WHEREAS, the TUKWILA

A MEMORANDUM OF UNDERSTANDING
between the
Highway Commission

Municipalities Not Financially Participating
in the
PUGET SOUND REGIONAL TRANSPORTATION PLANNING PROGRAM
is part of the
WHEREAS, the Federal -aid Highway Act of 1962 hereinafter referred
in the national interest to encourage and promote
the development of transportation systems, embracing various
modes of transport in a manner that will serve the States and
local communities efficiently and effectively," and which
directs the Secretary of Commerce to "cooperate with the States
aoo in the development of long -range highway plans and programs
which are properly coordinated with plans for improvements in
other affected forms of transportation and which are formulated
with due consideration to their probable effect on the future
development of urban areas oee" and which requires the Secretary
of Commerce to withhold approval of e any program for projects o00
unless he finds that such projects are based on a continuing
comprehensive transportation planning process carried on coopera-
tively by States and local communities..." in conformance with
this Act,
WHEREAS, the Secretary of the United States Department of Commerce,
referred to above, through the Bureau of Public Roads hereinafter referred
to as the Bureau, has interpreted "cooperatively" to mean the establishment
of a formal procedure supported by a written memorandum of understanding
between the State, and the governing bodies of the local communities within
the "Urbanized Area" for carrying out the transportation planning process in

in a manner that will insure that the planning decisions are reflective
and responsive to both the programs of the State and the needs and desires
of the local communities, and
WHEREAS, the State will be expected to show by suitable evidence that
scrupulous efforts have been made to carry out the intent of the Act with
respect to cooperative action by all political subdivisions, and
WHEREAS, it is of mutual benefit to the municipalities in the
"Urbanized Area" and the State and in the best public interest to comply
with the requirements of the 1962 Federal-aid Highway Act,
NOW THEREFORE, BE IT FURTHER RESOLVED, that in conformance with the
requirements and objectives of the 1962 Federal aid Highway Act the
agrees to cooperate by providing

Regional Planning Council, which is an advisory agency to the Puget Sound

Mayor Graep, President of the Association of Washington Cities, has previously
written you concerning the Puget Sound Regional Transportation Study. He has
stated the reasons why your city is asked to cooperate with the Washington State
Highway Commission in a continuing, cooperative, coordinated planning process. No
financial participation is requested from your city as the study is financed by
the Puget Sound Governmental Conference, the Washington State Highway Commission,
the Bureau of Public Roads and possibly the Housing and Home Finance Agency.
We are all aware of the necessity for this study in order to qualify for
Federal funds. The Bureau of Public Roads which administers the Federal -Aid Highway
Act provisions, requires that there be a written Memorandum of Understanding between
the State and local governmental bodies so as to assure that there is a complete
awareness of the transportation planning process which is being carried out and that
local and State planning decisions can thus be reflective and responsive to the needs
and desires of the local communities. The attached Memorandum of Understanding
between the Washington State highway Commission and your city, was prepared to meet
this requirement. It provides that your city will cooperate and assist by providing
such local planning information as may be available, when requested to do so. To
comply with requirements of the Federal law and the BPR, it is necessary that this
Memorandum be adopted by ordinance or resolution of your city, signed by you,
attested to by the City Clerk and the original and one copy returned to me by May 15,
1965. One copy may be retained for your files. A fully executed copy will be
returned to you for your permanent records. I cannot emphasize too strongly, the
need for having the Memorandum completed as soon as possible.
The region's cities and counties, as well as the State, are largely dependent
upon Federal funds for their street, road and highway programs. We are looking
forward to working with you in the continued efforts of the regional transportation
planning process.
