BACKGROUND The construction contract for the Tukwila Urban Center (TUC) Access Project was awarded by Council on November 22, 2010 and a limited notice to proceed has been issued to Atkinson Construction. The limited notice to proceed allows the Contractor to prepare material approval requests, procure and fabricate specific long -lead time materials, conduct potholing, develop traffic control plans, and develop the project schedule. Upon satisfaction of several other contract requirements, the Contractor will then be granted a full notice to proceed. The Contractor has submitted a draft project schedule to the City that is currently under review. The City provided initial feedback to the Contractor and additional direction was given about traffic control restrictions outside of the main road closure area. Project staff is also reviewing the Contractor's preliminary traffic control and road closure plans. DISCUSSION The draft project schedule shows the project broken into 6 major areas of work as follows: Work Area Begin Work Work complete Road closure March 28 Oct 11, 2011 McDonalds and AT &T March 28 May 30, 2011 Legacy Partners June 1 Sept 15, 2011 Doubletree new entrance March 28 May 30, 2011 Strander Boulevard March 28 May 30, 2011 North of Nordstrom Mall Entrance March 28 Aug 8, 2011 There are two critical paths of work on this project. The first is the work within the road closure area (from Strander Boulevard north to the south side of the Mall entrance near Nordstrom's). This work includes the construction of five large walls and two bridge abutments, as well as the new bridge over the southbound lanes of Southcenter Parkway. This portion of the work will take the most time to complete, and by definition, is the project's primary critical path. In this area there is a significant utility conflict between one of the large walls and a Puget Sound Energy (PSE) switch box. It is important that this switch be relocated before the start date of March 28 to ensure the Contractor's critical path is not delayed. INFORMATIONAL MEMO Page 2 The secondary critical path is the work in and around McDonald's and AT &T followed by the work in front of the Legacy Partners building. The work in these two areas may not be able to be performed at the same time due to traffic flow considerations. Both of these work areas have conflicts with PSE vaults and a single Qwest vault. These utility vaults need to be relocated before the start date of March 28 to ensure the Contractor's secondary critical path is not delayed. The City and their representatives have reviewed these conflicts with PSE and Qwest and have a plan to relocate these utilities prior to the Contractor's start date of March 28. Some work can be completed under the existing franchise with PSE; however, agreements are necessary and are being prepared where PSE and Qwest have facilities within easements. Staff is also working to obtain temporary construction easements that are necessary for the project. The easement at the Doubletree Suites property needs to be expanded to accommodate reconstruction of the entrance deeper into the property than originally anticipated. The temporary construction easement with the Westfield Southcenter Mall is still under negotiation. For the public outreach process, flyers have been mailed to the businesses in the project vicinity as well as to the residential area above Klickitat Drive. The website www.southcenteraccess.com has been reactivated and that internet traffic will be directed to the City website's project page that will be updated frequently. The team has met with mall representatives and made a presentation at a retailer meeting in the mall. Ongoing efforts include contacting the tourism community via the Port, working with taxi cab companies, and preparing for a future media event. Details of detours and more specific project information will be added to the website as the project develops. RECOMMENDATION For information only.
