Meeting Minutes

PRESENT
Councilmembers: Dennis Robertson, Chair, Chair; Verna Seal and

CALL TO ORDER:
Committee Chair Robertson called the meeting to order at 5:35 p.m.

II. BUSINESS AGENDA
A.
Information Only: Golf Course Fund Financial Analysis
In response to a Council request made at a 2012 Budget Work Session, staff reviewed the following
information regarding Foster Golf Links with the Finance & Safety Committee: General Financial
Condition, Reserve Policy Compliance, and General Fund Subsidy. Operating Improvements and
Alternatives will be discussed by Rick Still, Director of Parks & Recreation at a future Committee
meeting.
The Committee had a lengthy discussion regarding the above items including clarification of line items on
Attachment G: Golf Enterprise Fund which was included in the Committee Agenda packet as page 3. As a
result of the discussion, Committee Chair Robertson showed staff a sample comparison chart that he would
like created for the Committee that will provide additional information that will aid in continued
discussion of the golf course. The chart should include, at minimum, similar golf courses in the state and
basic course information; such as yardage; acreage; contracted operations; and two years of golf rounds,
revenue, and expenses and municipal employees (if applicable). The Committee would also like samples
of other golf course contracts, type of course users/customers, and identification of other cities that have
set-up golf courses as enterprise funds. They requested this information as well as the discussion of
Operating Improvements and Alternatives return to Committee in September.
In the meantime, the Committee requested this item return to the June 4 meeting with detailed information
regarding operations and maintenance costs for the golf course as well as indirect costs. Joan Hernandez
expressed her support for Foster Golf Links and encouraged the Committee to find ways to ensure
continued operations at the facility even if that resulted in a general fund supplement from the City.
