HomeMy WebLinkAboutRes 0378 - Federal Law Enforcement Assistance Program WASHINGTON RESOLUTION NO 378 RESOLUTION AUTHORIZING TUKWILA POLICE DEPARTMENT TO PARTICIPATE IN THE FEDERAL LAW ENFORCEMENT ASSISTANaE PROGRAM ADMINIS- TERED BY THE PLANNING AND COMMUNITY AFFAIRS AGENCY OF THE STATE OF WASHINGTON. THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, RESOLVE AS FOLLOWS: That the City of Tukwila, through its Police Department, is hereby authorized to participate in the Law Enforcement Assistance Administration Program administered by the Planning and Community Affairs Agency of the State of Washington, with participation by the City of Tukwila to be as outlined in Exhibit A attached hereto and incorporated herein by reference. Frank Todd Mayor Shirlee Kinney City Clerk of Tukwila. 1. Project: Southcenter Police Cadet Patrol a. State Approved Problem Statement: h1.3.0 Personnel resources and their management are inadequate to meet the demands placed upon law enforcement agencies. b. Goal: To provide a highly visible, aggressive police patrol in the Southcenter shopping complex, aimed primarily at controlling juvenile crime and reducing the incidence of index crime. c. Objective: To reduce the incidence of juvenile larceny by 33% and return a substantial .number of potential youthful offenders (index crime offenses) to the appropriate school or parental authorities without filing criminal charges for truancy violations. A positive statement of the latter objective is to decrease the incidence of juvenile crime by reducing the opportunity for a juvenile to commit crime during school hours. d. Program Description: The police cadet program in operation eight hours cadets will be recruited EXHIBIT A will consist of two full -time positions per day, five days per week. The from law enforcement students enrolled in local community colleges and will be assigned to permanent patrol duty in the Southcenter complex, under the direct super- vision of sworn personnel of the Tukwila Police Department. Both officers and cadets will be furnished with either blazer and slacks or a "skirt -type" uniform. All personnel assigned to this duty would be equipped with a portable radio, but only sworn officers would be armed. Crime prevention is the dominant theme of this project, with particular emphasis on the juvenile offender. The Southcenter patrol will assume direct responsibility for controlling juveniles in the mall area during school hours. Those found to be in violation of state statutes regulating school attendance would be removed from the shopping center and the proper parent or school authorities notified. Expectations are that through an active and intelligent patrol effort a substantial reduction in larceny- shoplifts (particularly those committed by the juvenile offender) should occur. Cadets would, in addition to their primary duty of crime prevention, respond (with the supervising officer) to requests for emergency assistance, as well as crime scene _investigations. This is a first -year funding request with additional LEAA financial support proposed for 1975. e. Evaluation: The Police Department has suggested the recording of all juveniles intercepted and returned to the appropriate authorities by the special cadet patrol as one indication of program effectiveness. Another method which has been proposed is to compare the incidence of criminal offenses by juveniles following the inception of the project with those arrested in a comparable time period in the preceding year. In addition, the program will allow vehicular_ .,patrol units to concentrate on preventative patrol efforts outside. of Southcenter mall, resulting in either a decrease in residential burglaries and auto thefts or an increase in the number of arrests -in- progress for these crimes. f.
