RESOLUTION NO. 518
RESOLUTION AUTHORIZING MAYOR
TO EXECUTE A CONTRACT WITH
KING COUNTY RAPE RELIEF
WHEREAS, the City of Tukwila has used the services
of King County Rape Relief, a nonprofit corporation, to provide
rape relief and counseling services; and
WHEREAS, the City of Tukwila wishes to continue to
receive rape relief counseling services from King County Rape
Relief,
NOW, THEREFORE, the City Council of the City of
Tukwila, Washington does resolve as follows:
The Mayor is authorized to execute an
agreement with King County Rape Relief, a nonprofit
corporation, with terms and conditions identical to,
or substantially similar to, the agreement, a copy
of which is attached hereto as Attachment 1.

A G R E E M E N T
THIS AGREEMENT, made and entered into this 3rd
day
1976, by and between the CITY OF TUKWILA, a
municipal corporation, hereinafter referred to as the "City
and KING COUNTY RAPE RELIEF, a nonprofit organization, hereinafter
referred to as "Contractor
W I T N E S S E T H:
WHEREAS, Contractor has assisted several victims from
the Tukwila, Washington area by providing rape relief counseling
services, and has assisted the Tukwila Police Department by pro-
viding consultation and information on sexual assault cases; and
WHEREAS, Contractor is willing and able to continue
to offer such service to the citizens of Tukwila, and proposes to
establish additional local services and to recruit volunteer
workers from Tukwila; and
WHEREAS, City recognizes that the number of reported
sexual assaults and rapes in'Tukwila has increased in 1975 and
that there is need for improved rape relief and counseling services
within Tukwila; and
WHEREAS, the City wishes to gather statistics on
sexual assault in the Tukwila area and Contractor is willing to
compile reports and other statistical information for City's
police department; and
WHEREAS, the City has recognized this need and is
willing to provide financial assistance to Contractor for services
rendered in the best interests of the health, safety and welfare
of the citizens of Tukwila,

NOW, THEREFORE, in consideration of the mutual
covenants contained herein, it is agreed:
1. That the term of this Agreement shall be for the
period commencing February 1, 1976 and terminating December 31,
1976.
2. City has paid to Contractor and Contractor acknow-
ledges receipt oE the sum of ONE THOUSAND ONE HUNDRED AND NO /100THS
DOLLARS ($1,100.00) for services rendered to the Tukwila Police
Deaprtment and to sexual assault victims in Tukwila during the
term of this Agreement.
3. Contractor will maintain a twenty -four (24) hour
per day rape relief telephone line which will be serviced by
trained volunteers for the purpose of providing assistance to
victims within the City of Tukwila. Said telephone lines shall
be a toll -free call from anywhere within City's boundaries.
4. Contractor will advertise the above telephone line
and other services offered by Contractor in the local media as
Contractor's resources may permit.
5. Contractor will provide available consultant
services to community -based groups in Tukwila in order to educate
as many people as possible about the special problems which
confront sexual assault victims.
6. Contractor agrees to engage in continued coopera-
tion with the Tukwila Police Department in order that rape victims
understand the role of the police in the apprehension and
prosecution of persons who commit rape and /or sexual assault.
Reports taken by Contractor with regard to possible criminal
activity shall be forwarded to the Tukwila Police Department by

7. City and Contractor shall confer from time to
time during the period of this Agreement in order that police
protocol and rape relief protocol be reviewed and updated as
needed. The Mayor for City and Contractor through its agent
may both appoint persons to periodically review the services
performed by Contractor.
8. At the end of each quarter as designated in
Paragraph 2 of this Agreement, Contractor will submit a written
report of the services rendered to Tukwila by the Contractor.
9. If Contractor does not carry out the terms of
this Agreement for the period described in Paragraph 1 hereof,
a portion of the ONE THOUSAND ONE HUNDRED AND NO /100THS DOLLARS
($1,100.00) shall be returned to the City prorated on the basis
of. -the number of months Contractor provided services under this
Agreement.

submitted at the end of each quarter during the term of this
Agreement.

10. Contractor agrees that under this Agreement,
Contractor shall be considered at all times to be an independent
contractor and shall not act on behalf of City.
11. No change, alteration, modification or addition
to this Agreement will be effective unless it is in writing and

signed by both parties hereto.
IN WITNESS WHEREOF the parties hereto have signed
this Agreement on the day and year first above written.
