That the petition requesting a freeze on all rezoning activity is hereby referred to the City Planning Commission for a public hearing on whether an emergency exists which would justify such a suspension of rezoning activity. 2. The Planning Commission is hereby directed to report its recommendation on the subject petition within ninety days. 3. The City Planning Commission is further directed that until it has ascertained whether an emergency situation exists and reports its recommendation to the City Council, it is to decline to hold hearings on any other matters.
