Re: Chronic Nuisance Notice and Order per TCM 8.27
Dear Richard Min:
As stated in the notice that you received on August 14, 2012, your property, the
Great Bear Motel, located at 14442 Tukwila International Boulevard, Tukwila WA,
has been declared to be a Chronic Nuisance Property per Tukwila Municipal Code
8.27.
The cases that were reviewed as a part of this decision are listed below:

The Tukwila Police Department appreciates the time that you took on August 22nd,
2012, to meet with City of Tukwila representatives regarding remediation of the
criminal activity at the Great Bear Motel. Your assistance in identifying many of the
items listed below was helpful to the process.
The following is a list of mandatory conditions that you must meet to prevent
penalties that include monetary fines, and may lead to abatement of this property.
Unless otherwise stated, all of these ordered actions /policies must be in place no later
than September 21g, 2012. -
11 There will be no cash transactions of any amount allowed on the property.
0. Motel staff will make a photocopy of the picture ID of all registered guests,
including all people over the age of fifteen (15) who will be staying in the
room.
c/a. This ID will be stored on site for no less than 90 days.
✓b. Guests without photo ID will not be allowed to rent a room at or stay
at the motel.
1 . All guests who register at the motel will be required to sign a "Crime Free
Motel" addendum, which will follow the format provided by the Tukwila
Police Department, without editing.
va. An enlarged copy of this agreement will be posted prominently in the
motel lobby.
/b. Letter sized copies of this agreement will be posted in each room and
in all vending areas.
A. This signed document will be filed with the copy of the photo ID of the
guest and stored on site for no less than 90 days.
1/d. All registered guests and visitors of guests will be evicted and
trespassed from the property for any violation of the Crime Free Motel
Agreement.
1/4. All motel rules will be posted for guests, with the notice that violators will be
asked to leave and will be refused a room in the future.
These rules will be posted prominently in the motel lobby.
✓S. Letter sized copies of this agreement will be posted in each room and
in all vending areas.
✓c. All registered guests and visitors of guests will be evicted and
trespassed from the property for any violation of the motel rules
5. No room will be rented for more than 30 calendar days, pursuant to TMC 18.06.580
'76. Only registered guests will be allowed on the property between lOpm and
lam daily.
va. At least three signs with this information will be posted prominently in
the office and at other access points on the property.
°7. The Motel and staff will be active participants in the Tukwila Police
Department Criminal Trespass Program.
/x8. The Motel and staff will maintain a list of individuals who have been
trespassed, evicted or otherwise declared as unwelcome on the property.
'a. This Iist will be alphabetical by last name and updated no less than
once a week.
Staff will be required to check this list before renting a room to anyone
and not rent if the name appears on this list.
t -9. All registered guests with vehicles will be required to provide the vehicle
make, model, color and license plate number and state at registration. Motel
staff will issue a parking pass with the vehicle information above and the
date(s) of the stay.
ta! Any vehicles without a parking pass will be impounded from the
property unless:
�. It is parked in a marked visitor stall, for a period not to exceed
one (1) hour. The visitor stall must be in view of the office
and under video surveillance.
4'0. Motel will maintain CCTV cameras and storage media that meet the
following:
v‘ Images will clearly show faces and tattoos the size of 3 inches or larger
of anyone in the office area and the license plate of all cars in the
visitor parking spaces.
b. An accurate time/date stamp of when the image was recorded will be
displayed on all recorded images
Equipment will be set to record 24 hours a day, 7 days per week.
XThese images will be stored for no less than 30 days from the time of
the recording.
IA. Motel will be able to make a copy of these images onto a DVD within
24 hours of a City of Tukwila request.
1. Tukwila Police Department, DCD, Code Enforcement and Fire Department
staff will have 24 -hour a day and seven days a week access to:
J'a. All parts of the premises
. All financial books and records
;.,e. All records from the CCTV on the property
42. Wireless intemet provided for motel guests will have a password established
and this password will change no less than every 7 days.
A log of passwords will be maintained for the current year plus one.

b. No password may be repeated more often than 12 months from the last
use.
These conditions will be maintained until September 21S`, 2013. By this date your
property will be reviewed by the City of Tukwila, and a determination will be made
as to whether or not the property will continue to be declared a Nuisance Property, as
defined in Tukwila Municipal Code 8.27. If the conditions outlined are not met as
scheduled, or maintained during this one -year period, penalties will be implemented
up to and including abatement of this property, per Tukwila Municipal Code 8.27.

Further, if the property is not declared as a Nuisance Property at the end of the one -
year period, the City of Tukwila will issue a letter indicating that the listed
conditions no longer apply. Upon issuance of this letter, if the property is declared a
Nuisance Property, as defined in Tukwila Municipal Code 8.27, within one year of
the date of the letter, penalties will be implemented up to and including abatement of
this property, per Tukwila Municipal Code 8.27.
`// As a reminder, as part of the 1994 Condition of Approval, to have a motel at 14420
Tukwila International Boulevard the following conditions are in effect per the
Tukwila City Council:
1. Ensure grounds and public areas are clean and well maintained;
2. Install adequate building exterior and site lighting;
3. Install a surveillance camera in the lobby;
4. Require the manager to live on premises, identify the current manager and provide their
work schedule to the Tukwila Police Department, if applicable;
S. Install a sign in the lobby stating that management cooperates with City of Tukwila
Police in any investigation of the property;
6. Require positive identification of all occupants of a room at time of registration'
7. Photocopy identification at registration and make this available to the Tukwila Police
Department at their request;
8. Incorporate exterior open stairwells into the design
9. Any or all of these conditions may be removed upon written request of the Chief of
Police, concurrence of the Mayor, and notification to the Council.
These conditions will remain in effect after the remediation of the Chronic Nuisance situation at
the Great Bear Motel.
[i Per Tukwila Municipal Code Section 8.27.080, the owner and other persons in charge of the
property can be subject to monetary penalties for maintaining a Chronic Nuisance Property as
outlined in Tukwila Municipal Code 8.27.
1/ You have the right appeal this order as explained and outlined in Tukwila Municipal Code
8.27.070. A copy is attached as reference.
This Chronic Nuisance Order will be filed and recorded with the King County Recorder.
