BACKGROUND
The Notice to Proceed for Contract No. 11 -001 with Guy F. Atkinson Construction, LLC of Renton,
Washington was issued on March 14, 2011 for the Tukwila Urban Center Access Project (Klickitat).
The TUC Access project constructed 2,500 linear feet of street improvements on Southcenter
Parkway from Bahama Breeze to south of Strander Boulevard. The street improvements included
a new bridge at the Klickitat Drive intersection over 2 southbound lanes in a tunnel, including storm
drainage, water lines, sanitary sewer, concrete sidewalks, retaining walls, asphalt paving, street
lighting, traffic signals, signage, and roadway re- channelization.
ANALYSIS
Construction was physically completed with conditions on August 28, 2012. Seventy -one (71)
change orders were executed for the project due to various changes on unexpected site
conditions, unanticipated utility conflicts, acceleration of construction schedule, and ADA
standards. Unit price under -runs were due to force account items not completely utilized during
construction. A retainage bond was used by Guy F. Atkinson for the TUC Access Project. The
construction budget was $13,306,216.00.

Accept contract as complete and authorize release of retainage.
BACKGROUND
The Notice to Proceed for Contract No. 12 -091 with ICON Materials of Pacific, Washington was
issued on August 6, 2012 for the 2012 Overlay and Repair Project. This overlay project provided
hot mix asphalt (HMA) paving at 2 locations: Tukwila Parkway from Southcenter Parkway to
Andover Park West and Andover Park West from Midland Drive to South 180th Street. The street
improvements included pavement and paving; removing and replacing concrete curbs, gutters,
sidewalks and ADA ramps; installing traffic loops and junction boxes; adjusting surface utilities to
grade; and installing new roadway channelization.
ANALYSIS
Construction was physically completed with condition on December 31, 2012. Four (4) change
orders were executed for the project due to unexpected site conditions discovered during
construction. Unit price under -runs were due to bid item quantities not fully utilized during
construction. Retainage is being held by the City for this project in the amount of $48,446.37. The
construction budget was $1,071,684.90 with a 10% contingency.

ISSUE
Update on the design and funding status of the TUC Pedestrian /Bicycle Bridge Project.
BACKGROUND
Since 2005, staff and consultant design teams of KPFF Engineers and LMN Architects, have been
working on planning and design of the Tukwila Urban Center Pedestrian /Bicycle Bridge over the Green
River. Council directed staff to design a signature bridge as one of three catalyst projects of the
Southcenter subarea plan's Mall -to- Station vision of a dense, urban, transit and pedestrian - friendly live -
work -play area. The TUC Transit Center and the TUC Access (Klickitat) Project were the two other
catalyst projects listed in the Southcenter Plan.
DISCUSSION
Design work is progressing and the 30% plans are scheduled to be completed in March, with full design
completed before the end of 2013. At this time, funding is not secured for the required ROW or
construction. In October 2012, staff submitted a grant application to the WSDOT Regional Mobility Grant
Program. After being reviewed and scored, the project was ranked and is now the first contingency
project, subject to the State legislature's budgeting process. Staff will know in mid -April if the status of
funding will change. Attachment 1 shows projects currently being recommended for funding as well as a
brief analysis of what may happen between now and the state's final budget for the 2013 -2015 biennium.
The bridge and landing designs are progressing with the Council selected twin tied arch structure. The
final alignment and landing locations have been determined, optimizing the crossing length (and
shortening it by 20% over earlier designs). The west landing concept is fairly fixed but two landing
options are being considered on the east side. Option 1 is a loop and Option 2 is a U- shape. Attachment
2 illustrates the crossing and landing options under consideration, as well as shows the arch bridge. The
last page of Attachment 2 points out some of the high level pros and cons of the two east landing
options.
FINANCIAL IMPACT
There is no specific financial impact as both options fall generally within the budget in the current CIP.

Good morning,
Please find attached the Regional Mobility Grant Ranked Order List of recommended projects to
the legislature. If your application or continuing project is highlighted in green, then you're project
is recommend for funding based upon the scoring criteria detailed in the grant application guide. If
your project is highlighted in orange, then it's on the contingency list.
As you can see from the list the green highlighting ends with the Skagit Transit Everett Connector
Expansion at $37,148,863. This means there are not enough program funds for the next project on
the list being the City of Tukwila Urban Center Pedestrian - Bicycle Bridge over the Green River. The
City of Tukwila project would put us over the top at $41,748,863. The program only gets $40
Million each biennium.
We received 27 applications in the current call for projects. A total of seven people reviewed each
application in various capacities. The scorers and the scoring process are held to the highest
standards out of respect for the effort you have put forth in completing the application. We want
every application to get a fair shake.
I will be happy to talk with you one on one to discuss your grant application later in the week, as I
have a fever at the moment, and plan to go home after I press send.
If your project is currently highlighted in orange please do not despair! It's anybody guess what the
legislature will do with the recommended list.
What happens next? All I can give you are some possible scenarios based upon past experience
with the legislature.
• The legislature often times does not fully fund the Sound Transit grant requests — That
means projects on the contingency list could get funding
• The legislature didn't fund any operating or equipment projects in the 2011 -2013
biennium, but kept the ranking the same. They do that again, then construction projects

on the contingency list could get funding.
• The legislature may give the program more money to fund some projects on the
contingency list.
We simply won't know the final outcome of all this effort until the legislature releases the list
(typically the third week of April), which I will forward to all of you immediately thereafter.
