MINUTES
REGULAR MEETING
CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:03 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Melissa Hart, Deputy City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie,
Dennis Robertson, Verna Seal, and De'Sean Quinn.
MOVED BY ROBERTSON, SECONDED BY DUFFIE TO EXCUSE COUNCILMEMBERS EKBERG,
HOUGARDY AND KRULLER. MOTION CARRIED 4 -0.
CITY OFFICIALS
Jim Haggerton, Mayor; David Cline, City Administrator; Shelley Kerslake, City Attorney; Peggy McCarthy,

APPOINTMENTS
a. Confirm the appointment of Geraldine Ventura to Position #4 on the Library Advisory Board,
with a term expiring 12/31/12.
MOVED BY QUINN, SECONDED BY DUFFIE TO CONFIRM THE APPOINTMENT OF GERALDINE
VENTURA TO POSITION #4 ON THE LIBRARY ADVISORY BOARD, WITH A TERM EXPIRING
12/31/12.*
Ms. Ventura has worked at Highline Community College Library for 18 years and holds a supervisory
position in the Circulation Services Department. Additionally, for the past 5 years, she has taught classes
in the Library and Information Services professional technical program.
*MOTION CARRIED 4 -0.
The Councilmembers and Mayor Haggerton thanked Ms. Ventura for her service to the Library Advisory
Board and the City.
b. Confirm the reappointment of Mary Hulvey to Position #4 on the Equity and Diversity
Commission, with a term expiring 7/31/14.
MOVED BY DUFFIE, SECONDED BY ROBERTSON TO CONFIRM THE REAPPOINTMENT OF MARY
HULVEY TO POSITION #4 ON THE EQUITY AND DIVERSITY COMMISSION, WITH A TERM
EXPIRING 7/31/14.
Ms. Hulvey thanked the Council for the opportunity to serve the City as part of the Equity and Diversity
Commission.

c. Confirm the reappointment of Mellody Matthes to Position #5 on the Equity and Diversity
Commission, with a term expiring 7/31/14.
MOVED BY SEAL, SECONDED BY ROBERTSON TO CONFIRM THE REAPPOINTMENT OF
MELLODY MATTHES TO POSITION #5 ON THE EQUITY AND DIVERSITY COMMISSION, WITH A
TERM EXPIRING 7/31/14.
Ms. Matthes stated she enjoys working on the Equity and Diversity Commission and commented on the
strong partnership between the Tukwila School District and the Commission.

d. Confirm the reappointment of Brenna Arnesen to Position #6 on the Equity and Diversity
Commission, with a term expiring 7131/14.
MOVED BY ROBERTSON, SECONDED BY SEAL TO CONFIRM THE REAPPOINTMENT OF
BRENNA ARNESEN TO POSITION #6 ON THE EQUITY AND DIVERSITY COMMISSION, WITH A
TERM EXPIRING 7/31/14. MOTION CARRIED 4 -0.
CITIZEN COMMENTS
There were no citizen comments.
CONSENT AGENDA
Council President Seal requested item 4d Acknowledge receipt of Councilmember Kruller ethics
investigative findings and disposition be removed from the Consent Agenda and moved to Item A under
New Business.
Mayor Haggerton explained that any one Councilmember can request that an item be removed from the
Consent Agenda, and there is no motion required. He confirmed the removal of item 4d from the Consent
Agenda and placement of the item under New Business, as item 7a.
a. Approval of Minutes: 6/25/12 (Special Mtg.); 7/2/12 (Regular Mtg.)
b. Approval of Vouchers #360921- 361031 and #120701 and 120702 in the amount of $2,434,157.45
c. Award a bid to Goodfellow Bros, Inc. for the Tukwila Community Center Spray Park Sewer Connection
in the amount of $64,495.50 and authorize the Mayor to sign the contract. [Reviewed and forwarded to
Consent by the Community Affairs and Parks Committee on 719112.]

BID AWARD
Award a bid to Goodfellow Bros., Inc. for the removal of temporary flood control measures for the
Tukwila Levee Repair and Maintenance project in the amount of $1,642,228.99, and authorize the
Mayor to sign the contract.
MOVED BY ROBERTSON, SECONDED BY DUFFIE TO AWARD A BID TO GOODFELLOW BROS.,
INC. FOR THE REMOVAL OF TEMPORARY FLOOD CONTROL MEASURES FOR THE TUKWILA
LEVEE REPAIR AND MAINTENANCE PROJECT IN THE AMOUNT OF $1,642,228.99, AND
AUTHORIZE THE MAYOR TO SIGN THE CONTRACT. MOTION CARRIED 4 -0.

UNFINISHED BUSINESS
a. Authorize the Mayor to sign a contract on behalf of Seattle Southside Visitor Services with
Miller Schmer, Inc., dba Seattle Express, in the amount of $170,000. (Paid from lodging taxes from
"SeaTac Only" account that is funded 100% by SeaTac).
MOVED BY QUINN, SECONDED BY ROBERTSON TO AUTHORIZE THE MAYOR TO SIGN A
CONTRACT ON BEHALF OF SEATTLE SOUTHSIDE VISITOR SERVICES WITH MILLER SCHMER,
INC., DBA SEATTLE EXPRESS, IN THE AMOUNT OF $170,000. MOTION CARRIED 4 -0.
b. Authorize the Mayor to enter into a cooperative agreement with the King County Flood Control
Zone District for completion of emergency flood protection measures for the Tukwila Levee
Repairs and Maintenance project.
MOVED BY ROBERTSON, SECONDED BY DUFFIE TO AUTHORIZE THE MAYOR TO ENTER INTO
A COOPERATIVE AGREEMENT WITH THE KING COUNTY FLOOD CONTROL ZONE DISTRICT FOR
COMPLETION OF EMERGENCY FLOOD PROTECTION MEASURES FOR THE TUKWILA LEVEE
REPAIRS AND MAINTENANCE PROJECT. MOTION CARRIED 4 -0.
c. Authorize the Mayor to sign an agreement with Kennedy /Jenks Consultants for the removal of
temporary flood control measures for the Tukwila Levee Repairs and Maintenance project in the
amount of $184,927.93.
MOVED BY ROBERTSON, SECONDED BY QUINN TO AUTHORIZE THE MAYOR TO SIGN AN
AGREEMENT WITH KENNEDY /JENKS CONSULTANTS FOR THE REMOVAL OF TEMPORARY
FLOOD CONTROL MEASURES FOR THE TUKWILA LEVEE REPAIRS AND MAINTENANCE
PROJECT IN THE AMOUNT OF $184,927.93. MOTION CARRIED 4 -0.
NEW BUSINESS
Acknowledge receipt of Councilmember Kruller ethics investigative findings and disposition. For
information only pursuant to Tukwila Municipal Code 2.95.040. (per withdrawal from the Consent
Agenda on page 2).
MOVED BY SEAL, SECONDED BY ROBERTSON TO FORWARD THIS ITEM TO THE AUGUST 6,
2012 REGULAR MEETING. MOTION CARRIED 4 -0.
REPORTS
a. Mayor
Mayor Haggerton reported that on July 10, 2012 he participated in a video at Puget Sound Access for the
"Lets Read" program as a Public Service Announcement to be aired on Tukwila's Cable Channel 21. On
July 11, 2012, the Mayor attended the Emergency Medical Services (EMS) task force meeting, and the
Suburban Cities Public Information Committee meeting. Mayor Haggerton provided the welcoming
remarks at the July 12, 2012 National Healthcare for Homeless event that was held at the Tukwila
Community Center. The event organizer gave high praise for the hospitality of Tukwila Parks and
Recreation Department staff for this event. On the afternoon of July 12, 2012, he attended the Tukwila
Police Department work- session retreat at the Southcenter Doubletree Hotel.
b. City Council
Councilmember Duffie stated he had the opportunity to use the new King County's Bow Lake Solid Waste
Transfer Station on July 14, 2012. In his opinion the new facility is not user friendly for residents with
trucks and trailers. He voiced his concern with the final design of the waste receiving area and the limited
access.

Councilmember Robertson explained that twice a month each Councilmember takes a turn in reviewing
the City's invoices as part of standard Councilmember duties. He explained this detailed review is
necessary and very informative.
Council President Seal attended the July 12, 2012 Equity and Diversity Commission meeting. She
announced that on September 22, 2012 there will be a Community Heritage Culture Celebration to be
held at Foster High School, and the Equity and Diversity Commission will participate in the event. She
reminded the Council and audience of the 2012 CASTT performances to be held on July 20 and 21, 2012
at the Foster Performing Arts Center in Tukwila.
c. Staff
David Cline, City Administrator, referenced the City Administrator Report and the Work Plan status update
in the Council packet and offered to answer any questions. On July 11, 2012 he attended the Suburban
Cities Public Information Committee meeting.
Councilmember Robertson thanked Public Works staff for recently mowing the grass at the Tukwila
Village site. He requested that staff ensure the jersey barriers are replaced at the entrance to the site, so
vehicles are not able to access the area. It appears someone has been feeding the birds on the site
again.
Councilmember Duffie suggested "Do Not Feed the Birds" signs in different languages be added to the
Tukwila Village site.
d. City Attorney
There was no report.
e. Intergovernmental
The Council Analyst is not required to attend Regular Meetings.
