Others in attendance were Police Chief Mike Villa, Acting Fire Chief Chris Flores, Dawn Judkins, President IAFF Local #2088 and Kim Gilman, Civil Service Examiner. CALL TO ORDER 5:02 p.m. Chair Johnston called the meeting to order. APPROVAL OF MINUTES GENERAL BUSINESS April Meeting Change to Rule V, Section 1 MOVED BY ZUVELA, SECONDED BY JOHNSTON THAT THE MINUTES OF THE TUKWILA CIVIL SERVICE COMMISSION MEETING HELD ON FEBRUARY 11, 2013, BE APPROVED. MOTION CARRIED. Commissioners discussed postponing the April meeting due to lack of quorum in early April. It is anticipated that at least 2 commissioners will be able to attend an April 22nd Civil Service meeting. The next meeting therefore was tentatively rescheduled to occur on April 22nd, at 5:OOpm in the PD Administration's Conference Room. The Civil Service Examiner will post notice of the date and location change. MOVED BY ZUVELA, SECONDED BY JOHNSTON THAT THE CIVIL SERVICE RULES BE REVISED TO DELETE THE LAST TWO SENTENCES OF RULE 5, SECTION 1 WHICH READ "JOB DESCRIPTIONS FOR POSITIONS WITHIN THE CLASSIFIED CIVIL SERVICE MUST BE FILED WITH THE CIVIL SERVICE COMMISSION SIX (6) MONTHS PRIOR TO TESTING FOR PROMOTION OR ENTRY LEVEL APPLICANTS. MOTION CARRIED. 1 6200 Southcenter Boulevard • Tukwila, Washington 98188 Change to Rule IX, Section 1 FIRE DEPARTMENT BUSINESS Staffing Update Jirn Haggerton, Mayor MOVED BY ZUVELA, SECONDED BY JOHNSTON THAT THE CIVIL SERVICE RULE IX, SECTION 1 BE REVISED TO DELETE THE FOLLOWING LANGUAGE "WHENEVER TWO OR MORE PERSONS HAVE EQUAL CLAIM TO A POSITION ON A LIST, THEIR NAMES SHALL BE ARRANGED ACCORDING TO THE DATE OF APPLICATION AND, IF THE SAME, ALPHABETICALLY ". REPLACE THIS LANGUAGE WITH "THE PREFERENCE IN RANK OF ELIGIBLES HAVING EQUAL FINAL GENERAL FINAL AVERAGES SHALL BE DETERMINED AS FOLLOWS, IN THE ORDER STATED: WHEN THE EXAMINATION IS COMPOSED OF TWO OR MORE PARTS WITH SEPARATE GRADES, THE ONE WHO HAS THE HIGHEST GRADE ON THE MOST HEAVILY WEIGHTED PART OF THE EXAMINATION SHALL MAINTAIN THE HIGHER POSITION ON THE LIST; IF A TIE STILL EXISTS, THEN THE HIGHEST GRADE ON THE NEXT MOST HEAVILY WEIGHTED PART SHALL BE UTILIZED FOR DETERMINING THIS RANKING, AND SO FOR AS MANY PARTS AS THE EXAMINATION CONTAINS." MOTION CARRIED. Acting Chief Flores reported that there are 2 members out on extended sick leave. He noted that the provisional and temporary assignments mentioned at the February meeting were still in effect. There are 2 entry -level firefighters currently enrolled in the Academy. It is anticipated that these 2 will be available for service at the end of April. Acting Chief Flores reported that there are 2 retirements scheduled for the end of March. Both are from long -term employees, having served 38 and 39 years respectively. There are plans to hire 2 entry -level candidates and enroll 2 them in the upcoming April Academy in order to fill these vacancies. Acting Chief Flores announced that the Department plans to participate in the Battalion Chief Tactical Testing performed by the South King County Training Consortium. Six valley cities currently participate in this Consortium. thth The Tactical is scheduled to occur on May 8 and 9. The Department will also utilize Public Safety Testing to perform an Assessment Center for Battalion Chief th candidates on June 4. The Tactical and the Assessment Center together will comprise the Battalion Chief promotional testing process. POLICE DEPARTMENT BUSINESS Staffing Update Chief Villa reported that there are 2 members out on work- related injuries. There are 4 candidates currently in the backgrounding process. Chief’s interviews for entry-level officers will be conducted this week to fill existing pipeline vacancies. Chief Villa reported that 8 candidates have applied for the Police Sergeant promotional test scheduled th for March 12. The recent recruitment for the new Professional Standards Administrative Specialist position yielded 18 applications. NEW BUSINESS Chair Johnston reported that a letter was addressed to all 3 Commissioners from an entry-level firefighter named Joey White. Mr. White’s name had expired from the current Entry-level firefighter list due to the expiration of his test score on September 30, 2012 and his letter expressed his concern that this was an unfair practice. Chair Johnston noted that the practice of expiring candidates from the list either by expiration of test date, or from a one-year period from the certification of the list (whichever date was sooner) was consistently applied to entry-level candidates over the past 10 years. The letter will be sent via registered mail. In light of the recent rule revisions at the top of the meeting, Commissioners discussed the need to have a comprehensive review of the Civil Service Rules later this year. Chair Johnston noted that he has been reviewing the City of Renton's Rules for comparison purposes. MOVED BY ZUVELA, SECONDED BY JOHNSTON THAT THE REGULAR MEETING BE ADJOURNED. MOTION CARRIED.
