CALL TO ORDER: Committee Chair Hougardy called the meeting to order at 5:00 p.m.
I. PRESENTATIONS

II. BUSINESS AGENDA
A. Bid Award: Tukwila Community Center Sbrav Park Sewer Connection
Staff is seeking Council approval to award a bid to Goodfellow Bros., Inc., for the installation of a sewer
connection at the TUklylla Community Center Spray Park in the amount of $64,495.50.
When first opened in 2008, a tempomiv inside drop connection was installed to the King County server
manhole from the Spray Park, due to costs. As required by the County, the City is now installing an outside
drop connection to the sewer manhole. When compared to an inside connection, that outside connection is
not in the manhole and will not interfere with maintenance. This project was bid under budget and will be
funded through the 301 Parks Fund.
The Committee inquired about the possibility- of recycling the water used at the Spray- Park. Public Works
staff stated that they will pass on that inquHN to Parks and Recreation staff. UNANIMOUS APPROVAL.
FORWARD TO JULY 16 CONSENT AGENDA.
B. Low Densitv Residential Zone Height Standard /Single Fanuly Design Standards
This item was last discussed at the Community Affairs and Parks Committee in April. The Committee sent
it foitiyard to the COW later that month kvithout a recommendation. At that time, the COW returned it back
to Committee for further discussion and recommendation. No changes have been made to the information
since it was last considered at COW and Committee.
In summaiv, the TMC calls for building heights to be regulated by the Washington State Building Code.
The Planning Commission recommends continuing to calculate the building height per the Washington
State Building Code, except if property is zoned residential and the slope of the property is 15% or larger. If
the slope is 15% or larger, the building height would be calculated in one of two ways: either establish the
plane from the lowest finished or existing grade adjoining the building at anv exterior wall; or establish
grade planes at intervals of at least 15 feet for different sections of the structure. A diagram displaying a
comparison of building height standards with surrounding cities, Tukwila's current calculation and the
proposed calculation were included in the agenda packet.
Sandra Knuize spoke in favor of the proposed changes and described the negative impacts that infill has had
on her existing structure and privacy She spoke to the importance of neighborhood compatibility
Sharon Mann spoke against the proposed changes, stating that they are restrictive and anti development.
She noted the natural challenges involving the communitv's topography and commented that if the
community was flat, this was not be an issue.

Gain Singh concurred Nvith Ms. Mann's continents and suggested the Citv allow for larger footprints as an
incentive to compensate for height restrictions.
After a length- discussion, the Committee did not feel that they could make a recommendation at this time
to in favor of changing the City's current height standards. However, they did state that they -,would like to
staff to explore incentives that Nvould deter three stoic homes. Staff Nvill return to Committee later in the
year to discuss the results of such research. RETURN TO COMMITTEE LATE 2012.
C. Renewal of Moratorium: Medical Cannabis Collective Gardens Disaensaries
Staff is requesting Council approval to renew a moratorium on medical cannabis collective gardens and
dispensaries.
The Citv Council originally- passed a one -year moratorium on August 15, 2011, which is set to expire on
August 1=4, 2012. Due to relevant medical cannabis initiatives that are expected to be on the November 2012
general election ballot, and resulting action in the 2(_)13 State Legislature, staff is seeking renewal of the
moratorium for an additional year. It is hopeful that after that time, the State Nvill have provided enough
clarity regarding laws governing medical cannabis collective garden and dispensaries for the City to apply
appropriate land use regulations. A public hearing Nvill be set for July 23, 2(_)12. UNANIMOUS
APPROVAL. FORWARD TO JULY 23 COW FOR DISCUSSION AND PUBLIC HEARING.
