HomeMy WebLinkAboutCivilService 2013-01-07 MinutesCity of Tukwila 6200 Southcenter Boulevard • Tukwila, Washington 98188 Jim Haggerton, Mayor January 7, 2013 The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Dennis Sivak and Carol Zuvela. Others in attendance were Police Chief Mike Villa and Kim Gilman, Civil Service Examiner. CALL TO ORDER 5:07 p.m. Chair Sivak called the meeting to order. APPROVAL OF MINUTES GENERAL BUSINESS FIRE DEPARTMENT BUSINESS MOVED BY SIVAK, SECONDED BY ZUVELA THAT THE MINUTES OF THE TUKWILA CIVIL SERVICE COMMISSION MEETING HELD ON DECEMBER 3, 2012, BE APPROVED. MOTION CARRIED. The Civil Service Examiner distributed the schedule for Commission meetings in 2013. Unless otherwise noted, meetings will be held on the first Monday of the month at 5:OOpm in Conference Room #3, Tukwila City Hall. Due to the Labor Day Holiday the September meeting will need to be rescheduled. Commissioners discussed postponing the February meeting by one week, due to scheduling conflicts. MOVED BY SIVAK, SECONDED BY ZUVELA THAT THE FEBRUARY COMMISSION MEETING BE POSTPONED TO MONDAY, FEBRUARY 11T1 . MOTION CARRIED. Per civil service rules, Ron Johnston will serve as Chairperson during 2013 and Carol Zuvela will fill the position of Vice Chair. Staffing Update There were no representatives from the Fire Department to provide an update. 1 City of Tukwila 6200 Southcenter Boulevard • Tukwila, Washington 98188 Jim Haggerton, Mayor POLICE DEPARTMENT BUSINESS Staffing Update 70% Passing Threshold for Promotional Tests Discussion Chief Villa reported that with the start of the 2013 -2014 biennial budget, authorized staffing increased to 74 commissioned officers and 2 non - commissioned positions were added to the Department. Staff is currently in the process of conducting a background investigation on a lateral -entry police candidate. There are 6 entry -level officers currently enrolled in the Police Academy, with another scheduled to join the February Academy. There is currently 1 lateral officer in Field Training. Chief Villa announced that in June the City will assign a Sergeant to the regional Auto Theft Task Force as a result of grant funding received. He noted that the Task Force has made a substantial impact on reducing auto theft incidents. Chief Villa requested feedback from the Commissioners in attendance regarding the current passing threshold. The passing threshold of 70% is not currently stated in the Civil Service Rules for promotional tests, but has been the practice of the City. He provided an overview of the promotional testing process and explained that outside assessors that served in the Police Sergeant promotional exam in 2012 utilized a 5 point scale for their ratings. Any candidate that rated below a 3.5 (70 %) on any dimension was deemed to be not ready for promotion. 2 candidates had overall scores lower than 70 %, and therefore were not added to the eligibility list for promotion. Chief Villa noted that he did not call into question the content or methods of testing for that test, but was interested in being able to consider candidates that received scores higher than 60 %. He is considering whether to eliminate the 70% passing threshold altogether, reducing the passing threshold to 60 %, or adding a pass /fail scored oral board component to the promotional testing process. Commissioners discussed the options and asked clarifying questions. At the end of the discussion, the Chief thanked the Commissioners for their feedback and stated that he will bring a proposal forward regarding this issue at the February meeting. 2 City of Tukwila 6200 Southcenter Boulevard • Tukwila, Washington 98188 Jim Haggerton, Mayor ADJOURNMENT 5:43pm MOVED BY SIVAK, SECONDED BY ZUVELA THAT THE REGULAR MEETING BE ADJOURNED.
