minutes. The Council appreciates hearing from citizens but may not be able to take immediate action on
continents received until they are referred to a Committee or discussed under New Business.
COUNCIL MEETINGS
No Council meetings are scheduled on the 5th Monday of the month unless prior public notification is given.
Regular Meetings The Mayor, elected by the people to a four -year term, presides at all Regular Council
Meetings held on the 1st and 3rd Mondays of each month at 7:00 p.m. Official Council action in the
form of formal motions, adopting of resolutions and passing of ordinances can only be taken at Regular
Council meetings.
Committee of the Whole Meetings Council members are elected for a four -year term. The Council
President is elected by the Council members to preside at all Committee of the Whole meetings for a
one -year term. Committee of the Whole meetings are held the 2nd and 4th Mondays at 7:00 p.m.
Issues discussed are forwarded to the Regular Council meeting for official action.
GENERAL INFORMATION
At each Council meeting citizens are given the opportunity to address the Council on items that are not
included on the agenda during CITIZENS COMMENTS. Please limit your comments to 5 minutes.
Special Meetings may be called at any time with proper public notice. Procedures followed are the same as
those used in Regular Council meetings.
Executive Sessions may be called to inform the Council of pending legal action, financial, or personnel
matters.
PUBLIC HEARINGS
Public Hearings are required by law before the Council can take action on matters affecting the public interest
such as land -use laws, annexations, rezone requests, public safety issues, etc. Section 2.04.150 of the
Tukwila Municipal Code states the following guidelines for Public Hearings:
The proponent shall speak first and is allowed 15 minutes for a presentation.
2. The opponent is then allowed 15 minutes to make a presentation.
Each side is then allowed 5 minutes for rebuttal.
4. Citizens who wish to address the Council may speak for 5 minutes each. No one may speak a second
time until everyone wishing to speak has spoken.
5. After each speaker has spoken, the Council may question the speaker. Each speaker can respond to the
question, but may not engage in further debate at this time.
6. After the Public Hearing is closed and during the Council meeting, the Council may choose to discuss
the issue among themselves, or defer the discussion to a future Council meeting, without further public
testimony. Council action may only be taken during Regular or Special Meetings.

SPONSOR'S Council is being asked to approve the Resolution rejecting all bids for the George Long
SUMMARY Shops Water /Oil Separator. This project would have installed a discharge connection for
the vehicle wash pad to the sanitary sewer system. The City is scheduled to replace the
existing George Long Shops with a new facility in the near future and a temporary solution
can be implemented.

Resolution Rejecting All Bids
ISSUE
Reject all bids for the George Long Shops Water /Oil Separator Project.
BACKGROUND
The City purchased the George Long maintenance facility in 1988 for use as a City shop for the
repair of equipment and vehicles. The George Long facility has a vehicle wash pad which drains
to the storm drainage system and then to the Green River. The discharge of water from the
wash pad to the storm drainage system is not allowed under the City's current NPDES permit
and should be directed to the sanitary sewer system. The George Long Shops Water /Oil
Separator project would have constructed a discharge connection to the sanitary sewer system.
DISCUSSION
The City advertised the project on August 15 and August 22, 2012 and six bids were received
and opened on August 29, 2012. The bids were checked and tabulated and one minor math
error was found in the bids and corrected.
The City is planning to replace the existing George Long City Shops with a new facility within
the next 5 -6 years. It would be better use of City funds to delay the Water /Oil Separator project
and only do minimal improvements to the George Long Shops to bring it into compliance with
the City's NPDES permit. The scaled down plan for improvements to the George Long Shops
will be in the price range of $100,000 to $150,000 and should last 5 to 10 years.
RECOMMENDATION
The Council is being asked to approve the resolution rejecting all bids for the George Long
Water /Oil Separator Project and consider this item on the Consent Agenda at the October 1,
2012 Regular Meeting Consent Agenda.

TUKWILA, WASHINGTON, REJECTING ALL BIDS SUBMITTED FOR
THE GEORGE LONG SHOPS WATER /OIL SEPARATOR PROJECT.
WHEREAS, sealed bids were solicited for the George Long Shops Water /Oil
Separator Project; and
WHEREAS, bids received from six bidders were publicly opened, examined and
declared by the City Clerk's Office on August 29, 2012; and
WHEREAS, the City reserved the right to reject all bids in its call for bids, and RCW
35.23.352 provides for the rejection of any or all bids by resolution of the City Council;
and
WHEREAS, it has been determined that the George Long Shops Water /Oil
Separator Project be terminated in whole for public convenience;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
All bids for the George Long Shops Water /Oil Separator Project are hereby rejected
for public convenience.

Staff is seeking Council approval of a resolution that rejects all bids that vvere submitted for the Water /Oil
Separator Project at the George Long Shops.
The City vyill soon be looking at a comprehensive Facilities Plan that vyill call for the replacement of the
existing George Long Shops (that sertirices facilities and fleet). In consideration of the Facilities Plan, Public
Works staff believes it is in the best financial interest of the City to delay the Water /Oil Separator Project
and make only minimal improvements to the Shops, as required to meet compliance of the City's NPDES
Permit. Staff will return to Committee late this year or early next year with a temporai fix to this concern
v, -hich is anticipated to cost approximately and is expected to last for 5 -10 years. Project monies
Nyill come from the 303 Fund.
Committee Chair Robertson requested that the informational memo provided to Council include additional
details as discussed above since the item will be going to the Consent Agenda. UNANIMOUS
APPROVAL. FORWARD TO OCTOBER I CONSENT AGENDA.
B. 2012 Annual Small Drainage ProQram: Supplemental Agreement No. 3
Staff is seeking Council approval for Supplemental Agreement No. 3 with KPG, Inc. in the amount of
$45,500.85 for additional construction management sertirices needed during the construction phase of the
Annual Small Drainage Program.
Staff reported that the last amendment had a limited amount of construction management Nyork, and this
nevv amendment includes field inspections of all sites, geo- technical engineering and testing in support of
outfall repairs at Fort Dent Park. The project still remains within budget. UNANIMOUS APPROVAL.
FORWARD TO OCTOBER I CONSENT AGENDA.
C. Review of the Draft 2012 Surface Water Comprehensive Plan
The draft 2012 Surface Water Comprehensive Plan (SWCP) is nosy complete and ready for revievv by the
Utilities Committee.
The purpose of the Surface Water Comprehensive Plan is to revievv surface Nyater and habitat needs, and
develop a list of projects for incorporation into the City's Capital Improvement Program. Once complete,
this SWCP will replace the 2003) Plan, and include regulations as required under the NPDES Permit, GIS
inventor completed CIP Projects, Tukwila South annexation area, and other nevvly identified needs. Staff
intends to review the entire SWCP over several Utilities Committee meetings. INFORMATION ONLY.

Approve Supplemental Agreement No. 3 to Contract No. 11 -151 with KPG, Inc.
BACKGROUND
KPG's consultant Contract No. 11 -151, along with Supplement No. 1, provided design engineering services for the
2012 Annual Small Drainage Program. Council awarded the construction contract to Green River Construction on
July 2, 2012. KPG's Supplemental Agreement No. 2 provided construction management (CM) support during the
construction phase, but did not include field construction inspection, geotechnical review, testing, field observation,
and reporting.
DISCUSSION
To properly manage this construction project, the City will need additional CM support during the construction
phase. With Supplement No. 3, KPG staff will provide additional site inspections; reviews for material submittals,
change order requests; and as -built drawing preparation. Also, KPG will provide a subcontractor for geotechnical
site observation and testing in support of the outfall repairs located at the Fort Dent Park levee. Tukwila CM staff
will provide the majority of the CM work and limited field inspections.
BUDGET SUMMARY
Supplement No. 3 with KPG was carefully reviewed and is reasonably priced for the consultant work.
RECOMMENDATION
Council is being asked to approve Supplemental No. 3 to Contract No. 11 -151 with KPG, Inc. in the amount of
$45,500.85 for additional construction management services for the 2012 Annual Small Drainage Program and

PROJECT: 2012 Small Drainage Program Construction Observation Services
This SUPPLEMENTAL AGREEMENT NO. 3 is to supplement the agreement entered into with KPG,
Inc. and the City of Tukwila, which was executed on the 6"' day of December, 2011.
All provisions in the basic agreement remain in effect, except as expressly modified as follows:

with the scope of work included as Exhibit A.
Article 4, Payment, shall be modified as follows:
Payment for work provided by Consultant shall be made as provided on Exhibit B, attached hereto,
provided that the total amount of payment to the Consultant for this work not exceed $45,500.85 without
express written modification. of the Agreement signed by the City. The new total contract shall not exceed
$168,301.14 without express written modification of the Agreement signed by the City.

Supplement No. 3
Construction Observation
Scope of work
August 29, 2012
The Consultant shall provide part time construction observation services including preparation of
daily reports, quantity tracking and general coordination of Contractor activities in accordance with
the project Plans and Specifications. This supplement also provides for specialty geotechnical
inspection and testing for levee reconstruction associated with the improvements near Fort Dent
Park. The scope of services and associated cost of services (Exhibit B) are based upon the
assumptions outlined below.
A. Field Observation: The Consultant shall provide the services of one part -time project
engineer, part -time inspector, and other tasks necessary to monitor the progress of the
work. Inspection staff shall oversee all work to be performed indentified in the Contract
Documents and will observe the technical progress of the construction, including day -to -day
contact with the Contractor and the City. The budget assumes field observation services will
require approximately 75% observation for 90 calendar days.
By providing inspection oversight, the Consultant shall assume no responsibility for
construction means, methods, or job site safety. The presence of the Consultant's
personnel at the construction site is for the purpose of providing to the City a greater degree
of confidence that the completed work will generally conform to the Contract Documents
and that the integrity of the design concept as reflected in the Contract Documents has
been implemented and preserved by the construction Contractor(s). The Consultant's
personnel shall act in accordance with Section 1 -05.1 and 1 -05.2 of the current WSDOT
Standard Specifications. The Consultant will endeavor to protect all parties against defects
and deficiencies in the work of the Contractor(s), but cannot guarantee the Contractors'
performance and shall not be responsible for construction means, methods, techniques,
sequence of procedures, or for safety precautions and programs in connection with the
work performed by the construction Contractor(s) and any subcontractors. Field observation
staff will perform the following duties on a part time basis as a matter of their daily activities:
Prepare daily construction reports for those days on -site, detailing the
Contractors operations performed; measure the quantities of materials
installed; log equipment and staff used; and other associated information.
Respond to questions which may arise as to the quality and acceptability of
material furnished, work performed, and rate of progress of work performed by
the Contractor, including response to related questions from adjacent property
owners and the general public.
Provide periodic photographs during the course of construction. Photographs
will be in digital format and cataloged by date.

Staff is seeking Council approval for Supplemental Agreement No. 3 with KPG, Inc. in the amount of
$45,500.85 for additional construction management sertirices needed during the construction phase of the
Annual Small Drainage Program.
Staff reported that the last amendment had a limited amount of construction management Nyork, and this
nevv amendment includes field inspections of all sites, geo- technical engineering and testing in support of
outfall repairs at Fort Dent Park. The project still remains within budget. UNANIMOUS APPROVAL.

C. Review of the Draft 2012 Surface Water Comprehensive Plan
The draft 2012 Surface Water Comprehensive Plan (SWCP) is nosy complete and ready for revievv by the
Utilities Committee.
The purpose of the Surface Water Comprehensive Plan is to revievv surface Nyater and habitat needs, and
develop a list of projects for incorporation into the City's Capital Improvement Program. Once complete,
this SWCP will replace the 2003) Plan, and include regulations as required under the NPDES Permit, GIS
inventor completed CIP Projects, Tukwila South annexation area, and other nevvly identified needs. Staff
intends to review the entire SWCP over several Utilities Committee meetings. INFORMATION ONLY.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, ADOPTING A FINANCIAL RESERVE
POLICY TO MAINTAIN AN ADEQUATE FUND BALANCE,
ALLOWING MITIGATION OF RISKS TO REVENUES.
WHEREAS, for the well -being and sustainability of the community, its residents,
and businesses, it is important that the City of Tukwila be prepared to respond to any and
all situations that could result in a risk and/or crisis to the City's finances, including but not
limited to revenue shortfalls and unanticipated expenditures; and
WHEREAS, it is the responsibility of the City Council of the City of Tukwila to provide
policy direction for the City's biennial budget through the passage of motions and
ordinances, adoption of resolutions, and final approval of said budget; and
WHEREAS, a financial reserve policy establishes, attains, and restores minimum
fund balances, including self- insured health care reserve funds, and specifies review and
reporting of such;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. At the close of each fiscal year, the General Fund balance and the
Reserve Fund balance shall each equal or exceed 10% of the previous year General
Fund revenue, exclusive of significant non operating, non recurring revenues such as
real estate sales or transfers in from other funds. In regard to the Enterprise Funds, at
the close of each fiscal year the unrestricted fund balance shall equal or exceed 20%
of the previous year revenue, exclusive of significant non operating, non recurring
revenues such as real estate sales, transfers in from other funds or debt proceeds.
Section 2. All expenditures from the Reserve Fund shall be authorized by the City
Council.

Section 3. The prescribed minimum fund balances outlined in Section 1 shall be
attained no later than the end of the 2014 fiscal year. Should a fund balance decline
below the prescribed minimum balance after 2014, City Administration shall establish
a plan, no later than the end of the fiscal year following the year of decline, to restore
the fund balance to the prescribed minimum level. The plan shall be presented to and
approved by the City Council.
Section 4. In regard to the self- insured health care funds, the City shall maintain a
reserve balance in each of its self- insured health care funds in an amount equal to 2.5
times, or 250 of the actuarially determined IBNR (incurred but not reported)
reserve. The contingency reserve balance will be combined with the IBNR reserve
balance and recorded as one liability in each of the self- insured health care plan
funds.
Section 5. A report showing compliance with the Financial Reserve Policy shall
be provided to the City Council on an annual basis, no later than July 1 of each year.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUKWILA, WASHINGTON, REPEALING ORDINANCE
NO. 2266 RELATING TO THE CITY'S CASH RESERVE
POLICY, AS CODIFIED AT TUKWILA MUNICIPAL CODE
CHAPTER 3.34; PROVIDING FOR SEVERABILITY; AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, Ordinance No. 2266 sets forth the process for adopting and
incorporating a fiscal reserve policy for the City; and
WHEREAS, Ordinance No. 2266 requires that amendments to the policy be
approved by the Finance Safety Committee; and
WHEREAS, this amendment process is in conflict with the regular and usual
practice of the City Council to set fiscal policies as the entire Council, rather than as
any individual three member Council Committee; and
WHEREAS, in order to conform with its usual practice for amendment of fiscal
policies, the City Council desires to repeal Ordinance No. 2266 and continue to set
policy as a whole Council via resolution or other designated means;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY ORDAINS AS FOLLOWS:
Section 1. Repealer. Ordinance No. 2266 is hereby repealed in its entirety.
Section 2. Corrections by City Clerk or Code Reviser., Upon approval of the
City Attorney, the City Clerk and the code reviser are authorized to make necessary
corrections to this ordinance, including the correction of clerical errors; references to
other local, state or federal laws, codes, rules, or regulations; or ordinance numbering
and section /subsection numbering.

Section 3. Severability. If any section, subsection, paragraph, sentence, clause or
phrase of this ordinance or its application to any person or situation should be held to be

remaining portions of this ordinance or its application to any other person or situation.
Section 4. Effective Date. This ordinance or a summary thereof shall be published
in the official newspaper of the City, and shall take effect and be in full force five days
after passage and publication as provided by law.

ISSUE
Approve a Resolution setting a Public Hearing date for November 5, 2012 to consider amending
the street vacation ordinance for the old Southcenter Parkway.
BACKGROUND
The Tukwila South Development Agreement (see section 4.11 of Ordinance No. 2233) set the
stage for the vacation of the old Southcenter Parkway and Frager Road right -of -way.
Ordinances Number 2239 Frager Road) and 2240 (Southcenter Parkway) provided authority
and details for these two street vacations.
DISCUSSION
Ordinance Number 2240 inadvertently failed to address replacement access for two parcels
located along Southcenter Parkway right -of -way. In order to address the access needs of these
two parcels, the City desires to amend Ordinance 2240 to provide replacement access to these
parcels. The first step in the process is a Resolution setting a Public Hearing date of November
5, 2012 to consider the proposed amendment.
RECOMMENDATION
Council is being asked to approve the Resolution which will set a date for the Public Hearing on
November 5, 2012 and consider this item at the October 1, 2012 Regular Meeting.

WHEREAS, on June 8, 2009, the City Council of the City of Tukwila passed
Ordinance No. 2240, vacating portions of the existing Southcenter Parkway right -of -way
for the Tukwila South Project; and
WHEREAS, Ordinance No. 2240 inadvertently failed to address replacement
access for two parcels located along the Southcenter Parkway right -of -way; and
WHEREAS, in order to address the access needs of these two parcels, the City

WHEREAS, pursuant to RCW 35.79.010, a public hearing on the amended street
vacation must be set by resolution;

Section 1. A public hearing regarding the vacation of a portion of the right -of -way
abutting Southcenter Parkway, more particularly described on the attached map and
legal description, shall be held before the Tukwila City Council in the City Council
Chambers at Tukwila City Hall, 6200 Southcenter Boulevard, Tukwila, Washington, on
November 5, 2012, which is not less than 20 nor more than 60 days from the date of
passage of this resolution, at which time all persons interested in said right -of -way
vacation are invited to appear and be heard.

Road and Interstate 5 on the west; and the Green River on the east; and
WHEREAS, the Tukwila South Property is located within an Urban Growth Area and
is appropriate for urban development pursuant to the Growth Management Act and the
City's adopted Comprehensive Plan; and
WHEREAS, La Pianta intends to develop the Tukwila South Property consistent with
the Tukwila South Master Plan, which envisions the creation of a major new employment
and housing base on the Tukwila South Property; and
WHEREAS, the City Council accordingly desires to enter into a Development
Agreement with La Pianta LLC for the Tukwila South development; and
WHEREAS, a public hearing was held for this Development Agreement on May 18,
2009;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY ORDAINS AS FOLLOWS:
Section 1. Development Agreement Adopted. The City of Tukwila hereby adopts the
"Development Agreement by and between the City of Tukwila and La Pianta LLC, for the
Tukwila South Development," a copy of which is attached hereto as "Exhibit A" and by this
reference fully incorporated herein.
Section 2. Severability. If any section, subsection, paragraph, sentence, clause or
phrase of this ordinance or its application to any person or situation should be held to be
invalid or unconstitutional for any reason by a court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect the validity or constitutionality of the
remaining portions of this ordinance or its application to any other person or situation.
Section 3. Effective Date. This ordinance or a summary thereof shall be published in
the official newspaper of the City, and shall take effect and be in full force five days after
passage and publication as provided by law.

200TH STREET, FOR THE TUKWILA SOUTH PROJECT; PROVIDING FOR
SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the "Tukwila South Project" comprises approximately 512 acres of real
property, and La Pianta LLC owns or controls approximately 503 of those acres, which
is known as the "Tukwila South Property," generally located between the boundaries of
South 178th Street /South 180 Street on the north; South 204 Street on the south;
Orillia Road and Interstate 5 on the west; and the Green River on the east; and
WHEREAS, the Tukwila South Property is located within an Urban Growth Area
and is appropriate for urban development pursuant to the Growth Management Act,
and the City's adopted Comprehensive Plan; and
WHEREAS, La Pianta intends to develop the Tukwila South Project consistent with

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY ORDAINS AS FOLLOWS:
Section 1. Findings and Conclusions. The City Council makes the following
findings and conclusions:
Upon completion of the extension of Southcenter Parkway in a new alignment
along the west edge of the valley floor as described in the Development Agreement,
portions of Frager Road from approximately existing City limits as of the adoption of
this ordinance to South 200th Street will not be needed for right -of -way and public
vehicular travel as part of the City's street system and there is no remaining public use
or benefit to these portions of Southcenter Parkway following the dedication of the
right -of -way necessary for the new Southcenter Parkway alignment.
Section 2. Street Vacated. After making the above findings regarding the proposed
street vacation, the City Council finds that the easement for public vehicular travel on

Frager Road from approximately existing City limits, as of the date of ordinance
adoption, to South 200th Street, as the right -of -way is more particularly described in

Section 3. Consideration. The consideration for this vacation is La Pianta LLC's
obligations to the City in the Development Agreement.
Section 4. Conditions Precedent. The following conditions shall be met prior to
vacation of portions of Frager Road right -of -way:
1. La Pianta LLC shall dedicate all right -of -way necessary for the realignment and
construction of relocated Southcenter Parkway along the east edge of the valley as
described in the Tukwila South Project Development Agreement adopted by City
Council by Ordinance No. 2233
2, The construction of the relocated Southcenter Parkway in the new alignment
shall be complete as described in the Tukwila South Project Development Agreement
adopted by the City Council by Ordinance No. 2213
3. La Pianta LLC has delivered to escrow the deed for the donation of land for the
Fire Station as described in the Tukwila South Project Development Agreement adopted
by the City Council by Ordinance No. 2233
Section 5. Severability. If any section, subsection, paragraph, sentence, clause or
phrase of this ordinance or its application to any person or situation should be held to
be invalid or unconstitutional for any reason by a court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect the validity or constitutionality of the

Section 6. Effective Date. If La Pianta, LLC provides proof of compliance with all
conditions precedent to this vacation, the street vacation shall be effective. Otherwise,

hereby directed to record a copy of this ordinance. This ordinance or a summary thereof
shall be published in the official newspaper of the City, and shall take effect and be in
full force five days after passage and publication as provided by law.

Report for October 1, 2012 Regular Council Meeting

The City Administrator Report is meant to provide the Council, staff and community an update
on the activities of the City and on issues that concern Tukwila. The report consists of
information provided by the Executive Team, with editing and input by the City Administrator.

I. Intergovernmental and Local Issues Update
MEETINGS
City Staff Recognition and Wellness Event: On September 19, the City staff were
recognized for their commitment to public service in Tukwila as part of the City's annual
gathering sponsored by the Wellness Committee. This event was well- attended by staff
from every City department and was a good way for staff members to reconnect with each
other and celebrate together.
King County Solid Waste Interlocal Agreement City Negotiation Team: On
September 24, City Administrator David Cline attended the first meeting of the Suburban
Cities Association (SCA) negotiating team that will be working through November 2012 to
continue discussion on a new Solid Waste Agreement with King County. The current
agreement terminates in 2028, and a new agreement is expected to extend this agreement
to 2040. A group of four City Managers /Administrators and the Executive Director of SCA
were tasked with restarting these discussions which reached an impasse this summer.
Through the diligent work of SCA, the Public Issues Committee, the Regional Policy
Committee and several cities, these discussions have been restarted and all parties are
hopeful it will lead to a successful resolution in the upcoming months.
II. Department Updates
MAYORS OFFICE
Business Engagement: On September 13, staff attended the open house at the Executive
Support Center on Interurban Avenue. The Center provides virtual office space and office
space rentals. The newly remodeled facility provides more offices and includes a video
conference room and "smart" white board, which is an interactive display that connects to a
computer and projector.
Association of Washington Cities (AWC): On September 18, staff attended the AWC
candidates' forum held in SeaTac. The candidates for governor and attorney general spoke
on issues related to municipalities.

TUKWILA MUNICIPAL COURT
Faith Based Summit on Domestic Violence (DV): The Tukwila Municipal Court is
partnering with the Federal Way Municipal Court, Washington State Courts Gender
Justice Commission, Integrity Life Church and NW Family Life to host a Faith Based Summit
on domestic violence. This collaboration supports the desire of the courts to educate the
faith based community on domestic violence and the responsibility of the courts, probation,
DV advocacy, and treatment agencies. The training will be conducted on October 20 at
Federal Way City Hall Council Chambers and Municipal Court.
Fiscal Responsibility: In an effort to collect on outstanding debt owed to the courts on
aged collection cases, Tukwila Municipal Court has signed an agreement with Merchants
Credit Association (MCA). Services will go in effect in October of 2012.
HUMAN SERVICES
Building Relationships: On September 18, staff attended a meeting for the community
grants program through the Growing Transit Communities Partnership. This partnership
provides resources to community organizations to increase participation of under-
represented communities in shaping the future of transit station areas in their
neighborhoods. Tukwila gains valuable information from grantees on their needs and
establishes channels to further communication with the City.
COMMUNITY DEVELOPMENT
Intergovernmental: Staff made a presentation to the Puget Sound Regional Council's
Growth Management Policy Board (GMPB) on the status of Tukwila's Manufacturing/
Industrial Center (MIC). The GMPB is preparing to implement the regional Vision 2040 plan
policies that address these hubs for jobs and transportation. Staff used the opportunity to
advocate for the construction of the deferred Boeing Access Road Station.
Linking Transit and Development Working Group: Staff attended the fifth King County
Metro stakeholder meeting on September 11. Sound Transit provided a presentation
illustrating how new Link Light Rail service is coordinated with Metro to reduce duplicated
transit service provided between the two agencies. Representatives in attendance stressed
the importance of Metro conducting a thorough analysis to ensure feeder service to transit
stations and other activity centers is maintained prior to service hour reductions or
elimination of bus routes. Metro will have a draft update to the Service Guidelines for review
at the next meeting on November 14.
Right Size Parking: Staff attended the September 18 meeting regarding the right size
parking study being undertaken by King County Metro. Overbuilding of parking supply leads
to increased auto ownership, vehicle travel, congestion and housing costs. King County
Metro is striving to encourage land uses and policies that overcome these barriers. The
next steps will be for King County to create some demonstration projects such as a regional
policy and pricing gap analysis, a model code, and further web testing. Representatives
from King County and their consultant will attend the Tukwila International Boulevard Action
Committee (TIBAC) meeting in October to explain the project and share findings.
CROSS DEPARTMENTAL
Restore the Duwamish Shoreline Challenge: On September 14, the Boeing Employees
Credit Union (BECU), Forterra, CBRE Real Estate group, and Tukwila hosted the kick -off
event for the Restore the Duwamish Shoreline Challenge. Councilmembers Kathy
Hougardy, De'Sean Quinn, Dennis Robertson, and Verna Seal, City Administrator David
Cline, BECU President Benson Porter, and Forterra CEO Gene Duvernoy participated.
Approximately 75 people representing over six businesses attended the event and most
participated in the shoreline restoration. The next work party is scheduled for October 12.

PUBLIC WORKS
Seattle City Light LED Street Light Conversion: Seattle City Light has completed the
conversion to LED street lights on minor residential streets. These street lights are owned
and maintained by Seattle City Light on their wood poles. The Tukwila owned LED street
lights will be converted as budget and time allows over the next few years.
Seattle City Light Franchise Agreement: Staff is participating with the other suburban
franchise cities (Shoreline, Lake Forest Park, Burien and SeaTac) to explore a template
Franchise Agreement. Tukwila's current franchise with Seattle City Light does not expire
until 2018, while the other cities are facing expirations in 2013 -2014. The advantage to
Tukwila in working with this suburban city consortium is to get the best agreement for all
cities.
PARKS AND RECREATION
Community Heritage Culture Celebration: On September 22, the Community Heritage
and Culture Celebration event was held at Foster High School. The highlights of the event
included performances by Mambo Cadillac, La Caravan, the Bhutanese Student Club from
Foster High School, and the Mexican Dance group that consists of students from Tukwila
Elementary, Cascade View Elementary and Showalter Middle School. The event also
included exhibitor booths, cultural arts and crafts activities and free food samples from
Tukwila area restaurants that were provided to the 250 attendees.
Tukwila Community Center Snack Program: The Afterschool Program began
participation in the Child and Adult Care Food Program CACFP) at the beginning of the
school year. CACFP is a federal grant reimbursement program for serving lunches and
snacks that meet certain healthy food guidelines. Tukwila is participating in the snack
program, and staff will be investigating the lunch program reimbursement process for senior
lunches.
Recreation Division Outreach Communications: Through collaboration with the IT
Department, City Clerk's Office, and the City Attorney's Office, staff have set -up a website
for Tukwila Sports Leagues at www.teamsideline.com \tukwila. This website allows the
posting of schedules, standings, gym times, and registration information. Staff can also
send real -time alerts on updates and closures, providing quick and timely communications
to participants. Recreation Division staff will be a vendor at the NW Event Show on
September 27 to promote the Tukwila Community Center as a rental facility.
III. Responses to Council /Citizen Inquiries
Follow -up from City Council meeting of 6/11112 regarding feeding seagulls in the
Bartell Drugs parking lot: The issue was researched and reviewed by legal staff, and it is
not illegal to feed the seagulls. The City does not currently have responsibility or authority to
take enforcement action.
Follow -up from City Council meeting of 6/18/12 regarding citizen's homes being
egged in the Cascade View area: The Police Department has followed up on this issue,
and it has not been an ongoing problem. No further action is necessary at this time.
Follow -up from City Council meeting of 8/6/12 regarding resident parking at Starfire
Sports: It is the responsibility of Tukwila residents to identify themselves when entering the
park to obtain free parking.

Follow -up from City Council meeting of 9/10/12 regarding:
13936 51 st Ave South Vacant Lot with overgrowth and construction debris. The property
has been foreclosed and is now owned by Union Bank. Previous notices were sent to the
former property owner, who responded that he no longer owns the property. A new
courtesy notice has been mailed to Union Bank requesting compliance by October 1, 2012.
13906 51 st Ave South Vacant fire damaged structure. An Unfit Building Hearing Notice will
be sent to the property owner requiring a hearing before the Tukwila Improvement Officer.
A second house on the same property is unoccupied and vacant and appears to be secure.
This structure will be included in the Unfit Building hearing with the property owner.
