HomeMy WebLinkAboutCivilService 2012-10-01 Minutes City of Tukwila 6200 aSo t center Boulevard e Tukwila, Washington 98188 Jim Raggerton, Mayor October 1, 2012 The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Dennis Sivak, Ron Johnston and Carol Zuvela. Others in attendance were Assistant Police Chief Bruce Linton and Kim Gilman, Civil Service Examiner. CALL TO ORDER 5:01 p.m. Chair Sivak called the meeting to order. APPROVAL OF MINUTES MOVED BY JOHNSTON,SECONDED BY ZUVELA THAT THE MINUTES OF THE TUKWILA CIVIL SERVICE COMMISSION MEETING HELD ON SEPTEMBER 10, 2012,BE APPROVED. MOTION CARRIED. POLICE DEPARTMENT BUSINESS Staffing Update Assistant Chief Linton reported that Assistant Chief Lincoln retired effective today and that the Department held a retirement party for him that was well attended. He stated that there were 2 police officers candidates and 1 Transport Services Officer candidate currently in the background process. He also stated that Jon Harrison was promoted to the position of Commander effective today. With that promotion, the Police Commander Eligibility List has been exhausted. FIRE DEPARTMENT BUSINESS Fire Captain Eligibility List MOVED BY JONSTON, SECONDED BY ZUVELA THAT THE ELIGIBILITY LIST FOR THE POSITION OF FIRE CAPTAIN BE EXTENDED BY ONE YEAR, ENDING ON NOVEMBER 6, 2013,BY REQUEST OF THE FIRE CHIEF. Eligibility Lists. Assistant Chief Linton advocated a separate rule for Police as it relates to determining seniority for officers starting employment on the same day. Chair Sivak noted that seniority is further explained in Rule XII, Section 2 regarding Layoffs. Commissioners inquired whether Civil Service Rules or Collective Bargaining Agreement language would guide decisions in the event of layoffs. Kim confirmed that language in Collective Bargaining Agreements would rule, and offered to bring copies of the respective sections defining seniority and layoffs to the November meeting. Commissioners also recommended that the revision be made in draft form and reflect the Chief's changes in both Rule IX and Rule XII for greater clarity. Commissioners discussed whether a rule of three could be violated if specifically addressed and agreed upon in the Civil Service Rules. MOVED BY JOHNSTON,SECONDED BY ZUVELA TO TABLE THE VOTE ON THE PROPOSED RULE REVISION UNTIL THE NOVEMBER MEETING WHEN FURTHER INFORMATION CAN BE PRESENTED. MOTION CARRIED. OTHER BUSINESS Kim will report information from the Public Safety Testing's Annual Meeting at the November meeting. Changes are anticipated for 2013. Due to the wildfires in and around Wenatchee, Commissioner Johnston and Kim were unable to attend the Civil Service Conference.
