APPLICATION SUBMITTAL In order to ensure that your application is accepted for plan review, please make sure to fill out the
application completely and follow the plan submittal checklist on the reverse side of this form. Handouts are available at
the Building counter which provide more detailed information on application and plan submittal requirements.
Application and plans must be complete in order to be accepted for plan review.
VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of
Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting
application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is
subject to possible revision by the Building Division to comply with current fee schedules.
BUILDING OWNER / AUTHORIZED AGENT If the applicant it other than the owner, registered architect/engineer, or contractor
licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this
permit application and obtain the permit will be required as part of this submittal.
EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the da'3 of application shall
expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180
days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition).
No application shall be extended more than once.

Dear Hr. Hutchinson,•
The purpose of this letter is -to discuss the relati.onahip of .the
above referenced anechoic chamber currently operated by, the itinova
Corporation, and its relationship to both sections 1772 and 106 of
the Uniform Building Coda, .198S Edition. The kex to any discussion
of an anechoic chamber•is to first differentiate between the foam
used in such a chamber, and the type of foam plastic insulation
referred to in Section 1712 of the U.B.C. where the primary UV/ of
said insulation is for thermal barrier purposes, and the insulation
is generally contained within a "sandwich" panel of varying types
and coverings.
The use of carbon granule Impregnated foam in an. anechoic chamber is:
not for thermal purposes, but to create a testing environment that
prevents Micro-wave echoes from resonating within the chamber. The
design of the foam must take the shape of projected pyramidal (from
all interior surfaces), capable of total suppression of echoes when
the foam is it by electro- magnetic radiation from the testing of
antennas. To do this, the foam must absorb and dissipate :the
radiation energy through a combination of the aforementioned shape
and impregnated carboe granules. The effect must be that..the..
chamber mimics unlimited space, or the testing process is worthless ..
If the foam is covered by as impervious or hard surface, or a::
thermal barrier of any aiot;`t, ,then the ability of the chamber ,to
absorb the energy sae been destroyed.
The micro -wave that is used in the telecommunication antenna testing:
process does not create heat•or combustion, and it cannot be allowed
to reflect off of the interior surfaces. As such, this type of
insulation usage is sot •tpeaifically covered by U.B.C. Section 1712, :
although both the flame spread'and smoke- developed ratings of the
type of foam used in the atnechoic •chamber fall within the provisions,
of U.B.C. Section. 1712 (see attached teat data).
The solution to meeting the fire protection requirements of chapter
1712 while at the same time maintaining the testing capabilities of
the anechoic chamber may be found in U.B.C. section 106 which read.

"whenever there are practical difficulties involved in carrying out
the provisions of this code, the building official may grant
modifications for individual. cases, provided he shall first find.
that a special individual reason makes the strict letter of.thie
code impractical and that the modification J. in conformity with the
intent and purpose of this code and that such modification does:pot•
lessen any fire- protection requirements or any.degree of structural.
integrity. The details of any action granting modifications shell
be recorded and entered. 'in the files of the code enforcement
agency„. It is not practical.to apply the provision of U.B.C.
Section 1712 to an aneohoic chamber for the aforementioned reasbris•
so .we propose to fire protect the chamber and its surrounding,
(exterior) area as follows•:
(a) Install a halon gas fire extinguishing system within .the
interior of the chamber. Uee of a halon gas system will
not destroy future effectiveness of the insulation afiter
discharge as opposed to a wet sprinkler system w4sch•
would necessitate replacement of the foam insulation} at
a material cost of 840,000.00.

The chamber, which is approximately 12 ft. wide x 12ift.
high x 40 ft. long is.a room within a larger room which
is already protected by a wet sprinkler system;
therefore the exterior of the chamber is surrounded by
an existing sprinkler system..

(c) Post written instruotiona.on the safety, procedures :for
operation of the chamber in a conspicuous location on
the exterior of the chamber entrance door so that Wean
be read•.prior to entering the chamber.
•
(d) Remove all latching or lever type hardware 'from 'the
entrance door except for a closer that will keep !the
door fitting snug in its closed position'while. at;the
•same time. yielding to hand pressure to oen p from the
inside. The exterior hardware will be a `_'simp3,e hand
pull. •
(e) These above listed provisions (a,b,c, &. d) will
essentially meet the intent of Section 1712 of the code
in that rise protection of the chamber and ,its
surrounding area iii the primary concern rather .than
thermal protection.
The systam•we propose will be designed at nine (9%) concentration
and utilize two (2) ionization and two•(2) photo- electric detectors
(spaced at 125 ft= maximum). • The system will require two•..(2)
detectors to. go into alarm before the halon will discharge Upon
expiration of a thirty (30) second time delay. The system will.also
have an electric manual discharge station located at the entrance of
the room as well as two (2) audible /visual devices (horn /strobes)
mounted outside at opposite ands of the room. We are not including
a connected reserve,supply of halon 1301 since we maintain .an
inventory for re -fills 24 hours a day. Monitoring of the 9yetem
will be done by A.D.T.

When placing an antenna for testing, the technician enters into the'
chamber less than five (5) ft. distant from the door so is,,not to
disturb the absorption, characteristics of the interior material. It:'
the Innova Corporation were to send these antennas to an outside•
testing facility at another location it would cost from $1,000.00 eo
51,200.00 per day and create an economic disadvantage for. the
Company. It is therefore imperative that we find a solution,to.the:
fire protection ises.ze and on that.baais t submit that items a,b,a
d above, if allowed to be implemented, will meet the intent of,the

The Fire Prevention Bureau and are acceptable with the
following concerns:
1. An approved automatic fire sprinkler extinguishing
system is required for this project. (City Ordinance
#1646)
Sprinkler protection shall be extended to all areas
where required, including all enclosed areas, below
obstructions and under overhangs greater than four
feet wide. (NFPA 13- 4- 4.1.3.2.1)
All new sprinkler systems and all modifications to
existing sprinkler systems shall have fire department
review and approval of drawings prior to installation
or modification. New sprinkler systems and all
modifications to sprinkler systems involving more than
50 heads shall have the written approval of the
W.S.R.B., Factory Mutual, Industrial Risk Insurers,
Kemper or any other representative designated and /or
recognized by The City of Tukwila, prior to submittal
to the Tukwila Fire Prevention Bureau. No sprinkler
work shall commence without approved drawings. (City

Local U.L. central station supervision is required.
