SUBJECT: Report for November 19, 2012 Regular Council Meeting
The City Administrator Report is meant to provide the Council, staff and community an update
on the activities of the City and on issues that concern Tukwila. The report consists of
information provided by the Executive Team, with editing and input by the City Administrator.
Please let me know if you have any questions or need additional information about any of the
following items, and please feel free to contact any of the department heads for additional
information.
Intergovernmental and Local Issues Update
MEETINGS
King County City Administrators /Managers Monthly Meeting: At the meeting on
November 7, the following items were discussed: (1) Review of the State pension system,
focusing on the increase in PERS rates due to the previous decrease that impacted the
health of the fund. In contrast, LEOFF 2 rates are projected to remain stable due to solid
rates over the past several years. (2) Review of election results. Local city and Association
of Washington Cities (AWC) representatives discussed the success of several city initiatives,
including Snoqualmie's Public Safety, Parks and Street measure, Kirkland's Parks
measures, Mercer Island's fire station, and Normandy Park's levy lid lift. Kent's park and
street measure was not approved. AWC will continue to track the impact of statewide
measures.
Solid Waste Interlocal Agreement: The City Administrator has concluded more than a
month of negotiations as part of a City team working with King County to create a new long-
term solid waste agreement. A tentative agreement has been reached and will hopefully be
finalized by the end of month. This will be discussed over the next few months, with a final
adoption planned for the first quarter of 2013.
Automated Fingerprint Identification System (AFIS): The City Administrator is
concluding his role as Chair of the AFIS Advisory Committee after six years of involvement
with this organization and successful regional initiative. He will be working with the
Suburban Cities Association to appoint a new City administrator /manager representative.
The recent success of renewing the AFIS levy by the community will ensure that this
important resource remains funded for another six years.
African Business Association of Puget Sound ABAPS): On November 9, Human
Services and Economic Development staff attended a meeting at the offices of the Somali
Community Services Coalition. ABAPS presented results of a survey of African owned
businesses and led a discussion of business needs.

II. Department Updates
MAYORS OFFICE
Milestones: On October 30, Mayor Haggerton participated in signing the Tukwila Village
Disposition and Development Agreement with Bryan Park, Manager for Tukwila Village
Development Associates and Jay Woolford, Executive Director of the Senior Housing
Assistance Group. The photo is on the City's website.
Chamber of Commerce: On November 6, Councilmember Hougardy and Economic
Development (ED) staff attended the Chamber Government Affairs meeting. Staff from ED
presented an update on Tukwila Village.
Strategic Planning: A Community -wide Open House, followed by a City Council workshop,
was held at the Tukwila Community Center on November 8. These meetings gave staff and
the consultant an opportunity to share the most recent draft Strategic Plan with the
community and Council and collect additional feedback and ideas.
HUMAN SERVICES
Community Engagement: On November 10, staff participated in the GlobaltoLocal
sponsored health fair at Showalter Middle school. On November 1 and November 15, staff
attended the Thorndyke and Tukwila Elementary school Care nights.
Increasing Access to Services: In October the Metro Hyde Shuttle provided 285 one -way
trips to community members. This was their largest month ever, showing increased use and
demand in the Tukwila /SeaTac area.
COMMUNITY DEVELOPMENT
Tree and Environment Advisory Committee Meeting: The Tree and Environment
Advisory Committee held its second meeting on November 1. The Committee heard two
presentations the first from Linden Lampman, an Urban and Community Forestry
Specialist with the Washington State Department of Natural Resources regarding the
"Benefit of Trees." The second speaker was Ian Scott, a project developer with Davey
Resource Group, the consulting firm the City hired to prepare the Urban Tree Canopy
Assessment. Mr. Scott discussed the Draft Tree Canopy Assessment the City received last
week. The Committee's next meeting is November 28.
Permit System Replacement: The Council authorized the Mayor to sign the contract with
CRW on September 4 for the Trakit Permit System, with the following benefits to the City:
5 additional seats of the program at no additional cost (25 for the price of 20)
Field users (code enforcement inspectors) do not count against those seats
Citizen Response Module for free ($10,000 savings)
$15,000 eCityGov Alliance Discount
Maintenance cost increases are limited to 5% every 2 years for at least 10 years
Allows us to offer the benefits of electronic permitting to our customers
Implementation will start immediately with a go live target of September 2013. A Trakit user
group has been initiated to share information with other cities in our area using the system.
Washington State Ridesharing Organization (WSRO) Commute Smart Leadership
Awards: On November 5, the Governor's Commute Smart Awards ceremony was held in
Olympia. Tukwila employer, BECU, was honored with a 2012 Commute Smart Employer
Champion Award for outstanding leadership for committing to reducing its carbon footprint,
with a focus on reducing emissions by implementing a results based Commute Trip
Reduction (CTR) program. City of Tukwila staff member, Maggi Lubov, was honored with
the WSRO Commute Smart Leadership Award for Excellence for her work as a CTR
mentor, advocate and program manager.

Boundary Review Board Public Hearing for the North Highline Annexation: The
Boundary Review Board did not make a decision on Tukwila's Notice of Intent to annex Area
Q of the North Highline Annexation area. They reopened the public hearing, which is
tentatively scheduled for January 8, 2013. The Board has asked for additional analysis
related to the failure of Burien's annexation of Area Y and its impact on Tukwila's proposal
to annex Area Q.
Duwamish Shoreline Restoration Challenge: On November 9, Department of Community
Development and Parks and Recreation staff supported a work party for the Duwamish
Shoreline Restoration Challenge. Approximately 40 volunteers from local businesses and
the community planted native trees and shrubs in an area previously cleared of blackberries.
PUBLIC WORKS
Televising Council Meetings: Puget Sound Access was issued a Notice to Proceed on
October 18, and a kick -off meeting was held with representatives from IT, City Clerk's Office,
Mayor's Office and the Municipal Court. Issues discussed included audio and lighting
upgrades and options for the videographer desk location. Televising is scheduled to begin
in January 2013.
Removal of Hescos SuperSacks: The contractor has removed all Hescos and
Supersacks along the Green River. Pavement restoration will be scheduled for Spring 2013
as this work is weather sensitive. A winter shutdown with the contractor has been
negotiated, and they will be responsible for the safety of the trail during the work
suspension.
TUKWILA POOL METROPOLITAN PARK DISTRICT
Pooch Plunge: On November 4 the Tukwila Pooch Plunge took place to celebrate the last
day the facility was open to the public prior to the construction project. Sixteen dogs
participated, and several spectators were present to watch the dogs swim.
Capital Improvement Project: The Capital Improvement Project began on November 5.
The pool has been drained, the suspended ceiling system and hot water heater have been
removed, and staging /safety items are all put in place. The project is fully underway and on
schedule.
PARKS AND RECREATION
Senior Thanksgiving Dinner: The annual Senior Thanksgiving Dinner was held at the
Tukwila Community Center on November 14. Approximately 150 seniors attended the
event, and about 50 volunteers helped make this event special for seniors. Food was
donated by the Doubletree and California Pizza Kitchen, and entertainment was provided by
Silver Sounds Northwest Senior Choral Group.
POLICE
Food and Toy Drive for the Holidays: The Tukwila Police Department, in collaboration
with Parks and Recreation, is sponsoring a Food and Toy Drive on Saturday,
November 17 from 9:00 a.m. to 5:00 p.m. in the north parking lot of the Westfield
Southcenter Mall near Macy's. Food and cash donations will go to the Tukwila Food Pantry,
which serves the local community. The Tukwila Food Pantry reports they are low on canned
soup and canned fruit, and any non perishable food donations are welcome! The Pantry
also makes use of cash donations to fill gaps in donations and to support the truck used to
pick up donations. After the November event, drop -bins will be placed throughout the City to
collect donations for the annual Holiday Giving Program scheduled for December 8. Toy
donations will go to the Tukwila Community Center program to provide holiday gifts for
needy families who have children attending Tukwila Schools.
