The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Ron Johnston and Carol Zuvela. Others in attendance were Fire Chief
Nick Olivas, Assistant Police Chief Bruce Linton, Police Commander Dennis McOmber and
Kim Gilman, Civil Service Examiner.
CALL TO ORDER
5:10 p.m. Vice -Chair Johnston called the meeting to order.
APPROVAL OF MINUTES
GENERAL BUSINESS
MOVED BY ZUVELA, SECONDED BY JOHNSTON
THAT THE MINUTES OF THE TUKWILA CIVIL
SERVICE COMMISSION MEETING HELD ON
MAY 7, 2012, BE APPROVED. MOTION CARRIED.
Appeal Hearing: M. Harun A letter of appeal from Michael Harun, lateral police
officer candidate, was distributed to Commissioners prior
to the meeting date. In the letter, Mr. Harun appealed his
removal from the lateral police eligibility list on the basis
of his failing the background check. Mr. Harun was not
present at the meeting.
Commander McOmber reported that two incidents in the
candidate's past (an indecent assault and an arrest for
domestic violence assault) and the liability that this history
poses caused concern and contributed to the Chief s
decision to remove Mr. Harun from the eligibility list.
Additionally, Commander McOmber reported that this
candidate had tested with and not been hired by 19 other
agencies and that Tukwila had identified other candidates
that were more favorable hires.
Commissioners discussed the effect of overturning the
Chief s decision and putting a candidate back on the list.
Mr. Johnston closed the hearing and reported that
commissioners would meet in executive session to render a
decision immediately after the conclusion of the regular
meeting.

FIRE DEPARTMENT BUSINESS
Staffing Update
Entry -Level Firefighter
Eligibility List
Chief Olivas reported that 4 employees have been out on
long -term medical absences.
The Chief noted that oral boards for entry -level firefighters
concluded on May 18 and that several of the candidates
already have 1FSAC Certification as Firefighter 1 and
therefore have already completed the Fire Academy.
The Entry -Level Firefighter eligibility list was submitted to
Commissioners to certify. The list includes 18 names.
The Chief recommended a one -year extension to the
existing Lateral -Entry Firefighter eligibility list. The Chief
explained that by having 2 lists the Department would have
greater flexibility in hiring if a vacancy occurred. The
current Lateral -Entry list is set to expire June 28, 2012.

THAT THE LATERAL -ENTRY FIREFIGHTER
ELIGIBILITY LIST BE EXTENDED BY ONE YEAR,
COMMENCING ON JUNE 29, 2012 AND EXPIRING
ON JUNE 28, 2013. MOTION APPROVED.
POLICE DEPARTMENT BUSINESS
Staffing Update Assistant Chief Linton reported that the Police Department
currently has 3 employees out on medical leave, 1 out on
long -term military leave, 3 employees currently on FTO
(field training), 2 candidates currently in the background
process, and 1 candidate that will receive a job offer
tomorrow. Further, he stated that the Department has 1
vacancy left to fill. Assistant Chief Linton reported that
Sergeant Jon Harrison has been designated a temporary
Commander, per Civil Service Rules.
OTHER BUSINESS Kim Gilman invited Commissioners and interested staff to
a Civil Service training opportunity, hosted by the City of
Fife. The training will be presented by Steve DiJulio who
has advised the Commission on Civil Service legal matters
in the past. The training is scheduled to occur on
Wednesday, June 14 from 2:00- 5:00pm.
Ms. Gilman reminded those in attendance that due to the
July 4 th holiday and travel plans of the Commissioners, the
next Civil Service Commission meeting has been
rescheduled to Monday, July 16 at 5:00pm. The meeting
location will not change.

AND THAT THE COMMISSION WILL MOVE INTO
EXECUTIVE SESSION TO DISCUSS THE APPEAL.

AND OFFER THE COMMISSON'S RULING ON
THE PUBLIC RECORD.
After review of the letters provided by the candidate and
the Police Department, the Commission ruled to sustain the
Chief's decision to remove candidate Michael Harun from
the lateral -entry police officer eligibility list. The decision
was unanimous.
