MINUTES
COMMITTEE OF THE WHOLE
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Seal called the Tukwila City Council meeting to order at 7:03 p.m. and led the audience
in the Pledge of Allegiance.
OFFICIALS
Present were Verna Seal, Council President, Councilmembers Joe Duffie, Kathy Hougardy,
De'Sean Quinn, Kate Kruller.
Councilmembers Robertson and Ekberg were not present.
CITY OFFICIALS
David Cline, City Administrator; Bruce Linton, Assistant Police Chief; Bob Giberson, Public Works
Director; Mary Miotke, Information Technology Director; Kimberly Matej, Council Analyst;
Melissa Hart, Deputy City Clerk.
CITIZEN COMMENTS
There were no citizen comments.
SPECIAL ISSUES
a. An ordinance establishing new speed limits on Tukwila International Boulevard.
Councilmember Quinn indicated this item was discussed at the Transportation Committee meeting on
August 6, 2012. The committee members were unanimous in recommending approval.
Bob Giberson, Public Works Director, stated a full engineering evaluation of speeds, collisions, and traffic
volumes was conducted upon completion of the Tukwila International Boulevard street improvements.
Data from the previous five years was analyzed and the predominant collision type was found to be year-
end collisions, and the typical location was at mid -block crosswalks, driveways, and traffic signal
approaches. To help mitigate the high rear -end collision rate, the mid -block crosswalks near the 14300
and 15100 blocks are proposed to be retrofitted in 2013 as part of the new Americans with Disabilities Act
(ADA) crosswalk project included in the draft 2013 Capital Improvement Program. The changes could
include the installation of digital speed limit signs and possible overhead flashing beacons.
Mr. Giberson explained the 85 percentile speed is typically used to set speed limits based on the theory
that most drivers will travel at a speed that is reasonable and prudent for any given roadway segment.
The 85 percentile speeds for the area north of South 139 Street are in excess of the posted 45 miles
per hour (mph) speed limit, while speeds in the area between South 139 Street and South 152 Street
are below the posted speed limit. It was determined that 35 mph is a reasonable and safe maximum
speed limit for the area. The Council is being asked to approve the ordinance lowering the speed limit
from 40 mph to 35 mph on Tukwila International Boulevard between South 139 Street and South 152
Street.
Sharon Mann, 4452 South 160 Street, expressed her appreciation for the work on this issue by the
Public Works Department. She voiced support for the reduction in speed along Tukwila International
Boulevard, and she feels 30 mph would be a safer maximum speed limit.
The Council exchanged comments and asked clarifying questions of staff on the above topic

b. A contract for the Tukwila Urban Center Access (Klickitat) LID #33 Assessment Study.
Councilmember Hougardy indicated this item was discussed at the Transportation Committee meeting on
August 6, 2012. The committee members were unanimous in recommending approval.
Mr. Giberson explained Macaulay Associates began the LID Special Benefit Study and right -of -way
acquisition services for the Tukwila Urban Center (TUC) Access (Klickitat) Project in 2005. LID #33 was
formed by Ordinance No. 2260 in 2009. The study showed a definite benefit from the TUC Access
Project. The final construction costs are nearly complete and an updated and final assessment study is
needed. The Council is being asked to approve the contract with Macaulay Associates in the amount
of $142,800.

Councilmember Duffie attended the Tukwila Neighborhood Resource Center (NRC) ribbon cutting
ceremony on August 7, 2012, and later that evening he participated in the National Night Out Against
Crime events.
Councilmember Hougardy attended the Tukwila Neighborhood Resource Center (NRC) ribbon cutting
ceremony on August 7, 2012, and later that evening she hosted a neighborhood National Night Out
Against Crime event. On August 11, 2012 she attended the Tukwila Kids Festival at Cascade View
Community Park.
Councilmember Quinn participated in the National Night Out Against Crime events on August 7, 2012
He commented that his family recently visited several Tukwila parks, and he commended the Tukwila
Police Department for their increased presence at the parks.
Councilmember Kruller attended the Tukwila Neighborhood Resource Center (NRC) ribbon cutting
ceremony on August 7, 2012, and later that evening she participated in the National Night Out Against
Crime events. On August 10, 2012 she attended the Waste Management Community BBQ and the
Family Movie Night at the Tukwila Community Center. She attended the Tukwila Kids Festival on
August 11, 2012 at Cascade View Community Park. She commended Parks and Recreation staff for
their work on all the events from August 10 11, 2012. She commented on the lack of a water faucet at
the Cascade View Community Park. She explained there is only one drinking fountain in the park, and
she noticed City staff hauling water to the park from the Tukwila Community Center.
Council President Seal participated in the National Night Out Against Crime events on August 7, 2012.
On August 8, 2012 she attended the Strategic Planning workshop, and she urged everyone to complete
the Strategic Plan Community Survey. A link to the survey can be found on the City's website.

c. Staff
David Cline, City Administrator, said information gathered from the Parks and Recreation Department
indicate approximately 1,600 people participated in the various events this past weekend including the
Waste Management Community BBQ, Family Movie Night at the Tukwila Community Center and the Kids
Festival at Cascade View Community Park.

d. City Attorney
The City Attorney's presence is not required at Committee of the Whole meetings.
e. Intergovernmental
Kimberly Matej, Council Analyst, announced City staff has finalized the list of community participants for
the Tukwila Tree and Environment Advisory Committee, with the exception of the Councilmember
representative. The feedback from the Committee is that meetings will be held on the 4th Wednesday of
every month from 6:30 p.m. to 8:30 p.m. beginning in September. At a prior City Council meeting,
Community Affairs and Parks Committee Chair Hougardy had commented that Councilmember Ekberg
would like to be the Council's representative and Councilmember Robertson would like to be the alternate
representative.
Councilmember Quinn also expressed interest in being part of the Tree Committee and asked that the
topic be discussed at the next Council meeting.
Ms. Matej asked the Council to contact her about scheduling appointments for deployment of iPads. She
asked the Council to be mindful of the busy months ahead, and to remember to notify her of any
unavailability issues. Staff is working on one Strategic Plan workshop and possibly 2 to 4 budget work
sessions.
MISCELLANEOUS
Councilmember Kruller requested she be updated on the Burlington Northern Santa Fe (BNSF) issue.
Council President Seal indicated she would provide Councilmember Kruller information on the BNSF
issue.
