MINUTES REGULAR MEETING CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROL CALL Mayor Pro Tempore Seal called the Regular Meeting of the Tukwila City Council to order at 7:05 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie, Dennis Robertson, Verna Seal, Allan Ekberg, Kathy Hougardy, De'Sean Quinn and Kate Kruller. CITY OFFICIALS David Cline, City Administrator; Nick Olivas, Fire Chief; Mike Villa, Police Chief; Vicky Carlsen, Deputy Finance Director; Mary Miotke, IT Director; Kimberly Matej, Council Analyst; Christy O'Flaherty, City Clerk. CITIZEN COMMENTS There were no citizen comments. Mayor Pro Tempore Seal acknowledged Alex Bookless in the audience, a boy scout working on a citizenship project. Alex explained that he is a member of Boy Scout Troop #398, and he is working toward attainment of a citizenship badge. The Councilmembers exchanged comments with Alex and thanked him for attending the Council meeting. CONSENT AGENDA a. Approval of Minutes: 9/4/12 (Regular Mtg.) b. Approval of Vouchers #361409- 361498 and #120901 120902 in the amount of $1,857,090.96. c. Authorize the acceptance of the Washington State Military Homeland Security grant for emergency management in the amount of $82,388.00. [Reviewed and forwarded to Consent by Finance Safety Committee on 915112.] MOVED BY DUFFIE, SECONDED BY ROBERTSON THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 7 -0. REPORTS a. Mayor Mayor Haggerton was not present. b. City Council Councilmember Ekberg attended the Southwest King County Chamber of Commerce meeting on September 14, 2012 which was conducted at the Port of Seattle. It was reported at this event that Sea -Tac Airport is an international hub with airport volumes at higher levels than prior to the recession. Councilmember Hougardy attended the "Restore the Duwamish Shoreline" event on September 14, 2012. She extended appreciation to the Boeing Employees Credit Union (BECU) for their work on this important partnership. On September 15, 2012, she attended a "walk" sponsored by the Genesis Project, which Tukwila City Council Regular Meeting Minutes September 17, 2012 Page 2 of 2 exists to offer hope and new life to young women and girls involved in domestic minor sex trafficking. This group partners with the Tukwila Police Department to seek solutions to this growing problem. Councilmember Quinn attended the "Restore the Duwamish Shoreline" event on September 14, 2012. He acknowledged the positive partnership between BECU, Forterra and the City of Tukwila. He also commended City staff for their work on this event, which was hands -on and labor intensive. He suggested that it may be beneficial for the Council to get out on the river and view the area from that vantage point. Councilmember Kruller attended the Suburban Cities Association Public Issues Committee (PIC) meeting on September 12, 2012. She provided an Equity and Social Justice Report for the Mayor that was distributed at the meeting. She offered the reminder that the City employee recognition event is September 20, 2012 at the Tukwila Community Center. Mayor Pro Tempore Seal had the honor of representing Mayor Haggerton at the "Restore the Duwamish Shoreline" event on September 14, 2012. She hopes to see similar projects along the Duwamish to complement the ongoing efforts by the Council to protect the people who work and live along the river. c. Staff David Cline, City Administrator, referenced the City Administrator Report in the Council packet and offered to answer any questions. Additionally, he relayed that he would work toward a river trip for the Council to view the shoreline and the annexation area. Councilmember Hougardy offered positive comments regarding the items in the City Administrator Report. d. City Attorney The City Attorney was not present. e. Intergovernmental Kimberly Matej, Council Analyst, distributed materials for the budget work session that will be conducted on September 19, 2012. MISCELLANEOUS Councilmember Quinn inquired about offering a shuttle service from City Hall on the weekends for those who attend the University of Washington and Seahawks football games. This could possibly be a revenue generator for the City. ADJOURNMENT 7:28 p.m. MOVED BY DUFFIE, SECONDED BY KRULLER THAT THE TUKWILA CITY COUNCIL MEETOG BE ADJOURNED. MOTION CARRIED 7 -0.
