HomeMy WebLinkAboutCivilService 2013-05-13 MinutesMay 13, 2013 City of Tukwila 6200 Southcenter Boulevard • Tukwila, Washington 98188 Jim Haggerton, Mayor The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Ron Johnston, Carol Zuvela and Dennis Sivak. Others in attendance were Police Chief Mike Villa, Acting Fire Chief Chris Flores, and Kim Gilman, Civil Service Examiner. CALL TO ORDER 5:00 p.m. APPROVAL OF MINUTES FIRE DEPARTMENT BUSINESS Staffing Update Chair Johnston called the meeting to order. In response to questions raised during the April meeting regarding the approval process for minutes if Commissioners were absent, Chair Johnston distributed information on Robert's Rules of Order which clarifies parliamentary procedure. Based on the guidance provided, commissioners can vote on a motion even if they do not have firsthand knowledge of what they are voting on. Furthermore a motion does not need to be put forth to approve or adopt the minutes. The chair is only required to ask if any corrections are needed, and based on the response the chair would approve the minutes before introducing the next agenda item. The guidance presented also stated that a Chair can vote on motions if the board is smaller than 12 members or less, and also that the Chair is able to make a motion. The Chair asked if there were any corrections needed for the March 3, 2013 and/or the April 22, 2013 Commission Meeting minutes. No corrections were noted, and the Chair approved the minutes as written. Acting Chief Flores reported that in April there were 7 members out on long -term disability and 4 new hires in training. He noted that currently there are 3 members out on disability and 2 members currently in the Academy. These absences affect the Department's overtime budget. 1 City of Tuk , gla 6200 Southcenter Boulevard • Tukwila, Washington 98188 Jinn /laggerton, Mayor Due to Chief Olivas' absence, Acting Chief Flores discussed the possibility of extending the Acting Assistant Chief's provisional appointment past the initial 6 month duration. A memo with the specific details of the appointment will be submitted to the Commission for their review at the June meeting. POLICE DEPARTMENT BUSINESS Staffing Update NEW BUSINESS Chief Villa reported the retirement of Officer Don Dart after 24 years of service to the City. He stated that there is 1 member out on long -term military deployment, 1 member on medical leave, 2 members currently in field training, and 2 members that recently completed their field training. He noted that 2 officers have been hired and will start work within the next month. Overall, there are 71 commissioned officers, 4 vacancies and an additional 4 pipeline vacancies for commissioned police officers. There is 1 vacancy in the Records Division, and this position has been advertised. Testing for that position is scheduled to occur in late June. The Chief noted that the newly budgeted Patrol Administrative Assistant position will be advertised soon. Chair Johnston confirmed that the next meeting is scheduled for Monday, June 10th and will occur in the Police Department Administration's Conference Room. Commissioners discussed the practice of certifying a list outside of the regular monthly meeting. Kim offered to check other cities' practices regarding list certification, and also to pose the question to Attorney Stephen DiJulio. Commissioners agreed to review this research at the June meeting. Chair Johnston recommended that all Commissioners review Renton's Civil Service Rules in preparation for revising Tukwila's rules. Paper copies of Renton's Rules, along with copies of Stephen DiJulio's sample Civil Service Rules will be distributed prior to the June meeting. 2 `it f Tuk l la 6.200 Southcenter loulevard Tukwila, Washin ton 981 ',8 Jim Haggerton, Mayor ADJOURNMENT 5:40pm Commissioners briefly discussed whether or not teleconferencing should be allowed. This topic may be more fully discussed at a future meeting, along with procedures outlining the proper use of teleconferencing. Prior to implementation, Commissioners agreed that it would be appropriate to revise the rules to allow for the use of teleconferencing.
