HomeMy WebLinkAbout2013-05-13 Community Affairs and Parks Minutes City of Tukwila Community Affairs and Parks Committee COMMUNITY AFFAIRS AND PARKS COMMITTEE Meeting Minutes May 13, 2013 5:15 p.m. PRESENT Councilmembers: Allan Ekberg, Chair; and Kate Kruller Staff: Bob Benedicto, Rick Still, Tracy Gallaway, Shannon Fisher, Amy Kindell, Jack Pace, Joyce Trantina Guests: Sharon Baker, Andrew Kindell, Vanessa Zaputil and Ellen Gengler CALL TO ORDER: Committee Chair Ekberg called the meeting to order at 5:15 p.m. I. PRESENTATIONS No presentations. II. BUSINESS AGENDA A. Ordinance: 2012 State Building Codes Staff is seeking Council approval to adopt the 2012 State Building Code, 2012 Washington State Energy Code, and related permit fee schedules and fee adjustment. Codes change every three years, requiring adoption by City Council via ordinance. This ordinance adjusts the fees and ties them to the Consumer Price Index. This 50% recovery rate for the direct costs associated with permits and inspections in the Department of Community Development. On average, the adjustment UNANIMOUS APPROVAL. Sister Cities Committee Report and Recommendation Staff is seeking Committee approval to change status to emeritus. There has been a decline in the program for the past several years. The cost of trips to Japan are expensive, and it has become difficult to find students who can afford to participate and families to host visiting students. The Sister Cities Committee will continue fundraising, participating in meetings, and working together to determine the next steps. Staff will work with City Administration on the best method of communication with officials in Miyoshi. Staff is seeking Council approval to accept County Coalition, and Seattle and King County Public Health, with funding from the Centers for Disease Control and Prevention. The funding will be used to support policies that support universal swimming opportunities and overcoming barriers to participation in aquatic activities. Both the City and MPD will be UNANIMOUS APPROVAL. FORWARD TO MAY 20 kept updated regarding progress of the project. REGULAR MEETING CONSENT AGENDA. D. Update: Parks, Recreation and Open Space Plan (PROS) As information only, staff updated the Committee on the status of the PROS Plan. The online survey has been started, with hard copies provided to teens and seniors. Information is being shared and surveys conducted at community events, such as the recent Backyard Wildlife Fair. A community workshop is scheduled for May 22, 2013. On June 1 there will be a mobile listening event, for four different cultural INFORMATION ONLY. groups at Cascade View Park. Community Affairs & Parks Committee Minutes May 13, 2013 Page 2 III.MISCELLANEOUS Chair Ekberg referenced the following items as potential agenda items for CAP: The crime free community signage on Southcenter Parkway needs to be repainted. Inquiries have been made about the possibility of allowing A-frame signs in neighborhood commercial centers, or consider allowing these signs for 1-day events, provided the City establishes standards. Perhaps this can be considered during the Comprehensive Plan update. Process to adopt online enrollment for Parks and Recreation programs.
