HomeMy WebLinkAboutCivilService 2012-09-10 Minutes5W 47A ff0i /f R September 10, 2012 Jim Haggerton, Mayor The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Dennis Sivak, Ron Johnston and Carol Zuvela. Others in attendance were Fire Chief Nick Olivas, Assistant Police Chief Bruce Linton, firefighters Dawn Judkins and James Booth (representing lAFF local #2088) and Kim Gilman, Civil Service Examiner. CALL TO ORDER 5:01 p.m. Chair Sivak called the meeting to order. APPROVAL OF MINUTES GENERAL BUSINESS MOVED BY JOHNSTON, SECONDED BY ZUVELA THAT THE MINUTES OF THE TUKWILA CIVIL SERVICE COMMISSION MEETING HELD ON AUGUST 6, 2012, BE APPROVED. MOTION CARRIED. Civil Service Rule IX Chief Olivas recommended a rule change affecting the way the City determines ranking on an eligibility list if two candidates have the same score. He proposed that if two candidates share the same score, their names shall be listed alphabetically and that they share the same ranking. Further, he stated that if there is a promotion, there should be an exception to the Rule of Three so that the candidates with the same score be interviewed. He expressed his belief that the current rules are arcane, and that as a Chief he would like to see all candidates with the same score interviewed for a promotional opportunity. He directed Commissioners' attention to the current eligibility list for Fire Captain where two candidates tied for #1, and two candidates tied for #5 on the list. A copy of the proposed revision was distributed to those in attendance. Kim also distributed guidance from Steve DiJulio addressing tied scores, as well as a copy of the City of Renton's Civil Service Rules which implement this guidance. The guidance recommends that Cities look to individual test components and whichever candidate scored the highest on F 1 11 f r r r r the most heavily weighted component should receive the higher placement on the list. Chief Olivas also recommended a revision to how seniority is determined for two candidates that start work on the same day. He explained that seniority in this case should be determined by whichever candidate was chosen first by the Department. Chief Olivas explained that in addition to determining staff selected for layoffs, the seniority list also is used for Kelly and Vacation Day picks. Commissioners asked clarifying questions of the Chief. Assistant Chief Linton expressed concern about changing the rules and how that would affect the current Fire Captain's eligibility list. Commissioners agreed to table this item till the October meeting, at which time the Police Department could offer their response to the proposed revision. FIRE DEPARTMENT BUSINESS Staffing Update Chief Olivas reported that there is one Battalion Chief out on medical leave, and the Department will learn soon whether this person is able to come back to work light duty. Extension of List Chief Olivas requested to extend the current Fire Captain's eligibility list. This list is set to expire on November 6, 2012. The Chief will bring a memo documenting the request to the October meeting. POLICE DEPARTMENT BUSINESS Staffing Update Assistant Chief Linton reported that one officer has returned after a 6 year military leave. The City will have 5 entry -level candidates entering the Police Academy next week. In addition to that, 1 candidate will be entering the October Academy due to a short-term medical restriction. There are 2 candidates currently in the background process. Currently, all pipeline positions have been filled, but the •'r /r :/t r r, Department is anticipating a couple of vacancies before the end of the year. Transport Services Officer An eligibility list for Transport Services Officer was submitted for Commissioners' approval. The list contained 5 names. OTHER BUSINESS Kim reminded Commissioners that the annual Civil Service Conference will be held September 18 -19 in Wenatchee. Both Kim and Commissioner Johnston plan to attend.
