Meeting Minutes

PRESENT

CALL TO ORDER: Committee Chair Quinn called the meeting to order at 5:10 p.m.
I. PRESENTATIONS

II. BUSINESS AGENDA
A. Resolution: Land Use Fee Schedule for 2013-2014
Staff is requesting Council approval of a resolution increasing the fee schedule for land use permits and
processing in the Department of Community Development. The current Land Use Fee Schedule was
adopted by the City Council in 2010 for 2011-2012. At that time, Council direction was to implement a
cost-recovery model for fees. Since then, staff has identified that some permits are not generating enough
revenue through hourly tracking in order to justify the administrative costs of the tracking. In response,
staff is recommending moving to fixed fees in place of the current set retainer plus hourly fees (see
Committee agenda packet for specific details).
In addition to this change, the 2013-2014 proposed Land Use Fee Schedule incorporates a 4% increase in
fees for 2013, and a 2.9% increase in 2014. It is anticipated that this increase will continue to allow cost
recovery. UNANIMOUS APPROVAL.FORWARD TO NOVEMBER 19 CONSENT AGENDA.
B. Ordinances: 2013 Property Tax Levy
Staff is seeking Council approval of two pieces of legislation: an ordinance increasing the City's Regular
Property Tax Levy from the previous year, and an ordinance levying the General Taxes. These ordinances
are presented to the Council for action annually.
According to the King County Assessor, the projected assessed value utilized for Tukwila for the 2013
property tax collection is $4,603,990,258. This amount is subject to change until the final levy rate is
determined by King County. Property tax collection is estimated to be $13.8 — $13.9 million. This amount
represents the maximum 1% increase allowable by law. A public hearing is scheduled for November 13,
2012. UNANIMOUS APPROVAL. FORWARD TO NOVEMBER 13 COW FOR PUBLIC
HEARING AND DISCUSSION.
C. Ordinance: 2012 Budget Amendment AND Information Only: 2013-2014 Budget and CIP
As required by the Revised Code of Washington, staff is seeking Council approval of an ordinance
amending the 2012 Budget. The amendment makes as few adjustments as possible while continuing to
meet statutory requirements. If the City's general fund is not over in total, the City is not required to make
a budget amendment; however, past practice as well as the Tukwila Municipal Code dictates such
processes. General highlights of the budget amendment are listed below:
• Strategic Plan
• Firefighter Labor Agreement
• Employee Reinstatement from 2010 Work Force Reduction

• Municipal Court Staffing Increase (revenue backed)
• Police Neighborhood Resource Center
• Removal of Flood Mitigation Measures
• Indirect Cost Allocations
• Medical Costs
According to staff, expenditures and revenues of the biennial budget are increased by $321,165. A public
hearing is scheduled for November 26, 2012. UNANIMOUS APPROVAL. FORWARD TO
NOVEMBER 26 COW FOR DISCUSSION AND PUBLIC HEARING.
Draft 2013-14 Biennial Budget and CIP
Staff reviewed an informational memo that will be presented to full Council regarding changes made to the
Mayor's Preliminary 2013-2014 Biennial Budget and draft 2013-2018 Financial Planning Model and
Capital Improvement Program since the document was distributed to Council on October 22. The
Committee made suggestions for clarification of items in the memo prior to it being presented to full
Council.INFORMATION ONLY.
D. Bond Issuance for Tukwila Metropolitan Park District (MPD)
Staff presented information to the Committee regarding the need for financing certain capital projects for
the Tukwila Pool. On October 15, 2012, the MPD Board approved moving forward with bond issuance by
the MPD for these projects with a City guarantee. The Committee reviewed the proposed financing method
and accompanying schedule for funding the capital improvements. There will be an interlocal agreement
for the bond issuance which will come forward to Council for action prior to the bond issuance. The
Committee was in support of the schedule and bond issuance, but refrained from making a
recommendation for Council action based on the absence of a draft interlocal agreement in the Committee
Agenda Packet. FORWARD TO FULL COUNCIL FOR DISCUSSION AS APPROPRIATE.
