The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Dennis Sivak and Ron Johnston. Others in attendance were Police Chief
Mike Villa, Fire Chief Nick Olivas, IAFF Local #2088 President Dawn Judkins, and Kim
Gilman, Civil Service Examiner.
CALL TO ORDER
5:00 p.m. Chair Sivak called the meeting to order.
APPROVAL OF MINUTES

THAT THE MINUTES OF THE TUKWILA CIVIL
SERVICE COMMISSION MEETING HELD ON
NOVEMBER 5, 2012, BE APPROVED. MOTION
CARRIED.
Chair Sivak summarized the reasons behind the
Commission's decision to deny the Fire Chief's request to
add an exception to the Rule of 3 that was posed at the
November meeting. The Commission felt that the
exception language would open a "Pandora's Box" of more
possibilities than the Commission was comfortable with.
Further, the rules state that all candidates should be ranked
in numerical order on the list. For clarity, future lists
should rank all candidates with a unique number, instead of
candidates sharing the same number as a way to state a tied
score. Chair Sivak reported that the Commission would
like to see the language changed to state that a tie would be
broken based on weighted portions of the test, similar to the
rule that the City of Renton employs. Commissioners
agreed with the Chief, the Union, and the candidate that the
current rule is not appropriate and should be changed. The
Fire Chief asked clarifying questions of the
Commissioners. Chief Olivas reported that he was not
opposed to changing the rule for future situations, and that
if there were changes to the existing Fire Captain's list at
this point there might be controversy. He offered to work
with the Union on drafting language that would break a tie

Staffing Update
score based on merit, and present this recommendation at
the February meeting.
Chief Olivas reported that there were 6 staff members out
on disability leave and that the Department has seen an
increase in its overtime spending due to these absences.
There is an entry -level candidate in the background
process. The Department plans to bring that candidate on
board by early January.
POLICE DEPARTMENT BUSINESS
Staffing Update
Revised Position Descriptions
Chief Villa reported that there are currently 8 new officers
in training. Of that, 2 officers started work today in
addition to a new Transport Services Officer. He noted that
there is 1 retirement that will occur at the end of the month,
and that there is 1 officer that remains out on medical leave.
He stated that 1 candidate, Todd Rossi, has been promoted
to a Sergeant and that the remaining Sergeant vacancy will
be filled from the eligibility list in 2013.
The Civil Service Examiner presented revised copies to the
Commissioners on the following non - commissioned
positions in the Police Department:
• Community Policing Coordinator
• Crime Analyst
• Domestic Violence Victim Advocate
• Evidence Technician
• Records Specialist
• Records Supervisor
• Transport Service Officer
Revisions were made to update the language to match
current job responsibilities and to standardize the format of
the description itself in preparation for an online position
database that will be launched by the City in 2013. There
were no revisions made that substantially altered the nature

the position. Commissioners asked clarifying questions.
