CALL TO ORDER 5:00 p.m. Chair Sivak called the meeting to order. APPROVAL OF MINUTES GENERAL BUSINESS MOVED BY JOHNSTON, SECONDED BY SIVAK THAT THE MINUTES OF THE TUKWILA CIVIL SERVICE COMMISSION MEETING HELD ON NOVEMBER 5, 2012, BE APPROVED. MOTION CARRIED. Chair Sivak summarized the reasons behind the Commission's decision to deny the Fire Chief's request to add an exception to the Rule of 3 that was posed at the November meeting. The Commission felt that the exception language would open a "Pandora's Box" of more possibilities than the Commission was comfortable with. Further, the rules state that all candidates should be ranked in numerical order on the list. For clarity, future lists should rank all candidates with a unique number, instead of candidates sharing the same number as a way to state a tied score. Chair Sivak reported that the Commission would like to see the language changed to state that a tie would be broken based on weighted portions of the test, similar to the rule that the City of Renton employs. Commissioners agreed with the Chief, the Union, and the candidate that the current rule is not appropriate and should be changed. The Fire Chief asked clarifying questions of the Commissioners. Chief Olivas reported that he was not opposed to changing the rule for future situations, and that if there were changes to the existing Fire Captain's list at this point there might be controversy. He offered to work with the Union on drafting language that would break a tie 1 ity of lit 1 ill 6200 Southcenter Boulevard • Tukwila, Washington 98188 Jim Haggerton, Mayor FIRE DEPARTMENT BUSINESS Staffing Update score based on merit, and present this recommendation at the February meeting.
