REQUEST FOR QUALIFICATIONS
Rehabilitation of Sanitary Sewer in the Area of Tukwila’s CBD
Due January 10, 2013 by 5:00 p.m.
The City of Tukwila (City) is requesting a Statement of Qualifications (SOQ) from quality consultants
to provide des ign services for the rehabilitation of the sanitary sewer system in the southeast
quarter of the Central Business District (CBD). The purpose of this request is for qualified
submittals with capabilities for the rehabilitation of the sanitary sewer system .
Please review the full RFQ following this notice.
Any questions regarding this RFQ, the submittal process, or the project should be directed to the
City’s Project Manager listed below. Only e mail communications will be accepted.

Three (3) bound copies of the qualification statements, whether mailed or hand-delivered, must
arrive at the address listed above, no later than 5:00 pm on January 10, 2013. Proposals received
later than the submittal deadline will not be accepted. The City will not be liable for delays in
delivery of responses due to handling by the US Postal Service or any other type of delivery
service. Faxed or emailed submittals will not be accepted. Please reference the RFQ title on all
communications and mailing labels.
Pursuant to State regulations, a qualifications -bas ed selection process will be used to select a
consultant for this project. The selection will be made from the submitted SOQ and subsequent
evaluations.

REQUEST FOR QUALIFICATIONS
CONSULTANT SERVICES
To Develop Plans, Specification and Estimates for the Rehabilitation of the
Sanitary Sewers in The Area of Tukwila’s Central Business District
Due January 10, 2013 by 5:00 p.m.
The City of Tukwila solicits interest from consulting firms with expertise in providing sanitary sewer design
Consultant Services. Consultants will be considered for the following project.
PROJECT SCOPE
The project involves design services for the Rehabilitation of th e Sanitary Sewer System in the south east quarter
of the Central Business District (CBD). The proposed scope of work and deliverables to the City of Tukwila should
include all required components to form a complete set of Bid Documents including:
1. 1. Draft and final Contract Plans with technical details.
2. 2. Special Provisions per the 2012 WSDOT/APWA Standard Specifications for Road, Bridge and
Municipal Construction, including the APWA and City of Tukwila General Special Provisions.
3. 3. City of Tukwila boiler plate bid documents.
4. 4. Engineers Estimate Cost for the project.
See attached map for area. The phases of the proposed construction are:
Phase 1 : Installation of one new sanitary sewer manhole in the 300 block of Andover Park East due to the 600
foot d istance between the existing manholes. The existing sewer line is approximately 14 feet deep and, due to its
location and depth, installation of the new manhole will require dewatering wells be used.
Phase 2: Rehabilitation of the asbestos concrete sewer lines installed in the 1960’s. Rehabilitation of the pipe
lines will be accomplished by installing Cast in Place Pipe (CIPP) or Light Cured Fiberglass Liner to the existing
sewer lines. In addition to installing the pipe linings, all connections to existi ng side sewers will be maintained.
Linear feet of pipe to be relined:
1. 8” Diameter Pipe 3,500 LF
2. 12” Diameter Pipe 4,000 LF
Phase 3 : Rehabilitation of 10 existing manholes with the spraying of Super Coat 2000 onto manhole walls to
reline the badly deteriorated inside surfaces due t o acidic gases generated by sewage flowing in the pipes. In
addition, chemical grout will be injected to stop inflow of ground water into the sanitary sewer system.
The City of Tukwila will provide the consultant GIS mapping of t he project are used by the Consultant as
basemaps for the Contract Plans. The consultant shall provide minimal design ground control surveying, sufficient
for the contractor’s use. The construction contractor will be responsible for any construction survey staking and
as-built plans required for the project.
SUBMITTALS
Submittals should be limited to 15 pages, excluding résumés and any supporting information, and should include
the following information: Firm name, Phone and Fax N umbers, Name of Principal-In -Charge, Project Manager,
and all Proposed Project S taff.
Submittals will be evaluated and ranked based on the following criteria listed in order of importance:
1) Relevant Project experience of key personnel with Sanitary Sewer Rehabilitation Projects. Please include
references for 3 relevant projects.
2) Approach to project.
3) Ability to pro-actively keep projects on schedule and within budget.
4) Personnel availability including a manpower schedule for each key team member.
5) Firm’s experience with Sanitary Sewer Rehabilitation Projects.

accepted. Consultant selection will be based on R FQ review and interviews on a date to be determined.
PRE-SUBMITTAL MEETING
The City will host one pre-submittal meeting to answer any questions about the project. This will be the only time
in the submittal process that reviewers will be available to answer questions on this phase of the project. This
review meeting will be held on Tuesday, January 4, 2013, at 10:00 a.m. in Conference #1 at 6300 Southcenter
Boulevard, Suite 100, Tukwila. Please contact Michael Cusick, PE at the City of Tukwila at
