HomeMy WebLinkAboutRes 0364 - Fair Practices Policy for Equal Employment Opportunity (EEO)CITY OF WASHINGTON RESOLUTION NO. 364 A RESOLUTION OF THE CITY OF TUKWILA ESTABLISH- ING A FAIR PRACTICES POLICY REGARDING EQUAL EMPLOYMENT OPPORTUNITY. -1- WHEREAS it is the policy of the City of Tukwila to promote and afford equal treatment and service to all citizens and assure equal employment opportunity based on ability and fitness to all persons regardless of race, creed, color, national origin, sex, physical handicap or age, and WHEREAS This policy shall apply to every aspect of employment practices, employee treatment and public contract, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, RESOLVE AS FOLLOWS: That the following guidelines are established and shall be the governing policy for all departments of the City of Tukwila: Section 1. EMPLOYMENT. Recruiting, hiring and appoint- ment practices shall be conducted solely on the basis of ability and fitness without regard to race, color, creed, national origin, sex, physical handicap or age. Section 2. PROMOTION. Promotion, downgrading, layoff, discharge and interdepartmental transfer shall be dependent on individual performance and work force needs without regard to race, color, creed, national origin, sex, physical handicap or age, and, whenever applicable, in agreement and in compliance with governing Civil Service Laws and Regulations. Section 3. TRAINING. All on- the -job training and city supported educational opportunities shall be administered without discrimination to encourage the fullest development of individual interests and aptitudes. Section 4. SERVICE AND EMPLOYEE CONDUCT. The City shall deal fairly and equitably with all citizens it serves and all persons it employs. City departments shall maintain the policy that no city facility shall be used in the furtherance of any dis- criminatory practice. Each official and employee shall be re- sponsible to carry out the intent and provisions of this policy. Section 5. COOPERATION WITH HUMAN RIGHTS ORGANIZATIONS. The City shall cooperate to the fullest extent possible with all organizations and commissions concerned with fair practices and equal opportunity employment. Such organizations include but are not limited to, the State Human Rights Commission, the Seattle Human Rights Commission, Seattle Women's Commission and the Seattle Technical Advisory Committee on Aging. Section 6. AFFIRMATIVE ACTION PROGRAM. To facili- tate equitable representation within the city work force and assure equal employment opportunity of minorities and women in City Government, an Affirmative Action Program shall be ini- tiated and maintained by the City of Tukwila. It shall be the responsibility and duty of all City officials and department heads to carry out the policies, guidelines and corrective measures as set forth by this program. Section 7. CONTRACTORS' OBLIGATION. Contractors, subcontractors and suppliers conducting business with the City of Tukwila shall affirm and subscribe to the Fair Practices and Non Discrimination policies set forth therein. Section 8. POSTING OF POLICY. Copies of this policy shall be distributed to all City employees, shall appear in all operational documentations of the City, including hid calls, and shall be prominently displayed in all City facilities.
