MINUTES
REGULAR MEETING
EXECUTIVE SESSION
Start: 6:15 p.m.
Mayor Haggerton announced the purpose of the Executive Session is to discuss a Potential Land Sale
Pursuant to RCW 42.30.110(1)(c) and Potential Property Acquisition Pursuant to RCW 42.30.110(1)(b).
It will last no more than 45 minutes, and no decisions will be made during the Executive Session.
Attendees: Jim Haggerton, Mayor; David Cline, City Administrator; Rachel Turpin, Assistant City Attorney;
Derek Speck, Economic Development Administrator; Peggy McCarthy, Finance Director; Kimberly Matej,
Council Analyst; Tukwila City Councilmembers Joe Duffie, Verna Seal, Allan Ekberg, Kathy Hougardy,
De'Sean Quinn, Kate Kruller.
Councilmember Robertson was not present.

Rick Still, Parks and Recreation Director; Mike Cusick, Senior Engineer; and Adam
Draper with Forterra entered the Council Chambers.

CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:03 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie,
Verna Seal, Allan Ekberg, Kathy Hougardy, De'Sean Quinn and Kate Kruller.

SPECIAL PRESENTATIONS
Promotion of Rick Mitchell, Police Commander. Mike Villa, Police Chief
Chief Villa introduced Rick Mitchell to the City Council. Commander Mitchell has a Bachelor of Arts
degree in Criminal Science and previously worked in a military police department. He has worked for
Tukwila for the last 18 years and is fully committed to the Police Department and dedicated to bringing
out the best in the people he leads.
Mayor Haggerton administered the Oath of Office to Commander Mitchell.
Commander Mitchell expressed that he is humbled and honored by this promotion and is proud to work
alongside the great members of the Tukwila Police Department.
The Councilmembers congratulated Commander Mitchell on his promotion.
CITIZEN COMMENTS
There were no citizen comments.
Mayor Haggerton announced that the duration of this Regular Meeting is anticipated to be no
more than 1 hour, to ensure the Tukwila Metropolitan Park District meeting can begin at 8:00 p.m.
CONSENT AGENDA
a. Approval of Minutes: 6/4/12 (Regular Mtg.)
b. Approval of Vouchers #360708- 360756, 360758- 360807 and #120500, 120601, 120602 in the amount
of $1,861,152.85
c. Authorize the Mayor to enter into an Interlocal Agreement with the City of Seattle for Hearing Examiner
services. [Reviewed and forwarded to Consent by Community Affairs Parks Committee on 6111112.]
d. Authorize the Mayor to sign an amendment to the Conservation Futures Interlocal Agreement
#92 -113) with King County for open space acquisitions and accept $250,000 toward acquisition of
property for the Duwamish Hill Preserve. [Reviewed and forwarded to Consent by Community Affairs
Parks Committee on 6111112.]
MOVED BY DUFFIE, SECONDED BY SEAL THAT THE CONSENT AGENDA BE APPROVED AS
SUBMITTED. MOTION CARRIED 6 -0.
PUBLIC HEARING
A resolution adopting a six -year Transportation Improvement Program for 2013 -2018.
7:15 p.m. Mayor Haggerton opened the public hearing and called for a staff report.
Bob Giberson, Public Works Director, provided an overview of this issue. The Transportation
Improvement Program (TIP) is a financial planning document for projects competing for grants. Any
project submitted for federal grant funding must be included in the local, regional, and state adopted TIPs.
Tukwila's TIP and Capital Improvement Program (CIP) list many of the same projects. The TIP lists only
those transportation related projects planned within the next six years and that are regionally significant.
The TIP is required to be adopted by June 30 each year, and the items on the list are shown in
alphabetical order.
Mayor Haggerton called for public comments.
There were no public comments.

TITLE ONLY. MOTION CARRIED 6 -0.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
ADOPTING A SIX -YEAR TRANSPORTATION IMPROVEMENT PROGRAM (2013- 2018), AND
DIRECTING THE SAME TO BE FILED WITH THE STATE SECRETARY OF
TRANSPORTATION AND THE TRANSPORTATION IMPROVEMENT BOARD.
MOVED BY EKBERG, SECONDED BY HOUGARDY THAT THE PROPOSED RESOLUTION BE
ADOPTED AS READ. MOTION CARRIED 6 -0, TO ADOPT RESOLUTION NUMBER 1770.
b. Authorize the Mayor to sign Supplement No. 2 to Contract #10 -055 with Carollo Engineers for
the Water and Sewer Comprehensive Plans in the amount of $21,721.50 (unbudgeted).
MOVED BY QUINN, SECONDED BY DUFFIE TO SIGN SUPPLEMENT NO. 2 TO CONTRACT #10 -055
WITH CAROLLO ENGINEERS FOR THE WATER AND SEWER COMPREHENSIVE PLANS IN THE
AMOUNT OF $21,721.50. MOTION CARRIED 6 -0.
c. An ordinance establishing new regulations relating to Development Agreements.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
ESTABLISHING NEW REGULATIONS TO BE CODIFIED AT TUKWILA MUNICIPAL CODE
CHAPTER 18.86 RELATING TO DEVELOPMENT AGREEMENTS; PROVIDING FOR
SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.
MOVED BY DUFFIE, SECONDED BY SEAL THAT THE PROPOSED ORDINANCE BE ADOPTED AS
READ. MOTION CARRIED 6 -0, TO ADOPT ORDINANCE NUMBER 2378.
d. Authorize the Mayor to enter into an Interlocal Agreement with the Kent Fire Department
Regional Fire Authority relating to a training consortium.
MOVED BY QUINN, SECONDED BY DUFFIE TO AUTHORIZE THE MAYOR TO ENTER INTO AN
INTERLOCAL AGREEMENT WITH THE KENT FIRE DEPARTMENT REGIONAL FIRE AUTHORITY
RELATING TO A TRAINING CONSORTIUM. MOTION CARRIED 6 -0.
e. Authorize the Mayor to enter into a three -year Interlocal Agreement with King County for animal
control services in an amount not to exceed $225,000.

THREE -YEAR INTERLOCAL AGREEMENT WITH KING COUNTY FOR ANIMAL CONTROL

NEW BUSINESS
Assignment of a purchase and sale agreement (per agenda amendment on page 1).
MOVED BY SEAL, SECONDED BY QUINN TO AUTHORIZE THE MAYOR TO SIGN THE
ASSIGNMENT OF A PURCHASE AND SALE AGREEMENT FOR APPROXIMATELY 1.9 ACRES OF
PROPERTY LOCATED ALONG SOUTH 115 STREET, KNOWN AS THE DUWAMISH HILL
PRESERVE, IN THE AMOUNT OF $1,045,000. MOTION CARRIED 6 -0.
REPORTS
a. Mayor
Mayor Haggerton reported that he will be attending the Association of Washington Cities (AWC)
Conference the rest of this week. He has been invited by Comcast to do a Newsmaker's Interview
regarding road projects in the City of Tukwila. He offered a reminder about the Open House event
regarding the North Highline annexation to be held at the Aerospace Machinists Hall (9125 15 PI. So.,
Seattle) on Wednesday, June 20, 2012 from 3:00 p.m. to 5:00 p.m. There will also be a public hearing
before the City Council on June 25, 2012 on this issue.
b. City Council
Councilmember Duffie referenced the excellent turnout at the soccer events this past weekend and the
outstanding job done on traffic control. He relayed that citizens have asked that the fence be moved back
to allow parallel parking on the road between the 2 parks in the area of South 139 Street. This would
allow more cars to park in this area during the events.
David Cline, City Administrator, took note of this request
Council President Seal attended the Tukwila Pool Advisory Committee (TPAC) meeting on
June 13, 2012.
Councilmember Ekberg also attended the Tukwila Pool Advisory Committee (TPAC) meeting on
June 13, 2012.
Councilmember Hougardy attended the Association of Washington Cities meeting on June 7, 2012.
Councilmember Quinn referenced a recent newspaper article regarding the unfortunate consequences of
governmental agencies utilizing pension funds to balance their budgets. He commended Tukwila and the
Mayor for the prudence shown in this area of City business.
Councilmember Krulier attended the Foster High School graduation on June 15, 2012 and the Sustain the
Pool meeting on June 16, 2012. She will also be attending the AWC Conference this week.
c. Staff
David Cline, City Administrator, referenced the City Administrator Report in the Council packet and
offered to answer any questions.
Council President Seal referenced a portion of the report regarding Riverton Development, LLC, and the
project they had planned in Tukwila. Mr. Cline relayed they are proceeding to build a project that meets
the current code, and it will not require Council action.
Mr. Cline reported that he is a member of the LEOFF2 Retirement Board, and Washington State is unique
in that it has a fully funded pension system. There are only 3 states that fall into that category, and he
commended policy makers for their decision making in this arena. Mr. Cline will also be attending the
AWC Conference this week.

There was no report.
e. Intergovernmental
The Council Analyst is not required to attend Regular Meetings.
MISCELLANEOUS
Councilmember Duffie relayed that he has been contacted by citizens regarding homes being "egged" in
the Cascade View area.
