MINUTES REGULAR MEETING CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:03 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie, Dennis Robertson, Verna Seal, Allan Ekberg, Kathy Hougardy, De'Sean Quinn and Kate Kruller. CITY OFFICIALS Jim Haggerton, Mayor; David Cline, City Administrator; Shelley Kerslake, City Attorney; Peggy McCarthy, Finance Director; Bob Giberson, Public Works Director; Rick Still, Parks and Recreation Director; Bruce Linton, Assistant Police Chief; Chris Partman, Community Policing Coordinator; Mary Miotke, IT Director; Joyce Trantina, Project Analyst; Christy O'Flaherty, City Clerk. SPECIAL PRESENTATIONS Community Oriented Policing Citizens Advisory Board COPCAB) 2011 year -end report and awards. Chris Partman, Community Policing Coordinator. Chris Partman introduced Jun Castillo, COPCAB member, who gave a summary regarding the Community Oriented Policing Citizens Advisory Board. The COPCAB is a group of dedicated residents, business partners, school representatives and students who believe that all citizens share in the responsibility of a community's quality of life. It is their mission to foster collaborative opportunities between the Tukwila Police Department and the citizens of Tukwila to identify and resolve problems and empower people and neighborhoods to help themselves. The COPCAB has been in existence since 1994, and their meetings occur monthly on Wednesdays. Each year the COPCAB nominates outstanding individuals representing the community and the Tukwila Police Department for their extraordinary performance in the spirit of community oriented policing. The 2011 COPCAB Tukwila Police Department Award recipient is Officer Gary Leavitt. He has been an officer with Tukwila for the last 19 years. While he has worked in non patrol assignments, such as training, he has always returned to patrol. Comments about Officer Leavitt made by officers and sergeants include: "You can count on him every time." "His reports are always accurate and detailed," and "Officer Leavitt is great with the public." Members of the public state: "Officer Leavitt was SO nice!" and "He really cared about helping me." The 2011 COPCAB Citizen Award recipient is Joanne McManus. Ms. McManus is a long -time volunteer for the Tukwila Police Department. She has been a member of the block watch group in her neighborhood for over 20 years, and her house was one of the first McGruff Safe Houses in the area. Additionally, she volunteered as staff at the Neighborhood Resource Center (NRC) on Tukwila International Boulevard. Many lost travelers left the NRC with one of her highlighted maps with directions to various destinations. When the.NRC closed, she relocated her volunteer work to the Crime Prevention Office. The COPCAB presented a second Tukwila Police Department Award to Chris Partman, Community Policing Coordinator. Her knowledge, training and can -do attitude toward fighting crime is invaluable to the Tukwila community. Ms. Partman coordinates COPCAB, block watches, the Crime Free Multi Family Housing Program, and the Apartment Managers' Network. She has been characterized as informative, Tukwila City Council Regular Meeting Minutes July 2, 2012 Page 2 of 4 supportive, knowledgeable, honest and a lot of fun, as well as the glue that keeps the apartment communities connected to the Police Department. Mr. Castillo presented each of the 3 award winners with a plaque for their contributions toward the success of the Community Oriented Policing Citizens Advisory Board. The Councilmembers and Mayor offered congratulations to the award recipients. PROCLAMATION A proclamation recognizing July as Parks and Recreation Month. Mayor Haggerton read a proclamation recognizing July as Parks and Recreation Month in the City of Tukwila and acknowledging the benefits derived from parks and recreation resources toward providing a healthy community and quality of life in the City. The Mayor presented Rick Still, Parks and Recreation Director, with the proclamation. CITIZEN COMMENTS Jeff Scherrer, 14132 37 Avenue South, is the owner of the Maple Apartments and is involved with the Apartment Managers and Owners Network in Tukwila. At their meeting in June, it was decided that 4 of the members would do some walking at night in an effort to observe activities that might require a 911 call. They started at Cascade View Park at 9:00 p.m. on a Friday night and walked in the vicinity until 10:30 p.m. They did not notice any activities that evening that required attention, and it is their desire to assist in deterring bad elements in the City. The Apartment Managers Network will be having a barbeque in July, and he extended an invitation to the Mayor and Council. The Councilmembers expressed appreciation to Mr. Scherrer for the pro- active involvement in bettering the community. They invited him to participate in the Strategic Planning process. CONSENT AGENDA a. Approval of Minutes: 6/11/12 (Special Mtg.); 6/18/12 (Regular Mtg.) b. Approval of Vouchers #360808- 360919 and #120603, 120605 in the amount of $783,302.06 c. Award a bid to ICON Materials for the 2012 Overlay Project in the amount of $974,259.00, and authorize the Mayor to sign the contract. [Reviewed and forwarded to Consent by Transportation Committee on 6118112.] d. Authorize the Mayor to sign an agreement with Parametrix, Inc. for construction management services for the 2012 Overlay Project in the amount of $96,996.32. [Reviewed and forwarded to Consent by Transportation Committee on 6118112.] e. Award a bid to Green River Construction, Inc. for the 2012 Annual Small Drainage Program in the amount of $646,953.09, and authorize the Mayor to sign the contract. [Reviewed and forwarded to Consent by Utilities Committee on 6126112.] f. Authorize the Mayor to sign an agreement with Perteet Engineering, Inc. for GIS Inventory Area 8 in the amount of $150,000.00. [Reviewed and forwarded to Consent by Utilities Committee on 6126112.] MOVED BY DUFFIE, SECONDED BY ROBERTSON THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 7 -0. UNFINISHED BUSINESS a. A resolution authorizing the Mayor to sign the Cascade Water Alliance Joint Municipal Utility Services Agreement, which converts Cascade Water Alliance into a Joint Municipal Utility Services Authority, and repealing Resolution No. 1417. MOVED BY ROBERTSON, SECONDED BY DUFFIE THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED 7 -0. Christy O'Flaherty, City Clerk, read the proposed resolution by title only Tukwila City Council Regular Meeting Minutes July 2, 2012 Page 3 of 4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AUTHORIZING THE MAYOR TO SIGN THE CASCADE WATER ALLIANCE JOINT MUNICIPAL UTILITY SERVICES AGREEMENT, WHICH CONVERTS CASCADE WATER ALLIANCE INTO A JOINT MUNICIPAL UTILITY SERVICES AUTHORITY; AND REPEALING RESOLUTION NO. 1417. MOVED BY ROBERTSON, SECONDED BY KRULLER THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ. MOTION CARRIED 7 -0, TO ADOPT RESOLUTION NUMBER 1771. b. Authorize the Mayor to sign the Memorandum of Understanding with valley area cities for implementation of a joint funding program for the Alive and Free Program in the amount of $120,000.00. (Tukwiia's share is $30,000.00). MOVED BY QUINN, SECONDED BY SEAL TO AUTHORIZE THE MAYOR TO SIGN THE MEMORANDUM OF UNDERSTANDING WITH VALLEY AREA CITIES FOR IMPLEMENTATION OF A JOINT FUNDING PROGRAM FOR THE ALIVE AND FREE PROGRAM IN THE AMOUNT OF $120,000.00. MOTION CARRIED 7 -0. REPORTS a. Mayor Mayor Haggerton reported that on June 26, 2012 he attended the South King County Human Services event at Emerald Downs where 200 people were in attendance. The featured speaker was King County Councilmember Julia Patterson, who gave a poignant and genuine account of her life as it relates to human services. Additionally, on June 26, the Mayor attended the Tukwila School Board meeting where Deborah Salas of the Community Schools Collaboration (CSC) gave a report on the program, to include some concerns regarding the relationship between CSC and the School Board. On June 27, the Mayor attended the SCORE jail Board Meeting where the topic involved the need to fill beds in the facility. At the recent AWC Conference, the subject of the SCORE facility came up as there are other cities wanting to explore the valley cities model. That same day, the Mayor attended the Cascade Water Alliance Board Meeting. On June 28, the Mayor participated in a conference call for the EMS Levy Executive Committee. One of the member cities has concerns that their funding allocation is not a proportionate share, and the Committee is seeking to resolve that issue. On June 29, Mayor Haggerton attended a King County Flood Control Advisory Committee meeting, where the topic was the Briscoe Desimone Levee in Kent. On June 30, the Mayor attended the delivery of the NASA Shuttle Trainer via the Super Guppy aircraft to the Museum of Flight. Mayor Haggerton attended the celebration of life for former Councilmember Dave Fenton at Billy Baroos in Tukwila on July 1. b. City Council Councilmember Duffie extended appreciation to Bob Giberson, Public Works Director, for his willingness to go on -site and review a citizen's concerns after normal working hours. He expressed that we have great staff members, who are pro- active and go above and beyond. Additionally, he attended the celebration of life for former Councilmember Dave Fenton at Billy Baroos in Tukwila on July 1. Council President Seal conveyed appreciation for the City Administrator Report. She noted that requests for utility assistance to the Human Services Office have gone up 200 It is fortunate that the Tukwila Children's Foundation is able to provide some assistance in this area. She reminded the Council to schedule their phone appointments with BERK Consulting regarding the Strategic Plan. Councilmember Ekberg attended the celebration of life for former Councilmember Dave Fenton at Billy Baroos and felt the staff did an excellent job. He also attended the delivery of the NASA Shuttle Trainer via the Super Guppy aircraft to the Museum of Flight on June 30. Councilmember Hougardy attended the Strategic Planning meeting on June 27and the open house for Renton Area Youth Services (RAYS) on June 28. She recounted an example of their services when a counselor working at Cascade View Elementary in Tukwila started an empowerment group for Latino girls Tukwila City Council Regular Meeting Minutes July 2, 2012 Page 4 of 4 that was incredibly well received and successful. That same evening she attended the Chamber of Commerce after -hours event. On June 30, she attended the delivery of the NASA Shuttle Trainer via the Super Guppy aircraft to the Museum of Flight, and on July 1 she attended the celebration of life for Dave Fenton. Additionally, she thanked David Cline for the City Administrator Report. Councilmember Quinn attended an event at the Matt Griffin YMCA on June 29. At this event, South County elected officials, to include King County Councilmember Julia Patterson, discussed ways to incorporate all cultures into the community. It was noted that Tukwila is a working -class community, and we need to continue to invite all citizens to participate in the business of the City. This group is in the early development stages, and there will be more to come. Councilmember Kruller attended the June 26, 2012 South King County Human Services event and was impressed and moved by King County Councilmember Patterson's presentation. She also attended the delivery of the NASA Shuttle Trainer via the Super Guppy aircraft to the Museum of Flight on June 30 and the celebration of life for Dave Fenton on July 1. c. Staff David Cline, City Administrator, referenced the City Administrator Report in the Council packet and offered to answer any questions. Mr. Cline reported that Kimberly Matej, Council Analyst, wrote the statement for Dave Fenton, and it was very well done. Additionally, he reported that Joyce Trantina from the Mayor's Office has been selected as the new Project Analyst in the Mayor's Office. d. City Attorney There was no report. e. Intergovernmental The Council Analyst is not required to attend Regular Meetings. MISCELLANEOUS Councilmember Hougardy referenced the July 4 event in Tukwila and relayed that she will be working in one of the booths. Mayor Haggerton announced that the City has selected Victoria Carlson as the Deputy Finance Director, and her start date will be August 20, 2012. He offered the reminder that the funeral services for Paul Gully, a long -time, active community member, will be July 5 at St. Thomas Church in Tukwila.
