Steven M. Mullet; Mayor; John McFarland, City Administrator; Lucy Lauterbach, Legislative Analyst; and Bob Baker Deputy City Clerk. CITIZEN COMMENT /CORRESPONDENCE: None. SPECIAL ISSUES: FINANCIAL PLANNING MODEL UPDATE Due to the illness of Alan Doerschel, Finance Director, John McFarland reviewed the information presented to Council within the packet for this meeting. Mr. McFarland advised another, more in -depth report would be presented upon Mr. Doerschel's return to work. Informing the Council of the goal to effectively manage through 2002, staff will review programs and services, for future, potential reductions. Additionally, department directors are limiting discretionary spending in all areas possible, within their individual budgets. A revised Financial Planning Model for 2002 -2007 has increased the deficit to $7 million by the year 2007. This is a larger deficit than originally anticipated. For this reason, Mr. McFarland noted prudence is necessary to plan for a contingency, for a difficult time ahead. Long -term impacts may not be realized until late 2002 or early 2003. Especially with respect to Boeing layoffs. Said layoffs are anticipated to continue through the summer of 2002. Mayor Mullet informed Council that possible solutions to this situation (presented in the packet) are ideas only. They include reductions in 0 M; adding utility tax or partial tax; suspending capital projects (non- critical or grant funded); reducing new programs that are not revenue neutral. Staff must develop these and /or other ideas to lend stability to City fund balances. Finally, Councilmembers were invited to share ideas, comments, or concerns with the Mayor and /or Mayor's staff. REPORTS: a. Mayor Mayor Mullet reported his appointment to the Governor's Building Code Council. He also reported Suburban Cities continues to refine their procedures. He met today with the two policy co- chairs and two management co- chairs to develop a good "flow of information." The Mayor reported a meeting with King County Executive Ron Sims today on Sound Transit issues. Finally, he noted plans are nearly ready for preview by Council related to the Foster Golf Course Clubhouse. City of Tukwila City Council Committee of Whole Minutes b. Council Page 2 of 3 March 25, 2002 Councilmember Duffie lauded the performance of the Tukwila Police Department on March 23, as they handled a standoff in the Councilmember's neighborhood. Additionally, he announced being pleased with Tukwila Police officers who participate in the Tukwila Schools Lunch with Police program. Lt. Darrell Baskin visited the school last week, had lunch with the children, and answered many questions. Councilmember Hernandez reported attended the Finance and Safety Committee meeting on March 18. Ms. Hernandez also reported attendance to the March 7 D.A.R.E. graduation; Open House at the new Tourism and Marketing office; and the Equity and Diversity Commission meeting later that same evening. On March 8, Councilmember Hernandez attended the Southwest King County Chamber of Commerce luncheon; as and the March 14 Joint Cities meeting on Tourism and Marketing. Finally, Ms. Hernandez reported attendance to the Joint Tourism and Marketing meeting between the Cities of Tukwila and SeaTac. Council President Simpson, due to illness, was unable to attend any meetings recently; and thus, had nothing to report. Councilmember Carter reported recent attendance to a Transportation Policy Board meeting; a meeting of some of the Suburban Cities regarding the METRO 6 -Year Plan; Tukwila Children's Foundation Annual meeting; SCATBd meeting; and Regional Transit meeting. On March 21, Ms. Carter attended the Puget Sound Regional Council meeting. Ms. Carter invited all Councilmembers to a March 28 meeting for small, personalized learning communities, on the proposed, academic changes to the 2003 -2004 academic year at Foster High School. Councilmember Haggerton reported attended the March 20 Airport Communities Coalition meeting, wherein he was elected Treasurer once more. A 3:00 p.m. exit interview with the State Auditor's Office was held today, wherein a an excellent, draft (final) report was presented. Councilmember Linder reported attended the March 20 Cascade View Park meeting; and the March 23 Backyard Wildlife Habitat meeting. Ms. Linder also attended this evening's Transportation Committee meeting. Finally, the Councilmember announced a May 11 Backyard Wildlife Habitat Fair. More information will follow. Councilmember Fenton reported attendance to one connectivity meeting thus far; and will attend a second meeting on March 26, 2002, at 3:00 p.m. Mr. Fenton also attended the March 14 Joint Cities meeting on Tourism and Marketing. c. City Staff John McFarland announced a $15,000.00 donation from Lowe's for the development of Cascade View Park. The donation is in the form of labor, material and money. Mr. McFarland noted the Museum of Flight has submitted a building permit application for Phase Al, for a proposed 79,000 sq. ft. addition, at the Northwest corner to the existing building. Next, Mr. McFarland reported a request for grant has been made related to connectivity issues. Then, Mr. McFarland reported an April 17, 9:00 a.m., haz -mat exercise, involving 7 -area fire departments at Foster High School. He invited Councilmembers to serve as mock victims during the exercise. Finally, the City Administrator reported an April 8, executive session, at 6:30 p.m. MISCELLANEOUS: Ms. Carter invited interested persons to the Foster High School Board meeting on March 26. She also invited all to hear Jim Morrow speak at the Foster Community Club meeting on March 27. Mr. Fenton reminded all of the Duwamish Improvement Club meeting on March 28, at 7:00 p.m. City of Tukwila City Council Committee of Whole Minutes RECESS TO SPECIAL MEETING: 8:10 p.m. Clerical Note: The City Council Special meeting minutes were prepared separately from this set of minutes.
