RESOLUTION NO. 526
RESOLUTION AUTHORIZING THE MAYOR TO
EXECUTE AN AGREEMENT WITH THE RENTON
AREA YOUTH SERVICES TO PROVIDE CERTAIN
SOCIAL SERVICES.

WHEREAS, the City Council of the City of Tukwila
has determined that certain social services should be provided
to the residents of the Tukwila area, and;
WHEREAS, the City Council has provided funds
for these services within the annual budget, and;
WHEREAS, the City is not able to provide these
services within its present staff, and;
WHEREAS, the Renton Area Youth Services is a
non profit organization established to furnish the services
desired by the City and other local governmental jurisdictions;
NOW, THEREFORE, BE IT RESOLVED that the Mayor is
hereby authorized to negotiate and execute an agreement with the
Renton Area Youth Services to provide social services to the City
for the year 1976, the agreement to be identical or essentially
the same as attached herein as a reference.

AGREEMENT FOR YOUTH SERVICES
THIS AGREEMENT is made on this ;1. day of April, 1976,
between the City of Tukwila, hereafter referred to as "Tukwila
and Renton Area Youth Services, a school and community drug
intervention program, doing business at 1525 North 4th Street,
Renton, Washington., hereafter referred to as "RAYS NOW,
THEREFORE,
IT IS HEREBY AGREED AS FOLLOWS:
1. Time Period. The time period covered by this Agreement
shall be from the first day of April, 1976, through the end of
December, 1976.
2. Description of Services. RAYS shall furnish to Tukwila
on a retainer basis services under its school and community drug
intervention program, including, but not limited to, the follow-
ing- described basic services:
a. Crisis Intervention during regular business
hours and also through 24 -hour answering service for
emergency.
b. Probation Reporting and Consultation regu-
lar probation, once -a -month reporting, progress re-
ports, goal- setting, recommendations for disposition.
c. Consultation diagnosis and referral, recom-
mendation for case followthrough.
d. Community Education speaking to and with
community groups about youth needs and problems,
communication, etc.
e. Employment Counseling take applications,
place youth, develop employment opportunities for youth.
f. Foster Care license homes, place youth in
homes, supervise placement.
g. Drug and Alcohol Education speaking to
groups and classes with information about physiolo-
gical and psychological affects of substance abuse.
3. Payment:
a. For the above basic services, Tukwila shall pay
to RAYS the sum of $222.00 per month for a total of nine months,
making a total of $2,000 for the 1976 retainer, which is based
upon an estimated 30 hours of service per month by the RAYS
organization at the rate of $7.50 per hour. Tukwila shall not
pay for costs incurred by RAYS as may be reflected on monthly
staff reports as shown in the sample report attached hereto,
marked Exhibit A, B, and C.
b. In addition to the above retainer payment, Tukwila
shall pay to RAYS for counseling services at the rate of $20.00
per hour per client, or the rate accepted by the State of Wash-
ington for counseling services, whichever is smaller. Tukwila
shall pay for counseling services each month upon being invoiced
by RAYS showing a listing of the services through a computer
printout of client costs by case number and hours of services
provided by RAYS; provided, however, that Tukwila shall not be
billed in excess of $3,000.00 for the nine -month period of
1976 without specific written approval from the Council and the
Mayor of the City of Tukwila. Attached hereto as Exhibit A, B,
and C are samples of Staff Reports and computer printout re-
ports RAYS shall furnish monthly with its billing. Actual costs
incurred by RAYS are shown but shall not be billed to Tukwila.
4. Persons Qualified For Counseling Services. Persons
who shall be qualified for counseling services shall be youth who
are residents of the City of Tukwila and youth enrolled in South
Central School District. RAYS shall identify as carefully as pos-
sible the residence of each person receiving counseling.
5. Terms Subject to Renegotiation. RAYS agrees that any
of the above terms and conditions may be renegotiated at any point
during the life of this Agreement.
WHEREFORE, the parties hereto have executed this Agreement
on the date first above written.
