Councilmembers: Kate Kruller, Chair; Joe Duffie and Dennis Robertson

CALL TO ORDER:
Committee Chair Kruller called the meeting to order at 5:15 p.m.

II. BUSINESS AGENDA
A.
Resolution for Six-Year Transportation Improvement Program (2014-2019)
Staff is seeking Council adoption via resolution of the 2014-2019 Six-Year Transportation
Improvement Program (TIP), as required by the Revised Code of Washington (RCW). The TIP is a
financial planning tool that lists transportation-related projects planned within the next six years that are
regionally significant or that have grant funding potential. This annual update to the TIP is generally
apital Improvement Program (CIP), since the two are updated at
different times. Differences between the two plans may be due to priority changes, funding availability,
or other factors. The memo in the agenda packet clearly outlines the project additions, deletion, and
modifications, and staff distributed the finalized 2014-2019 TIP that will be attached to the resolution.
Councilmembers and staff discussed the feasibility of approving the TIP and the CIP on the same
annual cycle in an effort to reduce discrepancies. Currently, the CIP is finished by the end of each year,
and the TIP must be approved by June 30. Staff will look into aligning these schedules and return with
UNANIMOUS APPROVAL. FORWARD TO JUNE 10 COW

III. SOUTH COUNTY AREA TRANSPORTATION BOARD (SCATBd )
The April 16, 2013 meeting summary was included in the agenda packet, along with the May 21 agenda.
Highlights mentioned by Committee Chair Kruller included the May 21 vote to issue a letter of support for
Substitute House Bill 1954, the update on the I-405/SR 167 Corridor Project, and the 2012 Statewide
VOWS Panel Transportation Survey. The Board discussed tolling and carpool requirements in other areas
of the country, and indiciated there may be a future movement to require three or more car occupants for

IV. MISCELLANEOUS

Councilmember Robertson requested an update on the South 178 Realignment Project. Staff indicated that
Segale Properties is now working under an approved grading plan, and that clearing activities have begun.
Negotiations with Puget Sound Energy and the Highline Water District are ongoing.

Councilmember Robertson shared a concern about the safety of schoolchildren walking on 42 Avenue
South and wondered if any short-term safety solutions could be implemented. Staff mentioned galvanized
steel pedestrian rails as one possibility and will look into it.
Councilmember Duffie expressed ongoing concern about aggressive bicyclists on bike trails that intersect

with roadways (such as the Green River Tail crossing with South 116 Street), as well as pedestrian safety

issues along 53 Avenue South.

Councilmember Kruller inquired about the inclusion of sidewalk projects near Tukwila International
Boulevard in the Transportation Improvement Program. Staff indicated that sidewalk improvement plans
are currently specific versus programmatic, and that some projects (such as Safe Routes to School) are
included.
