WHEREAS, the Tukwila Town Council realizes and appreciates the
effort put forth by State Representative Avery Garrett, of the 47th
District, in blocking Senate Bill 234, the so- called Port of Seattle
Duwamish Waterway Bill, during the recent 37th Session of the
Washington State Legislature; and
WHEREAS, Representative Garrett was highly effective in advising
his colleagues of the dangers contained in Senate Bill 234 and was
therefore instrumental in having the Bill undefinitely postponed by
Resolution of the House Cities and Counties Committee, to which the
Bill had been referred; and
WHEREAS, this action is particularly praiseworthy when it is
remembered that the same Bill had earlier been passed by a vote of
47 to 2 in the State Senate, the only two Senators opposing the Bill
being Senators Elway and Woodall; and
WHEREAS, in bur understanding, if this Bill had become law it
would have
(1) Meant the destruction of the Town of Tukwila through
the removal of most of our industrial.property from
the tax rolls;
(2) Would have severely damaged our Public Schthols through
the same removal of taxes;
(3) Would have placed a large portion of the Town's area
under outside Planning agencies, which actions are
against existing laws;
(4) Would have held up the vitally needed north -south Freeway
and probably all other highways planned for the area, for an
additional three to five years while the high -level versus
low -level bridge controversy was argued;
(5) And finally would have destroyed the American principle of
private ownership and private development of land, at least
for all those citizens of our State who would unhappily
have found themselves subject to this oppresiltwecprppesdd
law.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE TOWN OF
TUKWILA
That State Representative Avery Garrett be highly commended for
his actions during the recent 37th regular Session of the Washington
State Legislature, on behalf of the citizens of the Town of Tukwila
and of the State of Washington,in opposing Senate Bill 234 and of
marshalling heavy support in his fight to block Senate Bill 234 and
affect its defeat in the House Cities and Counties Committee.
AND BE IT FURTHER RESOLVED that this Resolution shall be placed
among the records of the Town of Tukwila and that a copy thereof,
signed by the Mayor and all members of the Town Council, shall be
forwarded to Representative Garrett so that he may know that the
Officials and Citizens of Tukwila appreciate his efforts in defeating
a Bill which would have been harmful, not only to Tukwila, but to all
citizens of Washington affected by the Bill.
PASSED the Town Council and APPROVED by the Mayor this 15th day
of May, 1961.
