UNFINISHED BUSINESS Approving the Mayor's letter in the Council agenda packet dated June 10, 2013 to the U.S. Environmental Protection Agency regarding the proposed clean -up plan for the Lower Duwamish Waterway and authorizing its submittal on or before June 13, 2013. Pg.43 3. ADJOURNMENT Tukwila City Hall is wheelchair accessible. This notice is available at www.tukwilawa.gov, and in alternate formats with advance notice for those with disabilities. Tukwila Council meetings are audio /video taped. HOW TO TESTIFY If you would like to address the Council, please go to the podium and state your name and address clearly for the record. Please observe the basic rules of courtesy when speaking and limit your comments to five minutes. The Council appreciates hearing from citizens but may not be able to take immediate action on comments received until they are referred to a Committee or discussed under New Business. COUNCIL MEETINGS No Council meetings are scheduled on the 5th Monday of the month unless prior public notification is given. Regular Meetings - The Mayor, elected by the people to a four -year term, presides at all Regular Council Meetings held on the 1st and 3rd Mondays of each month at 7:00 p.m. Official Council action in the form of formal motions, adopting of resolutions and passing of ordinances can only be taken at Regular Council meetings. Committee of the Whole Meetings - Council members are elected for a four -year term. The Council President is elected by the Council members to preside at all Committee of the Whole meetings for a one -year term. Committee of the Whole meetings are held the 2nd and 4th Mondays at 7:00 p.m. Issues discussed are forwarded to the Regular Council meeting for official action. GENERAL INFORMATION At each Council meeting citizens are given the opportunity to address the Council on items that are not included on the agenda during CITIZENS COMMENTS. Please limit your comments to 5 minutes. Special Meetings may be called at any time with proper public notice. Procedures followed are the same as those used in Regular Council meetings. Executive Sessions may be called to inform the Council of pending legal action, financial, or personnel matters. PUBLIC HEARINGS Public Hearings are required by law before the Council can take action on matters affecting the public interest such as land -use laws, annexations, rezone requests, public safety issues, etc. Section 2.04.150 of the Tukwila Municipal Code states the following guidelines for Public Hearings: 1. The proponent shall speak first and is allowed 15 minutes for a presentation. 2. The opponent is then allowed 15 minutes to make a presentation. 3. Each side is then allowed 5 minutes for rebuttal. 4. Citizens who wish to address the Council may speak for 5 minutes each. No one may speak a second time until everyone wishing to speak has spoken. 5. After each speaker has spoken, the Council may question the speaker. Each speaker can respond to the question, but may not engage in further debate at this time. 6. After the Public Hearing is closed and during the Council meeting, the Council may choose to discuss the issue among themselves, or defer the discussion to a future Council meeting, without further public testimony. Council action may only be taken during Regular or Special Meetings. BACKGROUND The Transportation Improvement Program (TIP) is updated annually as required by the Revised Code of Washington (RCW). The TIP is adopted by resolution after a public hearing at the local agency level and incorporated into regional and state TIPs. The TIP is primarily a financial planning document for projects competing for grants. Any project submitted for federal grant funding must be included in the local, regional and state adopted TIPs. The TIP is a rolling plan showing various funding sources: grants, developer and local funds. Projects "roll" as funds or stages occur (design report, final design and construction). Tukwila's TIP and Capital Improvement Program (CIP) list many of the same transportation - related projects. The TIP generally lists only those transportation - related projects planned within the next six years that are deemed regionally significant or that have grant funding awarded or expected. The City's CIP lists transportation projects planned in the next six years and beyond, as well as water, sewer, surface water, and capital facilities projects. The TIP is required to be adopted by June 30 on an annual basis, while the CIP is prepared during Summer /Fall in conjunction with the City's budget preparation. Differences between the two may be due to priority changes, funding availability changes, or other factors which normally occur during the time between adoptions of each document. ANALYSIS The attached spreadsheet is the "Draft" 2014 - 2019 TIP and was created by modifying the 2013 - 2018 TIP to add or remove projects and adjust project costs. No prioritization was assigned and the list of projects is presented in alphabetical order. Prioritization of projects is reflected in the CIP. PRESENTATIONS - No presentations. II. BUSINESS AGENDA A. Resolution for Six -Year Transportation Improvement Program (2014 -2019) Staff is seeking Council adoption via resolution of the 2014 -2019 Six -Year Transportation Improvement Program (TIP), as required by the Revised Code of Washington (RCW). The TIP is a financial planning tool that lists transportation- related projects planned within the next six years that are regionally significant or that have grant funding potential. This annual update to the TIP is generally modified to reflect the City's Capital Improvement Program (CIP), since the two are updated at different times. Differences between the two plans may be due to priority changes, funding availability, or other factors. The memo in the agenda packet clearly outlines the project additions, deletion, and modifications, and staff distributed the finalized 2014 -2019 TIP that will be attached to the resolution. Councilmembers and staff discussed the feasibility of approving the TIP and the CIP on the same annual cycle in an effort to reduce discrepancies. Currently, the CIP is finished by the end of each year, and the TIP must be approved by June 30. Staff will look into aligning these schedules and return with a recommendation at a later date. SOUTH COUNTY AREA TRANSPORTATION BOARD (SCATBd ) The April 16, 2013 meeting summary was included in the agenda packet, along with the May 21 agenda. Highlights mentioned by Committee Chair Kruller included the May 21 vote to issue a letter of support for Substitute House Bill 1954, the update on the I- 405 /SR 167 Corridor Project, and the 2012 Statewide VOWS Panel Transportation Survey. The Board discussed tolling and carpool requirements in other areas of the country, and indiciated there may be a future movement to require three or more car occupants for carpool lane access. INFORMATION ONLY. IV. MISCELLANEOUS Councilmember Robertson requested an update on the South 178th Realignment Project. Staff indicated that Segale Properties is now working under an approved grading plan, and that clearing activities have begun. Negotiations with Puget Sound Energy and the Highline Water District are ongoing. Councilmember Robertson shared a concern about the safety of schoolchildren walking on 42 °d Avenue South and wondered if any short-term safety solutions could be implemented. Staff mentioned galvanized steel pedestrian rails as one possibility and will look into it. As a partner of WRIA 9, the City of Tukwila is committed to assist and take action towards cleaning up the Lower Duwamish Waterway. The Proposed Plan states that all of the alternatives are intended to achieve similar cleanup levels. Therefore, our comments our based on support of the overall goals of the cleanup efforts. The City of Tukwila supports a cleanup plan with goals that: • are cost - effective, achievable and environmentally sound • bring the Duwamish River to similar levels as the Green River • balance short -term and long -term effectiveness of the remediation alternatives. In addition, the City of Tukwila is working actively to support the cleanup of the Duwamish River watershed. We have started the design for the Duwamish Gardens habitat project at approximately River Mile 7 with construction expected to begin by June 2014. Project partners include State Salmon Recovery Board, King Conservation District, WRIA 9, King Conservation Futures, King County Flood Control District, and State Aquatic Lands. In addition, the City of Tukwila recently issued permits for the demolition and restoration of the old Boeing Plant 2 near River Mile 3.8. The Plant 2 restoration includes site cleanup, new storm drains with source controls and a platform for future environmentally friendly development. These efforts and our growing NPDES program are local signs of strong support for increasing the opportunities for salmon habitat to increase the chances of survival and help do our part to improve the health of the watershed's salmon populations.
