SPECIAL MEETING
Special Meeting
April 22, 2013 — 7:00 P.M.
CALL TO ORDER
Mayor Haggerton called the Special Tukwila City Council Meeting to order at 8:47 p.m. directly following
the Committee of the Whole meeting.
ROLL CALL
Melissa Hart, Deputy City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie,
Dennis Robertson, Allan Ekberg, Verna Seal, Kathy Hougardy, De'Sean Quinn and Kate Kruller.
CITY OFFICIALS
Jim Haggerton, Mayor; David Cline, City Administrator; Mike Villa, Police Chief; Chris Flores, Acting Fire
Chief; Derek Speck, Economic Development Administrator; Joyce Trantina, Project Analyst; Mary Miotke,
Information Technology Director; Melissa Hart, Deputy City Clerk.
CONSENT AGENDA
a. Approval of Vouchers: #363174- 363175, 363176- 363239 and #130300 in the amount of $575,631.63
b. Authorize the Mayor to sign Addendum #4 to the Interlocal Agreement with the Tukwila Metropolitan
Park District (MPD) for contract support services through December 31, 2013.
MOVED BY DUFFIE, SECONDED BY ROBERTSON THAT THE CONSENT AGENDA BE APPROVED
AS SUBMITTED. MOTION CARRIED 7 -0.
UNFINISHED BUSINESS
a. An ordinance authorizing and providing for the acquisition of interests in land for the purpose
of community renewal as authorized by RCW Chapter 35.81; providing for condemnation,
appropriation, taking of land and property rights necessary therefore; providing for payment
thereof and directing the initiation of appropriate proceedings in the manner provided by law and
for said condemnation.
MOVED BY DUFFIE, SECONDED BY EKBERG THAT THE PROPOSED ORDINANCE BE READ BY
TITLE ONLY. MOTION CARRIED 7 -0.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
AUTHORIZING AND PROVIDING FOR THE ACQUISITION OF INTERESTS IN LAND
FOR THE PURPOSE OF COMMUNITY RENEWAL AS AUTHORIZED BY RCW
CHAPTER 35.81; PROVIDING FOR CONDEMNATION, APPROPRIATION, TAKING OF
LAND AND PROPERTY RIGHTS NECESSARY THEREFORE; PROVIDING FOR
PAYMENT THEREOF AND DIRECTING THE INITIATION OF APPROPRIATE
PROCEEDINGS IN THE MANNER PROVIDED BY LAW AND FOR SAID
CONDEMNATION; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN

MOVED BY QUINN, SECONDED BY SEAL THAT THE PROPOSED ORDINANCE BE ADOPTED AS

Councilmember Ekberg commented that the ordinance does not commit the City to purchase any
properties; rather it begins the condemnation process.
MOTION CARRIED 7 -0 TO ADOPT ORDINANCE NUMBER 2401.
b. Briscoe /Desimone Levee design.
MOVED BY ROBERTSON, SECONDED BY KRULLER FOR THE MAYOR TO SIGN AND FORWARD
A MOTION OF SUPPORT TO THE KING COUNTY FLOOD CONTROL DISTRICT (based on
discussion and Council consensus at the Committee of the Whole meeting held prior to this
Special Meeting) *.
Councilmember Seal verified that the motion of support will include the suggested changes discussed
during the Committee of the Whole portion of the meeting this evening.
*MOTION CARRIED 7 -0.
ADJOURNMENT
8:50 p.m. MOVED BY QUINN, SECONDED BY SEAL THAT THE SPECIAL MEETING OF THE
TUKWILA CITY COUNCIL BE ADJOURNED. MOTION CARRIED 7 -0.
