MINUTES
COMMITTEE OF THE WHOLE
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Seal called the Tukwila City Council meeting to order at 7:04 p.m. and led the audience
in the Pledge of Allegiance.
OFFICIALS
Present were Verna Seal, Council President, Councilmembers Joe Duffie, Dennis Robertson,
Allan Ekberg, Kathy Hougardy, De'Sean Quinn, Kate Kruller.
CITY OFFICIALS
Jim Haggerton, Mayor; David Cline, City Administrator; Mike Villa, Police Chief; Phi Huynh, Police
Administrative Secretary; Bob Giberson, Public Works Director; Peggy McCarthy, Finance Director;
Derek Speck, Economic Development Administrator; Katherine Kertzman, Tourism Program Manager;

SPECIAL PRESENTATION
Mike Villa, Police Chief, explained the Tukwila Police Department has completed the 2011 Annual Report,
and the presentation is to update the Council on some of the issues the Department faced in 2011.
2011 ushered in a variety of challenges and opportunities for the Tukwila Police Department. David
Haynes retired after 6 years as the Chief of Police, Mr. Villa was appointed Chief in June 2011, two
tenured employees retired and 7 employees joined the Team.
Property crimes remained unchanged from the past five years with 2,990. In 2011, there were 199 violent
crimes reported, which represents a 29% increase over 2010. The Police Department implemented
several new initiatives in 2011, including implementation of the Central Business District (CBD) Team,
procurement of the state -of- the -art mobile command vehicle, and the creation of the Community
Relations Committee.
Chief Villa utilized a PowerPoint presentation to summarize topics and identify Tukwila Police Divisions
highlighted in the Tukwila Police Department 2011 Annual Report. The divisions included:

Investigation Division:

Chief Villa distributed copies of the Tukwila Police Department 2011 Annual Report, and noted the report
will also be available on the City's website for the community.
The Councilmembers commented on the information in the presentation and thanked Chief Villa for his
work leading the Tukwila Police Department.
CITIZEN COMMENTS
Joanne McManus, 5610 South 133 Street, inquired if the City is currently contracted with King County
for animal control. She stated she has not seen Animal Control in the City for the last year, and she
commented that she has seen many dogs running loose in the City. This past weekend, her daughter
was walking her dog and a loose dog attacked and injured the dog.
Councilmember Robertson clarified the City has a contract with King County for Animal Control services,
and noted King County's resources have been reduced over the last few years. Animal Control officers
are working in the City, and residents need to contact them when there are animals running loose within
the City.
SPECIAL ISSUES
a. A contract for Seattle Express Shuttle services.
Councilmember Quinn indicated this item was discussed at the Finance and Safety Committee meeting
on July 3, 2012. The committee members were unanimous in recommending approval.
The Council is being asked to authorize the Mayor to sign a shuttle services contract with Miller Schmer
Inc. doing business as "Seattle Express" on behalf of Seattle Southside Visitor Services (SSVS) in an
amount not to exceed $170,000.
For the past 10 years, SSVS has hired Seattle Express to provide regularly scheduled shuttle services
from hotels in the City of SeaTac to Westfield Southcenter, seven days a week (excluding some major
holidays). The City of SeaTac contributes 100% of the shuttle costs as a part of the annually approved
tourism marketing initiatives SSVS provides to the City of SeaTac. Seattle Express delivered 28,746
riders /shoppers to Westfield Southcenter in 2011.
COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING.
b. Howard Hanson Dam.
Councilmember Robertson indicated these items were discussed at the Utilities Committee meeting on
June 26, 2012. The committee members were unanimous in recommending approval.
1. A cooperative agreement with King County.
Bob Giberson, Public Works Director, explained the agreement with King County (Flood Control District)
will provide funding and construction conditions for the removal of the Howard Hanson Dam Flood
response's temporary flood control measures. King County has agreed to fund 75% of Tukwila's costs up
to $1,611,152.00.
2. Bid award for removal of flood control measures.
The removal of the Howard Hanson Dam temporary flood control measures was advertised for bid on
May 22 and 29, 2012. Six bids were received and opened on June 12, 2012. The low bid of
$1,642,228.99 was submitted by Goodfellows Bros., Inc. Goodfellows successfully installed the flood
control measures in 2009. The Council is being asked to award the contract to Goodfellows Bros., Inc. in
the amount of $1,642,228.99.
3. An agreement for construction management services.

This contract is for construction management services for the removal of the Howard Hanson Dam
temporary flood control measures. Three consultant firms were short- listed from the MRSC Consultant
Works Roster, and Kennedy /Jenks Consultants were chosen as the most qualified. The Council is being
asked to approve the contract with Kennedy /Jenks in the amount of $184,927.33.
The Council exchanged comments and asked clarifying questions of staff on the above topics.

MEETING.
REPORTS
a. Mayor
Mayor Haggerton commented that the City's Family 4th at the Fort event was well attended and a great
success. On July 5, 2012 he attended the funeral service for Paul Gully.
Mike Villa, Police Chief announced that Assistant Chief Bruce Linton will be promoted to the rank of
Colonel in the National Guard in a ceremony on July 11, 2012 at Fort Lewis.
b. City Council
Councilmember Duffie attended the Family 4 at the Fort event. He commented that there were a lot of
fireworks discharged by residents within Tukwila during the July 4 holiday, and he feels the City needs to
do more toward enforcement on this issue.
Councilmember Robertson attended the Family 4 at the Fort event. He thanked the Parks and
Recreation Department staff for their work on the successful event.
Councilmember Hougardy attended the Family 4 at the Fort event. On July 5, 2012 she attended the
funeral service for Paul Gully.
Councilmember Quinn attended the Family 4 at the Fort event. He concurred with Councilmember
Duffie relating to fireworks being discharged within the City and enforcement of the City's fireworks ban.
Councilmember Kruller feels the block watch groups should educate the neighborhoods on the City's ban
of fireworks. She had a call from a citizen about residents that have dead trees on their property and the
potential fire hazard of those trees. She requested the City Administrator provide her information on the
City's tree code.
Council President Seal attended the Family 4 at the Fort event. She extended an invitation to the
Council and audience to attend the 2012 CASTT performances to be held on July 20 and 21, 2012 at the
Foster Performing Arts Center.
c. Staff
David Cline, City Administrator, commented on the July 4, 2012 house fire that had minimal damage due
to the installation of residential fire sprinklers. Additionally he reported that an update on the City -wide
Work Plan will be included in the July 16, 2012 agenda packet for Council review.
d. City Attorney
The City Attorney's presence is not required at Committee of the Whole meetings

e. Intergovernmental

Kimberly Matej, Council Analyst, explained in May 2012 the Transportation Committee received a project
update on the proposed pedestrian bridge project. Councilmember Ekberg, the Chair of the
Transportation Committee suggested the Council view the 3 -D model of the design of the proposed
bridge. The model is available for viewing this evening in the Council Chambers.
