MINUTES REGULAR MEETING EXECUTIVE SESSION Start: 6:30 p.m. Mayor Haggerton announced the purpose of the Executive Session is to discuss Potential Litigation — Pursuant to RCW 42.30.110(1)(i). It will last no more than 30 minutes, and no decisions will be made during the Executive Session. End: 6:51 p.m. CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:01 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie, Dennis Robertson, Kathy Hougardy, Allan Ekberg, Verna Seal, De'Sean Quinn, and Kate Kruller. SPECIAL PRESENTATIONS a. Introduction of new employee: Jennifer Sloan, Street Department. Ms. Sloan was unable to attend the Council meeting and this item will be rescheduled. b. Employee recognition and awards. Mayor Haggerton explained that the recipients of the departmental awards were nominated by their co- workers. In the case of the 4 City -wide awards, a Committee reviewed nominations based on specific criteria. City Hall Municipal Court Community Development Finance Fire Parks and Recreation Police Public Works Information Technology Ana Le, City Clerk's Office Amy Shaffer Jaimie Reavis Richard Takechi Ben Hayman and Jeff Johnson Jamie King Bill Devlin Lani Kalalau Tami Eberle- Harris Mayor Haggerton presented the 4 City -wide awards to the following staff members: Excellence in Action Award Outstanding Customer Service Outstanding Community Service Mayor's Award c. Mike Villa, Police Chief Utilized citizen feedback, crime statistics and employee input to implement a departmental strategic plan and crime reduction initiatives. He is a transformational leader who uses critical thinking and collaboration as a road map for change - as he leads by example. Chief Villa was nominated by the entire Police Department for this award. Dana Almberg - Dideon, City Clerk's Office Exemplifies the highest degree of courtesy, professionalism and willingness to help all customers. Her can -do attitude and awareness of what is happening in and around City Hall helps to prevent problems before they occur. As the first point of contact for citizens, her positive demeanor provides a good first impression of the City. Mary Hulvey, Code Enforcement Goes above and beyond to help others by way of volunteering to assist and mentor Police cadets, serving as a member of the Equity and Diversity Commission, and as a frequent contributor to Tent City residents toward whatever their needs may be. Her hand is always the first one in the air when there is a true need for assistance. Jamie King, Parks and Recreation Provides solutions and assistance without being asked, such as designing and building a pulley system for the pool (saving $7,000 +), mobilizing an old bulkhead by adding wheels and paint to create a brand new appearance, improving City signage, transporting equipment to special events, and helping with Meals on Wheels and Special Olympics. He also performed CPR on 2 people (who are very grateful). He serves humbly whenever he is needed without prompting. State of the Municipal Court. Judge Kimberly Walden Court Mission Statement: The Tukwila Municipal Court is committed to providing the community with a fair, efficient, and accessible venue for the timely resolution of alleged law violations in an atmosphere of mutual respect and dignity for all its employees and customers. The Tukwila Municipal Court is dedicated to its partnership with the City of Tukwila in enhancing the quality of life and safety of our community. Tukwila City Council Regular Meeting Minutes April 1, 2013 Page 3 of 7 Kimberly Walden, Municipal Court Judge, Court for 2012. • Court Caseload • Non - Traffic Crimes • Traffic Crimes • Traffic Infractions • Non Traffic Infractions • Parking • Hearings Held • Hearings Held with Interpreters gave an overview of the operations of the Tukwila Municipal 6,000+ charges 1,660 (up 10 %) 580 (up 3 %) 1,890 (up 5 %) 200 (up 30 %) 645 (up 25 %) 13,700 (up 5 %) 700 (37 different languages) Judge Walden also provided a summary of the programs the Court has initiated that save money, provide revenue, or provide a deterrent to illegal activity: Alliance One / Signal Credit - $1.83 million collected with $72,000 for Tukwila, plus $9,000 in rent to City. SeaTac Probation Services - $71,000 to City of Tukwila. Consumer Awareness Class - This class provides instruction regarding exercising better judgment and is ordered for defendants who have theft charges. The net cost to the City was $300. Jail Alternatives Program — A total savings of $192,000 from SCRAM ankle monitoring ($135,000), Electronic Home Monitoring ($32,000), and Day Reporting ($25,000). Goals for the Tukwila Municipal Court in 2013 include: • Resolve State Findings • Customer Service: Live Chat, Online Hearing Scheduling, and Video Instruction • Policies and Procedures • Workspace Improvements The Mayor and Councilmembers commended Judge Walden and the staff of the Court for the excellent services they provide to Tukwila and the community at large. APPOINTMENTS /PROCLAMATIONS a. A proclamation identifying April 10, 2013 as Arbor Day. Mayor Haggerton read a proclamation declaring April 10, 2013 as Arbor Day in the City of Tukwila, encouraging all members of the community to plant trees to gladden the heart and promote the well -being of this and future generations. b. A proclamation identifying April 22, 2013 as Earth Day. Mayor Haggerton read a proclamation declaring April 22, 2013 as Earth Day in the City of Tukwila, urging citizens to work toward building a healthier and cleaner environment. c. Confirmation of reappointments to Boards and Commissions: (1) Community Oriented Policing Citizens Advisory Board Confirm the re- appointment of Jun Castillo to Position #1 on the Community Oriented Policing Citizens Advisory Board, with a term expiring 3/31/17. MOVED BY QUINN, SECONDED BY SEAL TO CONFIRM THE RE- APPOINTMENT OF JUN CASTILLO TO POSITION #1 ON THE COMMUNITY ORIENTED POLICING CITIZENS ADVISORY BOARD, WITH A TERM EXPIRING 3/31/17. MOTION CARRIED 7 -0. MOVED BY SEAL, SECONDED BY HOUGARDY TO CONFIRM THE RE- APPOINTMENT OF TERRA STRAIGHT TO POSITION #1 ON THE HUMAN SERVICES ADVISORY BOARD, WITH A TERM EXPIRING 4/30/16. MOTION CARRIED 7 -0. The Councilmembers thanked Ms. Straight, who was in attendance, for her contributions and willingness to serve the City. (b) Confirm the re- appointment of Nina Williams to Position #2 on the Human Services Advisory Board, with a term expiring 4/30/16. MOVED BY DUFFIE, SECONDED BY HOUGARDY TO CONFIRM THE RE- APPOINTMENT OF NINA WILLIAMS TO POSITION #2 ON THE HUMAN SERVICES ADVISORY BOARD, WITH A TERM EXPIRING 4/30/16. MOTION CARRIED 7 -0. (3) Parks Commission Confirm the re- appointment of Sean Albert to Position #1 on the Parks Commission, with a term expiring 3/31/16. CITIZEN COMMENTS There were no citizen comments. CONSENT AGENDA a. Approval of Minutes: 3/18/13 (Regular Mtg.) b. Approval of Vouchers: #362937- 363045 and #130302 - 130307 in the amount of $1,213,887.83 c Authorize the Mayor to sign a consultant agreement with RH2 Engineers for the Central Business District Sanitary Sewer Rehabilitation Project in the amount of $79,977.00. (Reviewed and forwarded to Consent by Utilities Committee on 3/18/13.] MOVED BY DUFFIE, SECONDED BY ROBERTSON THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 7 -0. UNFINISHED BUSINESS a. Authorize support for participation in a Tourism Promotion Area and initiation of negotiations with the City of SeaTac and key stakeholders to form an Interlocal Agreement with the City of SeaTac and other interested cities. MOVED BY ROBERTSON, SECONDED BY KRULLER TO AUTHORIZE THE MAYOR TO BEGIN NEGOTIATIONS FOR AN INTERLOCAL AGREEMENT FOR THE FORMATION OF A TOURISM PROMOTION AREA, WITH THE CITY OF SEATAC SERVING AS THE LEGISLATIVE AUTHORITY. MOTION CARRIED 7 -0. b. An ordinance vacating portions of the existing South 178th Street right -of -way and amending the official street map of the City. MOVED BY HOUGARDY, SECONDED BY SEAL THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 7 -0. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, VACATING PORTIONS OF THE EXISTING SOUTH 178TH STREET RIGHT -OF -WAY; AMENDING THE OFFICIAL STREET MAP OF THE CITY; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. MOVED BY HOUGARDY, SECONDED BY DUFFIE THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ. MOTION CARRIED 7 -0, TO ADOPT ORDINANCE NUMBER 2400. Mayor Haggerton asked David Namura from Puget Sound Energy if he would like to offer comments, and Mr. Namura responded in the negative. c. A resolution declaring an emergency in response to damages to public property due to a collapsed sanitary sewer. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DECLARING AN EMERGENCY IN RESPONSE TO DAMAGES TO PUBLIC PROPERTY DUE TO A COLLAPSED SANITARY SEWER. MOVED BY DUFFIE, SECONDED BY ROBERTSON THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ. MOTION CARRIED 7 -0, TO ADOPT RESOLUTION NUMBER 1793. REPORTS a. Mayor Mayor Haggerton reported that he participated in interviews for the position of Superintendent for the Tukwila School District on March 28 -29, 2013. The following Saturday, Dr. Nancy Coogan was selected for the position. On March 27, 2013, the Mayor attended the King County Flood Control Advisory Committee Meeting. There was discussion regarding a possible reorganization, and the Mayor requested that the Advisory Committee be involved in that process. On March 31, 2013 he attended a play at the Foster Performing Arts Center that was written and performed by the high school students for elementary students. It was centered around a community called "TUK Town" and had a theme of the citizens coming together to be a city of one color. Additionally, this past week, the Mayor met with Jesse Uman, the Boeing Company's Greater Seattle Area Manager. They were able to discuss issues of interest to both the City and the Boeing Company such as Link Light Rail, the Boeing Access Road Bridge, and boundary lines around the King County Airport. b. City Council Councilmember Duffie commented that the recent Tukwila Pool / Metropolitan Park District (MPD) Retreat was very beneficial. Council President Hougardy attended the March 20, 2013 meeting on the Parks and Recreation Open Space (PROS) Plan. Additionally, that evening she attended the Sound Cities Association (SCA) dinner. In attendance at the dinner was Joe McDermott, King County Councilmember from District 8, who represents the City of Tukwila. Mr. McDermott indicated an interest in coming to the City and giving a presentation. On March 23, 2013, she attended the Literary Lions Gala, which celebrates the joy of reading and raises funds for literacy and library programs. Additionally, the King County Library System (KCLS) is seeking to raise $1,000,000 to create a Community Mosaic — a 2,000 - square -foot gathering place, performance space and learning hub in the new Tukwila Library. Tukwila City Council Regular Meeting Minutes April 1, 2013 Page 6 of 7 On March 27, 2013, Ms. Hougardy attended the Highline Forum. On March 31, 2013, she attended the "In the TUK" performance at the Foster Performing Arts Center that was written and performed by the high school students for the elementary school students. Councilmember Seal referenced the City Administrator Report as it relates to issues associated with abandoned property on South 160th Street and the Grande Terrace Apartments. She is pleased with the progress associated with anticipated clean -up of the property on South160th Street. Additionally, the steps made regarding crime - related issues associated with the Grande Terrace Apartments is very encouraging. She asked that the Council continue to be updated on these issues. Councilmember Quinn reported that on Easter he met with representatives from the Somali community, who conveyed their excitement regarding crime reduction efforts on Tukwila International Boulevard. They are concerned about the safety of those who come to the mosque and look forward to the improvements. Councilmember Kruller offered the reminder that those who lost in the Strike - Out - Against- Hunger bowling event will need to proceed with providing support to the Tukwila Food Pantry. On March 20, 2013 she attended the SCA dinner meeting, where King County Executive Dow Constantine was the speaker. Ms. Kruller expressed appreciation regarding the joint City Council / Executive Team Workshop held on March 27, 2013. She also relayed that the MPD Retreat on March 30, 2013 was beneficial, and she offered a reminder about the April Pool's Day event on April 20, 2013. In honor of the proclamations regarding Arbor Day and Earth Day that were on the agenda this evening, she encouraged citizens to do something for the environment. Ms. Kruller also extended a reminder regarding the Tukwila Historical Society silent auction on April 6, 2013 from 11:00 a.m. to 3:00 p.m. Additionally, she referenced that the Council meeting this evening is being videotaped in preparation for upcoming televising of Council meetings, which will be a major leap in transparency and providing access to government for citizens. c. Staff David Cline, City Administrator, extended thanks to the Council for meeting with the Executive Team last week to review priorities in preparation for implementation of the City's Strategic Plan. Mr. Cline reported that information regarding urban renewal efforts is being put on the City's website. Tours of Tukwila International Boulevard will be forthcoming to the City Council and others as needed. Councilmember Robertson referenced the City Administrator Report as it relates to the Local Improvement District (LID) No. 33 Assessment Roll Hearing and asked if there were any protests to the assessments. Mr. Cline responded that there were 8 appeals to the assessment roll that went before the Hearing Examiner. It is anticipated that this matter will come before the Council in May. Additionally, Mr. Robertson commented on a portion of the City Administrator report mentioning steps to be taken regarding public safety issues associated with the Grande Terrace Apartments. He asked that a report be provided to the Finance and Safety Committee. Mr. Cline responded that a report to the full Council will be forthcoming. Councilmember Ekberg also commented on the information in the report regarding the Grande Terrace Apartments and asked for information about the upcoming community meeting when it is available. Council President Hougardy stated that it is her understanding the tentative time for that meeting is the 3rd week of April. d. City Attorney There was no report. e. Intergovernmental There was no report.
