HomeMy WebLinkAbout2013-02-25 Community Affairs and Parks Minutes City of Tukwila Community Affairs and Parks Committee COMMUNITY AFFAIRS AND PARKS COMMITTEE Meeting Minutes February 25, 2013 5:15 p.m. PRESENT Councilmembers: Allan Ekberg, Chair; and Kate Kruller Staff: Rick Still, Kirstin May, Rebecca Fox, Jack Pace, Nora Gierloff, David Cline and Kimberly Matej Guests: Sharon Mann, resident and Chuck Parrish, resident CALL TO ORDER: Committee Chair Ekberg called the meeting to order at 5:18 p.m. I. PRESENTATIONS No presentations. II. BUSINESS AGENDA A. Resolution: Work Plan and Public Participation for Staff is seeking Council approval of a resolution that outlines the work plan and public participation plan intended to be utilized during the (Comp) Plan per the Growth Management Act (GMA). This review must be completed and adopted by June 30, 2015. This review and update will follow the same basic Council process for annual Comp Plan amendments. The GMA requires early and continuous public involvement Plan, and the State recommends formal Council adoption of the work plan and public participation plan. The following provides highlights of the public participation and work plans: Public Participation st Sets schedule for public review from 2013 1 Quarter through early 2015 Lists methods for informing the public Lists methods for obtaining information from the public Rather than uniform participation activities, pubic activities will be tailored to each element Work Plan st Sets schedule from 2013 1 Quarter through mid-2015 Outlines discussion and conclusion for each Comprehensive Plan element to be reviewed To date, reviews and updates have been completed on the Manufacturing/Industrial Center element, and the goals and policies of the Shoreline element. For consistency and efficiency, the Committee was in support of recommended updates to the Comprehensive Plan from the Planning Commission proceeding UNANIMOUS APPROVAL. FORWARD TO MARCH 11 COW FOR DISCUSSION. B. Project Completion and Acceptance: Tukwila Pool Parking Lot Access & Improvements Staff is seeking Council approval for formal project acceptance and completion as well as release of retainge in the amount of $73,151.48 to Evergreen Asphalt & Concrete for parking lot access and improvements at the Tukwila Pool. The City managed this project for the Metropolitan Park District via an interlocal agreement. The project included demolition of concrete, construction of a concrete parking area, walkways, seat wall, and relocation of the flag pole. One change order involving a reduction in the scope of concrete work was issued during the project, and resulted in a credit of $8,918.78. The project was completed under budget. UNANIMOUS APPROVAL. Briefing: Existing Regulations for Accessory Dwelling Units As information only, staff provided the Committee with the current Tukwila Municipal Code regulations applicable to accessory dwelling units. Nora Gierloff reported that there have been some accessory that the standards for such are also that the governs these units. Committee discussion included conversations around residential and living standards, amnesty under certain conditions, preservation of single family neighborhoods, and adjusting to changing communities while maintaining neighborhood character. As a result, the Committee agreed that since any significant change to the existing regulations should be vetted through a public outreach process, it is reasonable to have this particular issue (see Agenda Item INFORMATION ONLY.
