MINUTES REGULAR MEETING CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:03 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Melissa Hart, Deputy City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie, Dennis Robertson, Kathy Hougardy, Allan Ekberg, De'Sean Quinn, and Kate Kruller. MOVED BY DUFFIE, SECONDED BY ROBERTSON TO EXCUSE COUNCILMEMBER SEAL FROM THE COUNCIL MEETING. MOTION CARRIED 6 -0. CITY OFFICIALS Jim Haggerton, Mayor; David Cline, City Administrator; Shelley Kerslake, City Attorney; Bob Giberson, Public Works Director; Rebecca McGregor, Police Records Manager; Chris Flores, Acting Fire Chief; Peggy McCarthy, Finance Director; Vicky Carlsen, Deputy Finance Director; Mary Miotke, Information Technology Director; Eric Compton, Information Technology Assistant; Melissa Hart, Deputy City Clerk. Mayor Haggerton asked that the Council and audience observe a moment of silence to honor the victims of the bombings on April 15, 2013, in Boston, Massachusetts. CITIZEN COMMENTS There were no citizen comments. CONSENT AGENDA a. Approval of Minutes: 3/18/13 (Regular Mtg.) b. Approval of Vouchers: #130401 and 130402, #363046- 363048, #363049- 363173 in the amount of $1,260,025.53 c. A resolution declaring certain fleet vehicles and equipment as surplus and authorizing their sale or disposal. [Reviewed and forwarded to Consent by Utilities Committee on 4/1/131 RESOLUTION NUMBER 1794. MOVED BY DUFFIE, SECONDED BY HOUGARDY THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 6 -0. UNFINISHED BUSINESS a. Authorize the Mayor to sign a supplemental agreement to contract #13 -036 with KPG, Inc., for an emergency storm pipe repair on East Marginal Way South in the amount of $138,049.94. MOVED BY DUFFIE, SECONDED BY HOUGARDY TO AUTHORIZE THE MAYOR TO SIGN A SUPPLEMENTAL AGREEMENT TO CONTRACT #13 -036 WITH KPG, INC., FOR AN EMERGENCY STORM PIPE REPAIR ON EAST MARGINAL WAY SOUTH IN THE AMOUNT OF $138,049.94. Mayor Mayor Haggerton distributed information to the Council on the Road Map Region Parent Forum that will be held on April 20, 2013 at Foster High School. On April 10, 2013 he attended the Sound Cities Association (SCA) Public Issues Committee (PIC) meeting where the focus of the meeting centered around filling vacancies on several SCA committees. Additionally, the Committee forwarded discussion of the King County Parks Levy item to the May PIC meeting. The King County Parks Levy is anticipated to be put before the voters on the August 2013 ballot. On April 12, 2013 he participated in the Southwest King County Chamber of Commerce membership luncheon meeting. He announced that the go -live date for televising the City Council meetings is anticipated to be May 6, 2013. b. City Council Councilmember Duffie attended the Southwest King County Chamber of Commerce membership luncheon on April 12, 2013. Council President Hougardy attended the Southwest King County Chamber of Commerce membership luncheon on April 12, 2013. She announced that the South King County Economic Development Initiative (SKCEDI) Group will be having a retreat on May 1, 2013. Councilmember Ekberg hosted the April 13, 2013 Council Coffee Chat. Councilmember Quinn announced that he has been appointed to serve on the African American Affairs Commission by Governor Inslee. Councilmember Kruller attended the Bhutanese New Year celebration in Burien on April 14, 2013, and later that afternoon she attended the Rainier Symphony performance at the Foster Performing Arts Center. c. Staff David Cline referenced the City Administrator report in the packet and offered to answer any questions. d. City Attorney There was no report. e. Intergovernmental There was no report. MISCELLANEOUS Councilmember Quinn announced the Tukwila Tree and Environmental Advisory Committee met on April 10, 2013 and he stated the committee has made significant progress. He commended the volunteers for their work on the committee. Mayor Haggerton announced that this Regular Meeting is a short meeting to accommodate the Metropolitan Park District (MPD) Board Meeting.
